WE HAD LIMITED DOCKAGE BECAUSE OF THE CONDITION OF THE DOCKS AND MOORINGS WERE FULL OPERABILITY AS WELL. SO WE'RE BACK OPERATING THE DAY AFTER AS WELL. WE RAN INTO A SIMILAR SITUATION FROM THE 2022 HURRICANES, IAN AND NICOLE, WHERE WE HAD THE BACK TO BACK HURRICANES VERY CLOSE TO EACH OTHER. LUCKILY THIS THESE TWO STORMS DID NOT CAUSE AS MUCH DAMAGE AS THOSE TWO DID. I'LL SHOW YOU ON THIS AERIAL HERE. SO THE AREA THAT WE JUST FINISHED REPAIRING IN SPRING OF THIS YEAR IS. SO THIS SECTION THAT'S HIGHLIGHTED IN GREEN ALL ALONG HERE. AND THEN WE ALSO REBUILT PORTIONS OF THIS AREA. THOSE AREAS INCLUDED 26 NEW PILINGS. WE GOT RID OF THE CONCRETE PILINGS AND WENT TO LARGER, STRONGER STEEL PILINGS. WE ALSO HAD 40 OUT OF 50 CONCRETE FLOATS DAMAGED DURING THAT YEAR. HAPPY TO SAY THAT ALL OF THE PILINGS, ALL OF THOSE FLOATS, EVERYTHING THAT WE HAD REPAIRED SURVIVED THE STORM AND BECAUSE OF THOSE PILINGS THAT WE PUT IN, [01:05:03] IT PREVENTED FURTHER DAMAGE TO THE MARINA. WE DID HAVE SOME OF THE WOOD ALONG THOSE SAME AREAS THAT HOLD THE DOCK TOGETHER. CRACK AS THE DOCK IS MOVING OVER THE WAVES. THE AREAS THAT GOT DAMAGED IN THIS STORM. SO HURRICANE HELENE OUT OF THE SOUTHEAST, BROKE A FEW PIECES OF WOOD IN THIS LOCATION HERE. HURRICANE MILTON THEN FURTHERED SOME OF THAT DAMAGE. AND THE SCHEME OF THINGS, THAT'S PRETTY MINIMAL IN THAT AREA WHERE MOST OF THE DAMAGE WAS A LOT OF IT TOWARDS SHORE, WHERE YOU SEE THESE RED MARKS ON THESE FINGER PIERS. THESE FINGER PIERS IN THIS LOCATION HERE, ALL OF THOSE BECAME DISLODGED OFF OF THE DOCK. IT BASICALLY RIPPED THEM RIGHT OFF OF THE DOCK. AND SOME OF THE OTHER ONES IN THIS SHALLOWER AREA. ALONG WITH THAT THROUGH RODS THROUGHOUT THE ENTIRE MARINA, DURING EVERY STORM, THE WHOLE MARINA MOVES AROUND SO MUCH THAT ALL OF THOSE RODS AND HARDWARE LOOSEN UP. SO IMMEDIATELY AFTER THE STORMS, YOU GOT TO GO BACK IN THERE AND TIGHTEN EVERY PIECE OF HARDWARE, AND THERE IS A ROD EVERY 12IN THROUGHOUT THE ENTIRE MARINA, SO IT'S SUBSTANTIAL. IT'S QUITE A BIT RIGHT AFTER HURRICANE HELENE, WE HAD A CONTRACTOR IN THERE THE NEXT DAY. THEY WORKED ALL THE WAY UP UNTIL THE DAY BEFORE HURRICANE MILTON TIGHTENING THE DOCK. LUCKILY, EVERYTHING THAT THEY DID REALLY HELPED STRENGTHEN THOSE AREAS WHERE FURTHER DAMAGE. BUT UNFORTUNATELY, WE GOT THEM BACK HERE AGAIN TODAY TO DO THE SAME THING AND STRENGTHEN THE ENTIRE DOCK BY TIGHTENING ALL THOSE RODS. WE ARE REMOVING THE DAMAGED FINGER PIERS OUT OF THE MARINA BECAUSE THEY ARE NO LONGER ATTACHED TO ANYTHING. WE'RE JUST TIED UP. SO THEY ARE FLOATING HAZARDS WITHIN THE MARINA. THOSE SHOULD BE PULLED OUT FIRST THING TOMORROW MORNING. WE'RE GOING TO START WORKING ON THOSE AND GETTING THOSE HAULED OUT OF THE WATER. I CAN SHOW YOU SOME OTHER AREAS OF DAMAGE. LET'S SEE. GUSTS WERE GUSTING UPWARDS OF 60, 61 MILES AN HOUR AT THE MARINA. ALL THAT'S MEASURED BY OUR WEATHER STEM THAT WE HAVE AT THE MARINA AS WELL. SO IT'S LOCAL DATA. HURRICANE HELENE HAD GUSTS UP TO HURRICANE FORCE GUSTS DURING THAT DIRECTION. THE DIFFERENCE BETWEEN THOSE TWO STORMS IS HURRICANE LEAD CAME FROM THE SOUTHEAST, AS YOU KNOW, SO IT DOESN'T GET AS MUCH WAVE ACTION. IT DOESN'T HAVE AS LONG OF A FETCH DOWN THE ICW TO GET ALL THE WAVE ACTION AND THE INLET TO CREATE WAVES WHEN WE GET WEATHER FROM THE NORTH, EVEN THOUGH THE WINDS ARE LOWER. WE GET ALL OF THAT SWELL AND SURGE THAT COME INTO THE INLET AND JUST CAUSES A LOT MORE DAMAGE TO THE DOCKS. SO AT THAT TIME, THIS IS ABOUT ALL THE DAMAGE I HAVE. WE HAVE AN ESTIMATES COMING OUT THIS WEEK. WE HAVE ESTIMATED ALL THE DAMAGES BETWEEN THE LIGHTHOUSE PARK THE HURRICANE HELENE REPAIRS OUR INITIAL REPAIRS TO GET THE DOCKS AND EVERYTHING TIGHTENED RIGHT BACK UP. SO THAT WAS RAVENSWOOD. HANNAH'S WALK HOMEOWNERS ASSOCIATION INSTALLED TWO PET WASTE STATIONS IN A HIGH PEDESTRIAN WALKING AREA. [01:20:07] TWO DIFFERENT STATIONS WERE INSTALLED. THE APPLICANT ADVISED THAT IT TOOK THEM ABOUT 5 OR 6 HOURS TO COORDINATE, AND THEN JUST A FEW HOURS TO ACTUALLY INSTALL. AND I JUST WANT TO POINT OUT THAT THESE ARE PROJECTS FOR THE COMMUNITY TO ACTUALLY TAKE ON. SO WE DON'T DO ANY OF THE LEGWORK. THESE ARE THE RESIDENTS OF THESE COMMUNITIES ACTUALLY GOING OUT AND PURCHASING THE ITEMS, OR HIRING THEIR OWN VENDORS AND DOING THE INSTALLATION THEMSELVES. SO THIS WAS ALL DONE BY THE HOMEOWNER'S ASSOCIATION. THEIR GRANT AWARD WAS $5, WITH A TOTAL ESTIMATED COST OF $457, AND IT MET THE CRITERIA OF PLACE MAKING IN FOR OUR GRANT CRITERIA. AND THEN THE LAST PROJECT FOR FISCAL YEAR 2024 OR GRANT AWARD THAT WAS AWARDED WAS THE LINCOLNVILLE HISTORIC PRESERVATION AND RESTORATION SOCIETY. IN HISTORIC LINCOLNVILLE. AND THIS IS FOR THE LINCOLNVILLE FESTIVAL, WHICH IS A 45 YEAR OLD FESTIVAL. THE LINCOLNVILLE HISTORIC PRESERVATION AND RESTORATION SOCIETY IS THE NEW CURATOR. I THINK FOR MAYBE THE LAST SEVEN YEARS, THEY'VE BEEN THE ONES HOSTING THIS FESTIVAL. IT WAS ORIGINALLY STARTED BY OBVIOUSLY WELL KNOWN DOUG CARN BACK IN 1979, AND THEN IT'S BEEN MATRICULATING THROUGH DIFFERENT ORGANIZATIONS THROUGHOUT THE 45 YEAR HISTORY. WE AWARDED THEM $3,000 TO PAY SOME COSTS FOR ENTERTAINMENT FOR THIS FESTIVAL, AND THE TOTAL PROJECT IS ESTIMATED TO COST $24,000, AND IT MET THE COMMUNITY EVENTS CRITERIA. SO IN TOTAL, JUST DURING TWO FULL GRANT CYCLES, APRIL AND JULY, WE SPENT 2000, OR I SHOULD SAY WE FUNDED $10,243. I ROUND IT UP AND THAT IS FOR FIVE GRANT APPLICATIONS ON THIS PARTICULAR TABLE. IT DOES SHOW THAT WE HAD A TOTAL AVAILABLE OF $4,757 REMAINING. HOWEVER, THE WAY THIS GRANT PROGRAM IS ORGANIZED IS THAT ALL THOSE ANY FUNDS THAT WE DON'T EXPEND DURING THE FISCAL YEAR GO BACK TO THE GENERAL FUND, AND THEN WE REALLOCATE A SMALL BUDGET EACH YEAR. AND THE BUDGET IS ABOUT IS $15,000 ANNUALLY OR EACH FISCAL YEAR. SO WE NOW ARE WORKING WITH A BRAND NEW BUDGET OF $15,000 STARTING OCTOBER 1ST. SO DURING THIS SECTION OF THE PRESENTATION, I'D LIKE TO TAKE AN OPPORTUNITY TO KIND OF GO THROUGH WHAT OUR CURRENT GRANT CRITERIA SAYS BASED OFF OF WHAT CHANGES. MY SUGGESTION IS THAT WE REMOVE THE MINIMUM GRANT LANGUAGE AND ALLOW APPLICANTS TO APPLY FOR A SMALL AMOUNT AS THEY LIKE, BECAUSE AS WE SAW, WE ACTUALLY HAVE ALREADY BEEN AWARDING GRANTS FOR LESS THAN $1,000 BECAUSE IT JUST ADMINISTRATIVELY MADE SENSE FOR SOME OF THE SMALLER PROJECTS, LIKE THE PET WASTE STATIONS THE NEIGHBORHOOD CLEANUP, WHICH ENDED UP BEING UNDER $1,000. SO WE DID AWARD THOSE GRANTS BECAUSE IT ALLOWED THE RESIDENTS AND STAKEHOLDERS AN OPPORTUNITY TO GET SOME SMALLER PROJECTS DONE IN THEIR COMMUNITY. SO WE LIKE TO UPDATE THE GRANT CRITERIA TO SHOW NO MINIMUM AMOUNT, BUT STILL MAINTAIN THE MAXIMUM OF 3000 PER GRANT AWARD. ADDITIONALLY, THERE IS LANGUAGE IN THE APPLICATION PROCESS THAT TALKS ABOUT NOT FUNDING ANY PROJECTS THAT HAVE ALREADY BEEN COMPLETED. SO IT STATES THAT IN THE APPLICATION PROCESS, BUT IT'S NOT VERY CLEAR IN THE GRANT CRITERIA ITSELF. SO I'D LIKE TO MODIFY THE GRANT AWARD CRITERIA TO SPECIFY THAT WE WILL, THAT WE WON'T FUND PROJECTS THAT HAVE ALREADY BEEN COMPLETE. AS WE KIND OF MATRICULATED THROUGH THE PROGRAM, WE NOTICED THAT SOME OF THE APPLICANTS SEEM TO BE CONFUSED BY THAT. EVEN THOUGH THE LANGUAGE WAS IN THE APPLICATION PROCESS, IT WASN'T REALLY CLEAR IN THE CRITERIA. SO MAKING SURE THAT THAT IS REITERATED AND CLARIFIED FOR TRANSPARENCY SO THAT APPLICANTS DON'T EXPECT TO BE REFUNDED FOR PROJECTS THEY DID TWO MONTHS AGO, AND THEN THEY SUBMIT AN APPLICATION EXPECTING TO BE AWARDED. BUT THEY'VE ALREADY DONE A PROJECT, SO THIS IS FOR FUTURE PROJECTS AFTER THE AWARD HAS BEEN GRANTED OR THE GRANT HAS BEEN AWARDED. AND THEN THE OTHER LANGUAGE IS ABOUT THE INTERNAL STAFF COMMITTEE AND THE SCORING PROCESS. [01:25:02] SO WE ALREADY HAVE A SCORING PROCESS IN PLACE. WE USE A FIVE POINT SCALE WITH FIVE INDIVIDUAL INTERNAL STAFF MEMBERS. THIS WAS ALL MEASURED AT OUR WEATHER STATION AT THE CITY MARINA. THE RECORDED RAINFALL AT THE MARINA WAS 6.4IN, AND WE LIKELY HAD A 3 OR 4 FOOT STORM SURGE, BUT THE STORM HIT US DURING LOW TIDE, SO WE WERE VERY FORTUNATE. AS SOON AS IT WAS FORMED IN THE GULF, OUR FIRE CHIEF, CARLOS AVILES, STARTED TO MONITOR IT AND UPDATE STAFF DAILY. AND WE PREPARED. WE BEGAN BY PREPARING OUR WATER AND WASTEWATER TREATMENT PLANTS. WE INSTALLED DOOR DAMS AT THOSE AT OUR PLANTS. WE TURNED ON GENERATORS TO THE WELL FIELDS AS A PRECAUTION. ON THURSDAY, WE DID SEE TREES DOWN AND LIMBS DOWN. WE HAD POWER OUTAGES. SOME COMMERCIAL SIGNAGE CAME DOWN DURING THE STORM, AND INDIVIDUAL HOUSES SUSTAINED VARYING DEGREES OF MINOR DAMAGE. FLOODING OCCURRED ON THE ROADWAYS, BUT IN MOST CASES DID NOT ENTER BUILDINGS. THE POLICE DEPARTMENT DID HAVE TO CLOSE DOWN THE STREETS TO DOWNTOWN ON THURSDAY AFTERNOON DUE TO HIGH TIDE FLOODING. OUR DAMAGE ASSESSMENT TEAMS FROM THE PLANNING AND BUILDING DEPARTMENT COMPLETED THEIR SURVEY ON FRIDAY, AND DID NOT REPORT ANY SIGNIFICANT DAMAGE TO PRIVATE PROPERTY. THEY DID IDENTIFY 15 AFFECTED HOMES, MOSTLY IN SOUTH DAVIS SHORES, THAT WERE DAMAGED. AND YOU HEARD EARLIER ABOUT THE DAMAGE TO THE CITY MARINA. WE OPENED THE CITY PARKING GARAGE FOR FREE TO THE PUBLIC ON TUESDAY. BEFORE THE STORM. AND IT FILLED UP RATHER QUICKLY FOR FOLKS THAT WERE STORING THEIR VEHICLES. PARKING WAS FREE THROUGHOUT THIS WEEKEND AND PUBLIC PARKING IS FREE TODAY BECAUSE OF COLUMBUS DAY. CITY CREWS CLEANED UP STORM DEBRIS ON THURSDAY, RIGHT AFTER THE STORM AND INTO FRIDAY, AND THE CITY WAS OPEN FOR BUSINESS ON FRIDAY MORNING. WE WERE OPEN ON FRIDAY ONLY FOR A HALF DAY BECAUSE WE DID ANTICIPATE ANOTHER HIGH TIDE FLOODING EVENT FRIDAY. BUT THAT THAT DIDN'T HAPPEN.
