WHEREAS THE VETERANS OF FOREIGN WARS OF THE UNITED STATES, VFW WAS FOUNDED IN 1899 BY A SMALL GROUP OF VETERANS WHO RETURNED FROM CAMPAIGNS ON CUBA AND IN THE PHILIPPINES, BANDED TOGETHER TO CREATE A VETERANS ORGANIZATION THAT WOULD ADVOCATE ON BEHALF OF ALL VETERANS.

AND WHEREAS THE VFW IS A NONPROFIT VETERANS SERVICE ORGANIZATION COMPRISED OF ELIGIBLE VETERANS AND MILITARY SERVICE MEMBERS FROM THE ACTIVE GUARD AND RESERVE FORCES.

WHEREAS THE VFW MISSION IS TO FOSTER CAMARADERIE AMONG UNITED STATES VETERANS OF OVERSEAS CONFLICTS, TO SERVE OUR VETERANS, THE MILITARY, AND OUR COMMUNITIES, AND TO ADVOCATE ON BEHALF OF ALL VETERANS.

AND WHEREAS, SINCE ITS INCEPTION, THE VFW HAS BEEN INSTRUMENTAL IN THE ESTABLISHMENT OF THE VETERANS ADMINISTRATION, THE NATIONAL CEMETERY SYSTEM, AND THE CREATION OF EVERY NATIONAL VETERANS MEMORIAL.

AND WHEREAS THE VFW HAS PLAYED A VITAL ROLE IN VIRTUALLY EVERY SIGNIFICANT PIECE OF VETERANS LEGISLATION PASSED IN THE 20TH AND 21ST CENTURIES TO INCLUDE HONORING OUR PACT ACT, THE MOST SIGNIFICANT EXPANSION OF VETERANS BENEFITS IN HISTORY. AND WHEREAS ON SEPTEMBER 29TH OF THIS YEAR, THE VETERANS OF FOREIGN WARS WILL CELEBRATE THEIR 125TH ANNIVERSARY. THEIR MISSION HAS BEEN TO SERVE OUR VETERANS WHO HAVE ANSWERED THE CALL OF THEIR COUNTRY WHEN CALLED UPON TO DO SO.

AUGUSTINE WAS FOUNDED IN 1932 AND HAVE BEEN A PROUD MEMBER OF THIS COMMUNITY IN CARRYING OUT THAT MISSION.

NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF ST.

AUGUSTINE, FLORIDA, HEREBY PROCLAIMS SEPTEMBER 29TH, 2024, IS VFW DAY IN THE CITY OF ST.

AUGUSTINE AND URGES ALL OF OUR CITIZENS TO PAY SPECIAL ATTENTION DURING THIS WEEK TO OUR CONSTITUTIONAL GOVERNMENT AND THE ADVANTAGE OF AMERICAN CITIZENSHIP, AND FURTHER, INVITE EVERY CITIZEN AND INSTITUTION TO JOIN IN THIS NATIONAL COMMEMORATION.

HI. I LIVE AT 39 FULLER WOOD DRIVE AND THE FULLER WOOD NEIGHBORHOOD.

AND I'M HERE TO SPEAK ON THE ENACTMENT TO PUT DOCKS ON THE BACK OF PARK STREET.

THERE'RE FIVE LOTS THERE, AND THEY WANT TO PUT AN ADDITIONAL DOCK, WHICH WOULD PROBABLY RUIN THE ECOSYSTEM BACK THERE.

THE OTHER ISSUE WITH THIS IS WE HAVE HAD LOTS OF PROBLEMS IN OUR NEIGHBORHOOD OVER THE YEARS BECAUSE OF THINGS THAT THE CITY HAS APPROVED IN 2005. WE HAD TWO HOMES THAT HAD A LITTLE GARAGE APARTMENTS, AND THE CITY APPROVED FOR THEM TO REDO THEM, AND WE WERE TOLD AT THE TIME THAT THEY WERE GOING TO BE

USED FOR ONLY FAMILY MEMBERS WHEN THEIR FAMILY CAME UP FROM MIAMI, AND ANOTHER COUPLE HAD A FATHER IN LAW THAT WAS GOING TO LIVE THERE.

WELL, THE CITY LIED TO US AND TOLD US THAT IT WAS A RESIDENTIAL NEIGHBORHOOD AND THAT THEY WOULD NOT BE THEY WOULD NOT BE RENTED OUT.

WELL, THEY'RE RENTED OUT AND WE HAVE THEIR AIRBNBS AND WE HAVE ON MY BLOCK, THERE'S NOW SIX OTHER AIRBNBS THAT ARE THERE.

WE HAVE ALL KINDS OF TRAFFIC.

WE HAVE CARS PARKED UP AND DOWN THE STREET AND ALL THE PROBLEMS THAT GO ALONG WITH AIRBNBS.

AND MY PROBLEM WITH THIS BUILDING, THE DOCKS AND THE HOUSES BACK THERE IS THAT WE'RE GOING TO HAVE MORE TRAFFIC IN OUR NEIGHBORHOOD.

IF THEY BUILD FIVE HOUSES THERE, EACH HOUSE WILL PROBABLY HAVE 2 OR 3 CARS.

AND SINCE THEY'RE MARSH FRONT, THESE ARE IDEAL PLACES FOR AIRBNBS.

THEY'LL BE BOATS THERE.

THERE'S GOING TO BE WINNEBAGOS AND ALL SORTS OF THINGS.

IT'S GOING TO INCREASE THE TRAFFIC IN OUR NEIGHBORHOOD.

AND THIS IS A NATIONAL HISTORIC NEIGHBORHOOD.

WE CANNOT AFFORD FOR ANY MORE THINGS TO BE DONE TO IT THAT MAKE IT THAT AFFECT IT NEGATIVELY.

AND I WOULD REALLY APPRECIATE IF YOU WOULD VOTE THIS DOWN.

I'VE LIVED THERE 33 YEARS, AND MY CHILDREN, I OWN TWO PIECES OF PROPERTY THERE, AND MY CHILDREN WANT TO LIVE THERE WHEN I'M GONE.

AND IF THIS NEIGHBORHOOD IS DESTROYED, THEY'RE NOT GOING TO BE ABLE TO.

SO I WOULD PLEAD, I BEG YOU TO PLEASE NOT APPROVE THIS.

MY HUSBAND AND I LIVE AT 16 BEACON STREET.

I JUST WANTED TO SAY THAT I'M TALKING ABOUT THE 100 ACRE MARSH PARCEL, AND THAT I WAS IN FAVOR OF THE CITY PURCHASING THIS PROPERTY, BECAUSE I BELIEVE THAT THE CITY WILL LOOK OUT FOR THE BEST INTERESTS OF ITS RESIDENTS.

OUR HOME IS FLOODED FOUR TIMES SINCE 2016.

WE KNOW FROM OUR SITE VISIT FROM THE CITY THAT THE AREA RIGHT IN FRONT OF OUR HOUSE IS ONE OF THE LOWEST POINTS IN THE NEIGHBORHOOD, AND I BELIEVE THAT THOSE OF US ON BEACON STREET, WE DON'T NEED ANY DEVELOPMENT IN THE MARSH THAT WILL DISPLACE INCOMING TIDE WATERS AND CAUSE US TO FLOOD EVEN MORE.

WE NEED THE MARSH TO ABSORB AS MUCH AS THE TIDE OF AS MUCH TIDE WATER AS POSSIBLE.

SO AGAIN, I SUPPORT THE PURCHASE OF THIS LAND BY THE CITY OF ST.

AUGUSTINE, BECAUSE I BELIEVE THE HOMES AND THE GENERAL WELL-BEING OF OUR NEIGHBORHOOD IS MORE IMPORTANT THAN MORE DEVELOPMENT.

FLOOD RISK AND KNOWN FLOODING IS REAL.

WE EXPERIENCE IT ALL THE TIME IN FULLER WOOD.

I'VE BEEN THERE FOR THREE YEARS.

WE'VE HAD THE IAN AND NICOLE.

I KNOW MANY NEIGHBORS THAT HAD FLOODING.

THEIR HOMES FLOODED. WE HAVE FLOOD FLOODED STREETS EVERY YEAR DURING KING TIDES.

SOME FOLKS BROUGHT PICTURES TO SHOW THAT ANY DEVELOPMENT, FURTHER DEVELOPMENT IN OUR NEIGHBORHOOD IS, NO QUESTION GOING TO PRESENT NOT JUST AN INCREASED RISK OF FLOODING, BUT INCREASED FLOODING TO MORE PEOPLE AND TO THE PEOPLE THAT ALREADY HAPPENS TO.

THIS PARCEL IS FOUR AND A HALF ACRES ON THE MARSH CONSISTS OF PROTECTED WETLANDS, INCLUDING MANGROVES, WHICH WE ALL KNOW HELP PREVENT FLOODING, AND HOSPITAL CREEK.

HOSPITAL CREEK IS A KNOWN FLOOD ZONE FLOOD AREA.

IT'S ACTUALLY PRINTED ON THE BROCHURE.

THE CITY SENDS OUT ABOUT FLOOD PREPAREDNESS AND MITIGATION EVERY YEAR.

I'VE SEEN IT EVERY YEAR ON THERE I THINK IT WAS DESIGNATED BY THE ARMY CORPS OF ENGINEERS.

SO ANY DEVELOPMENT TO THAT LAND IS ABSOLUTELY GOING TO IMPACT AND INTRODUCE MORE FLOODING TO THE FULLER WOOD NEIGHBORHOOD AND POSSIBLY OTHER SURROUNDING AREAS.

SOME ADDITIONAL CONTEXT I'D JUST LIKE TO PROVIDE, IN CASE YOU DIDN'T KNOW, THIS LAND WHEN IT ORIGINALLY WENT FOR SALE ABOUT TWO YEARS AGO, WAS ADVERTISED AS

HAVING AROUND 20 BUILDABLE LOTS AND A STREET.

THAT ADVERTISING WAS PROMPTLY CHANGED BECAUSE IT WAS CLEAR THAT IT COULDN'T BE MARKETED THAT WAY, BECAUSE THE NECESSARY PERMITS HAD NOT BEEN SECURED FOR THAT.

TWO YEARS LATER, THERE HAVE BEEN MORE PERMITS TO BUILD A DOCK, A HOME.

YOU CAN SEE WHERE THAT GOES.

I SINCERELY HOPE THAT THE CITY PURCHASES THIS AS PART OF ITS CONSERVATION AND VOTES TO FOR THE ABILITY TO PURCHASE IT.

IT WILL PREVENT KNOWN FLOODING AND FLOOD RISK FOR THOSE RESIDENTS AND ALSO PROTECT THIS LAND AND CONSERVE THIS LAND.

MY ASK ALSO TO THE COMMISSION IS JUST KIND OF AN OPEN ONE, WHICH WOULD BE I WOULD LOVE TO SEE THE COMMISSION AND THE CITY CONTINUE TO EXPLORE MORE WAYS OF INCREASING THE SUCCESS OF THE LAND CONSERVATION PROGRAM.

HOW CAN IT BE MORE PROACTIVE? HOW CAN WE GET AHEAD OF THESE ISSUES, THESE DEVELOPMENT CONCERNS THAT WE KNOW ARE HAPPENING? WE KNOW MORE ARE COMING.

MANY OF MY NEIGHBORS TRIED TO RAISE THEIR HOUSE.

SOME HAVE NOT BEEN ABLE TO GET APPROVED ON THE GRANT.

A LOT OF OUR HOUSES ARE AT GRADE LEVEL.

WHEN WE DEVELOP PROPERTY LIKE THE 100 ACRE MARSH, WE CONTINUE THE DOMINO EFFECT OF IMPACTING THOSE WHO ARE ELDERLY, RETIRED OR HAVE A HOUSE THAT CAN'T BE RAISED EASILY.

I ASK THAT WE THINK VERY CAREFULLY ABOUT WHAT WILL HAPPEN, EVEN IF IT IS ONLY A SINGLE FAMILY HOME WITH A 300 FOOT DOCK AND THE LANDFILL NECESSARY TO BUILD.

ALL OF THAT IS GOING TO CHANGE THE FLOW OF WATER.

AND EVEN DURING THE KING TIDE THIS LAST FEW DAYS, WE'VE HAD WATER OVER THE STREETS.

WE'VE HAD WATER IN THE YARDS OF THE PEOPLE WHO FRONT THIS PROPERTY.

THERE IS NO WAY THAT THIS PROPERTY CAN AVOID THE FLOODING.

WE ALL KNOW THAT SEA LEVELS ARE RISING AND WE KNOW THINGS ARE CHANGING.

WE DIDN'T HAVE THESE PROBLEMS BEFORE, MATTHEW.

SO SOMETHING HAS CHANGED.

AND IT WILL BE WILL HAVE TWO SESSIONS, ONE FROM 10 TO 12 IN THE MORNING AND ONE FROM 5 TO 7 IN THE EVENING FOR WORKING PEOPLE.

THE COMPREHENSIVE PLAN IS A STATE REQUIRED DOCUMENT.

IT PRESENTS A LONG RANGE VISION FOR OUR COMMUNITY.

FUTURE WITH GOALS AND OBJECTIVES AND POLICIES.

AND AS PART OF THE PROCESS TO DATE, AS A RESULT OF COMMUNITY INPUT, THE COUNTY'S CONTRACTORS LEADING THIS EFFORT HAVE IDENTIFIED TWO OF 13 PRIORITIES THAT RELATE TO AFFORDABLE HOUSING, INCLUDING ESTABLISHING A HOUSING AUTHORITY.

THERE ARE OTHER SEVERAL OTHER PRIORITIES IDENTIFIED THAT SEEM TO COINCIDE WITH THE CITY'S VISION AND GOALS, TOO.

NOW THAT COME BACK THERE, AND EVERY ONCE IN A WHILE, THE SOME PEACOCKS FROM THE FOUNTAIN OF YOUTH SOMEHOW MANAGED TO MAKE THEIR WAY ACROSS MAIN STREET SAFELY AND WIND UP BACK IN THAT AREA.

I BECOME MORE AND MORE CONSCIOUS OF THE HUMAN TOLL OF FLOODING.

THE CLASS REQUIRED ME TO FIND A NATURAL SPOT CLOSE TO MY HOME, WHERE I COULD OBSERVE THE WILDLIFE, EXAMINE PLANTS AND TREES, AND WATCH ENVIRONMENTAL CHANGES. SANDRA, THE PREVIOUS OWNER OF THE PROPERTY, GAVE ME PERMISSION TO FREQUENT THIS MARSH, SO I SPENT MANY HOURS IN THIS PLACE OVER A PERIOD OF SEVERAL MONTHS.

DURING THAT TIME, I OBSERVED MANY ANIMALS, INCLUDING BUT NOT LIMITED TO FOXES, EAGLES, BOX TURTLES, MARSH BUNNIES, SPOONBILLS, FIDDLER CRABS, SONGBIRDS, OSPREYS, AND ONE TIME EVEN A COYOTE.

THE TREES ARE MOSTLY LIVE OAK, EASTERN RED CEDAR, AND CABBAGE PALMS, ALONG WITH YAUPON.

MANY SEABIRDS SUCH AS HERONS, IBIS AND EGRETS FREQUENT HERE.

PILEATED WOODPECKERS ARE OFTEN SEEN, ESPECIALLY IN WINTER MONTHS.

LARGE MANGROVES GROW ALONG THE MARSH BOUNDARIES, ALONG WITH SALTBUSH AND MANY GRASSES.

THIS AREA IS AN ECOTONE, AN AREA OF TRANSITION WHERE ONE HABITAT MEETS ANOTHER.

IT IS IN THESE ECOTONES WHERE WE SEE MORE WILDLIFE AND PLANT SPECIES THAN ANYWHERE ELSE.

I ALSO STUDIED THE PHONOLOGY OF THE AREA, WHICH IS THE STUDY OF PLANT AND ANIMAL BEHAVIORS THAT ARE INFLUENCED BY SEASONAL CHANGES, CLIMATE CHANGES, AND HABITAT CHANGES.

THIS BRINGS ME TO THE TITLE CHANGES.

I MOVED TO FULLER WOOD 28 YEARS AGO, WHEN THE FLOODING WAS MINOR ON THIS PROPERTY.

AT THE END OF BILLING STREET, I HAVE SEEN THE WATER ABOVE MY KNEES WITH RIPPLES LIKE TINY WAVES.

THIS OCCURRED IN THE LAST FEW YEARS DURING HIGH TIDES IN STORMS. IF ANY PART OF THIS PROPERTY IS FILLED, I BELIEVE IT WILL AFFECT NEIGHBORS WITH MORE AND DEEPER FLOODING.

AND AT THAT TIME, THE OF COURSE, WE COULDN'T BRING IT UP AT THE TIME, WE WERE FIGHTING IT BECAUSE OF ZONING CONSIDERATIONS, BUT ONCE IT WAS DEFEATED, THERE WAS THE HOPE THAT THE CITY WOULD BUY IT AS CONSERVATION AND GREEN SPACE.

AND THAT IS PRETTY MAGICAL.

SO I WON'T REPEAT EVERYTHING MY NEIGHBORS HAVE ALREADY SAID.

BUT AS WE ALL KNOW, MANGROVES ARE INCREDIBLY CRITICAL TO MITIGATE FOR FLOODING.

WHEN WE HAVE BUILDING, IT WILL DIVERT THE WATER TO OUR NEIGHBORS HOMES AND IT SEEMS THAT THERE SHOULD BE A CONSIDERATION AND MAYBE THERE ISN'T. I JUST DON'T KNOW ABOUT IT.

SHE'S THE PLANTS FOR BIRDS, DIRECTOR FOR OUR LOCAL CHAPTER.

AND SHE'S GOING TO GIVE A PRESENTATION ABOUT OUR NATIVE GARDEN.

WE ARE SO EXCITED TO BE HERE AND TO SHARE THE HIGHLIGHTS OF THE NATIVE GARDEN THAT WE'VE JUST INSTALLED IN THE LAST COUPLE OF MONTHS.

JUST TO MAKE YOU AWARE, ST.

JOHN'S REGIONAL AUDUBON'S MISSION IS CELEBRATING AND PROTECTING BIRDS FROM THE RIVER TO THE SEA.

AND WE FEEL LIKE THIS GARDEN IS FULFILLING ONE OF OUR MISSIONS.

THIS PHOTO WAS TAKEN BY THE CONTRACTOR THAT WORKS ON THE LIGHTING ON THE VISITOR CENTER, AND HE SHARED IT WITH US.

AND I THINK IT'S JUST A GREAT VISUAL TO SEE WHAT THE GARDEN REALLY LOOKS LIKE.

AND WHY DID WE WANT TO PLANT A NATIVE GARDEN? WELL, IT WAS THE VISION OF OUR PRESIDENT, AMY COOK, THAT WE WOULD HAVE A NATIVE GARDEN SOMEWHERE IN THE CITY.

FOR THE LAST THREE YEARS.

AND SOME OF THE REASONS FOR THAT IS WE HAVE LOST NEARLY A BILLION BIRDS IN NORTH AMERICA SINCE 1970.

A SIGNIFICANT PART OF THIS LOSS IS DUE TO VANISHING HABITAT, AND THE PURPOSE OF THE GARDEN IS TO SHOW RESIDENTS AND VISITORS HOW THE USE OF NATIVE GARDENS CAN RESULT IN BEAUTIFUL LANDSCAPES, EVEN IN AN URBAN AREA.

OKAY, THIS IS A LITTLE I THINK.

ANYWAYS, THIS IS I HAD A PHOTO.

I THOUGHT OF WHAT THE GARDEN LOOKED LIKE BEFORE.

SO IF ANY OF YOU.

THE GARDEN IS LOCATED NORTH OF THE VISITOR CENTER, AND IT WAS JUST A KIND OF A BED OF WEEDS AND GRASS.

SO THIS WAS THE FIRST DAY OF INSTALLATION OF THE GARDEN, WHICH SIGNIFICANTLY IMPROVED IT.

WE HAVE SPENT THE LAST TWO YEARS PLANNING AND WAITING TO INSTALL THIS GARDEN, AND WE HAD TO BE VERY THOUGHTFUL ABOUT HOW WE PROCEEDED WITH WORKING IN THE HISTORIC AREA AND MAKING SURE THAT WE HAD THE RIGHT COLOR PALETTE OF OUR SIGNAGE SO THAT WE WERE.

IT WAS APPROVED FOR THE HISTORIC COLORS THAT WE HAVE IN THE CITY, AND WE ALSO HAD TO FIND THE RIGHT GARDEN DESIGN AND THE RIGHT PLANTS BECAUSE THIS SPACE IS FULL SUN.

SO WE NEEDED TO MAKE SURE THAT WE HAD THE RIGHT PLANTS.

THE GARDEN HAS COST NEARLY $35,000 FOR AUDUBON, EXCLUDING THE NEW LIABILITY INSURANCE, AND WAS FUNDED BY OUR MEMBERS AND OUR DONORS. WE HAVE A FIVE YEAR VENDORS AGREEMENT WITH THE CITY TO MAINTAIN THE GARDEN.

THIS IS A PHOTO OF THE GARDEN AFTER INSTALLATION.

AND WHAT I WANT YOU TO JUST THINK ABOUT FOR A MOMENT IS THAT'S HOW SMALL THE PLANTS WERE.

THEY WERE MOSTLY FIVE GALLON PLANTS.

BUT WE WANTED TO THANK THE CITY AND HERB BECAUSE THEY WORKED VERY WELL WITH US.

THEY DESIGNED A WONDERFUL GARDEN AND THEY WERE VERY DETAIL ORIENTED AND INSTALLATION AND HELPED WITH THE MAINTENANCE OF THE GARDEN.

IT'S BETTER THAN WE HAD EVER EXPECTED IN SUCH A SHORT PERIOD OF TIME AND UNDER THE RENEWABLE, UNDER OUR RENEWABLE VENDORS AGREEMENT, WE WILL MAINTAIN THE GARDEN FOR FIVE YEARS.

WE WILL BEAR THE COST OF THAT MAINTENANCE AND THE CITY IS PROVIDING THE IRRIGATION, AND WE ARE BUDGETING OVER $2,000 ANNUALLY FOR MAINTENANCE, WHICH INCLUDES REPLACEMENT PLANTS REPLACING WHITE PINE STRAW.

THAT HAS TO BE DONE AT LEAST TWICE.

A PRE-EMERGENT USE TO TRY AND CONTROL THE GARDENS AND OUR EDUCATIONAL MATERIALS.

THESE ARE SOME OF OUR VOLUNTEERS.

WE HAVE A TEAM OF SEVEN VOLUNTEERS.

ONE OF THEM IS ABSENT.

THEY HAVE BEEN PHENOMENAL.

THIS ORDINANCE PROPOSES TO CLARIFY LANGUAGE WITHIN THE DEFINITION OF HISTORIC STRUCTURE, AND TO CLARIFY THE CODE STRUCTURE RELATED TO THE DEMOLITION SECTION OF THE CODE.

THESE CHANGES WERE RECOMMENDED BY THE PLANNING AND ZONING BOARD.

THIS IS A CLEANUP ITEM AS FAR AS STAFF IS CONCERNED TO CLARIFY THE LANGUAGE.

ADDITIONALLY, WE HAVE REALIZED THAT THE CODE STRUCTURE NEEDS TO BE CHANGED TO MAKE SURE THAT IT'S CLEAR WHAT PROPERTIES REQUIRE REVIEW FOR DEMOLITION.

I THINK WE HAVE SOME ISSUES WITH THEM BASED ON HOW THESE RANKINGS TURNED OUT.

SO I'D LIKE TO SPEAK TO THOSE ISSUES AS I SEE THEM.

THIS IS A PROGRAM THAT IS VERY IMPORTANT TO ME IN TERMS OF THE CONSERVATION ASPECT OF IT.

AND I KNOW THE MAYOR HAS REPRESENTED THAT IT'S IMPORTANT TO HER IN TERMS OF PROTECTING CULTURAL RESOURCES.

AND I GET THAT. I HAVE NO PROBLEM WITH THAT.

BUT I, I WOULD LIKE TO ASK THE MAYOR IF WHAT ONE OF THE BIG FACTORS THAT TIPPED THE VAN DIKE PROPERTY OVER TOP OF THE OTHERS WAS THE FACT THAT IT'S IN AND A NATIONAL REGISTER HISTORIC AREA.

AND IT DOESN'T CONTRIBUTE TO THAT AREA, THOUGH IT'S BEEN A DOT LAY DOWN FIELD, IT'S BEEN AN ERSTWHILE PARKING LOT FOR PEOPLE WHO ARE GOING FISHING ON THE BRIDGE.

AND OVERALL, IT'S ITS ECOSYSTEM SERVICES, ITS NATURAL VALUES.

AS I SEE, THIS SCORE SHEET ARE WAY OVERESTIMATED, ESPECIALLY WHEN YOU CONSIDER THE OTHER PROPERTIES THAT WE'VE ALREADY PURCHASED.

AND I'M CONCERNED ABOUT THAT, THAT, THAT ONE ELEMENT, BUT ALSO THESE OVERESTIMATIONS OF SOME OF THE VALUES AND UNDERESTIMATIONS OF SOME OF THE VALUES IN THE OTHER PROPERTIES THAT ARE HERE.

WE DO HAVE LIMITED MONEY TO SPEND.

AND I JUST DON'T JUST AS WE DID WITH THE PROPERTY THAT WE ACTUALLY USE STORMWATER FUNDS FOR, BECAUSE IT WAS MORE APPROPRIATE THAT THAT PROPERTY LAST TIME WE WERE CONSIDERING HAD MUCH LOWER NATURAL AREA VALUES.

I THINK THIS PROPERTY HAS VERY LOW NATURAL AREA VALUES.

I'VE I GO PAST IT ALMOST DAILY.

I'VE WALKED ALL OVER IT AND IT JUST DOESN'T SING TO ME THE WAY THAT THE HUNDRED ACRE OR AVERY STREET OR THE FLORIDA AVENUE OR FISH ISLAND OR ANY OF THE OTHERS.

AS AN ECOLOGIST, IT DOESN'T COME CLOSE.

IT DOES HAVE WONDERFUL OPPORTUNITIES FOR PUBLIC ACCESS, A A KAYAK RAMP OR SO FORTH.

I THINK THAT MORE APPROPRIATELY BELONGS WITH THE COUNTY WHO HAVE RECREATIONAL FUNDS.

I THINK THAT THE RANKING WHERE THE THE THE VAN DIKE PROPERTY WOULD IS WAY UNDERESTIMATED IN TERMS OF THE MANAGEMENT AND MAINTENANCE, BECAUSE IF WE ACQUIRE IT, WE'RE GOING TO BE EXPECTED TO DEVELOP IT SO THAT PEOPLE HAVE ACCESS TO IT.

AND THEN WE'RE GOING TO HAVE TO CLEAN OUT THE TRASH CANS AND, AND PROBABLY PUT RESTROOMS ON AND ALL OF THE OTHER EXPENSES THAT I DON'T THINK WE AS A CITY HAVE LOOKED AT IN TERMS OF WHAT DOES THIS MEAN? I'M HERE TONIGHT TO WALK YOU THROUGH AND DISCUSS THE INFORMATION THAT WE HAVE REGARDING THE CONDITION OF MAINLY OUR RESIDENTIAL PROPERTIES IN THE CITY.

SOME. AND SOME THOUGHTS ON HOW TO ADDRESS THE CONCERNS WE MUTUALLY HAVE ABOUT THE POTENTIAL OF LOSING THESE VALUABLE ASSETS.

THE PLANNING AND BUILDING DEPARTMENT DOES A BUILDING CONDITION SURVEY AT AT EACH POINT, WHEN WE ARE REQUIRED TO DO THE EVALUATION REPORT ON OUR COMPREHENSIVE PLAN, THIS BUILDING CONDITIONS SURVEY SHOULD BE DONE EVERY SEVEN YEARS.

AND THERE ARE STANDARDS THAT WE USE TO EVALUATE THE CONDITION OF STRUCTURES.

ALTHOUGH WE SHOULD LOOK AT ALL THE STRUCTURES IN THE CITY, MOST OF THIS INFORMATION THAT WE HAVE THAT IS FOR DISCUSSION TONIGHT IS RELATED TO RESIDENTIAL STRUCTURES. IN 2016, THERE WERE 6668 RESIDENTIAL STRUCTURES WITHIN THE CITY LIMITS.

THIS IS CONSIDERED OUR BEST AVAILABLE AVAILABLE DATA, WHICH WE ARE IN THE PROCESS OF BEGINNING TO UPDATE AT THE WITH THE 6000 STRUCTURES ARE SO 31% OR 2000 ROUGHLY.

RESIDENTIAL STRUCTURES WERE BUILT BEFORE 1939.

JUST SOME INTERESTING KIND OF FACTS FOR PEOPLE.

56% OF THE CITY'S TOTAL HOUSING STOCK IN 2016 WAS BUILT BEFORE 1970, WHICH IS ABOUT 3700 STRUCTURES.

SO WE ARE USED TO DEALING WITH A LOT OF OLDER STRUCTURES.

OBVIOUSLY, THESE NUMBERS WOULD CHANGE BASED ON THE NEW NEIGHBORHOODS THAT HAVE COME ONLINE.

AND WE ARE WE WILL ALSO TAKE THAT INTO ACCOUNT FOR DURING OUR UPDATE TO THE COMPREHENSIVE PLAN.

BUT THESE EVEN IF THESE PERCENTAGES CHANGE, OBVIOUSLY WE STILL HAVE A SIGNIFICANT NUMBER OF OLDER RESIDENTIAL STRUCTURES WITHIN THE CITY.

AS I MENTIONED, THIS BUILDING CONDITION SURVEY IS REQUIRED AS PART OF OUR EVALUATION PROCESS FOR THE COMPREHENSIVE PLAN.

THE OBJECTIVE IS TO DETERMINE THE EXISTING USES AND CONDITIONS OF THE EXISTING PROPERTIES AND STRUCTURES WITHIN THE CITY.

EACH PROPERTY IS LOOKED AT, AND WE DO WHAT WE CALL A WINDSHIELD SURVEY.

SO BASICALLY WE ARE JUST SLOW ROLLING THROUGH THE CITY AND WE ARE JUST LOOKING FROM THE PUBLIC RIGHT OF WAY AT WHAT WE SEE AS FAR AS WHAT WE CAN OBSERVE, AS FAR AS THE CONDITION OF THE STRUCTURES.

THE LAST SURVEY WAS DONE BETWEEN 2016 AND 2018.

IT TOOK US A LITTLE WHILE TO GET IT DONE.

ALL THE STRUCTURES WERE RANKED ON A SCALE OF 1 TO 4, ONE BEING THE BEST CONDITION AND FOUR BEING CONSIDERED DILAPIDATED.

THE STRUCTURES THAT RANKED ON EITHER A THREE OR A FOUR ARE THE STRUCTURES THAT WERE CONCERNED THE MOST CONCERNED ABOUT.

AND THAT'S WHAT WE'RE KIND OF HERE TO TALK ABOUT TODAY.

JUST FOR YOUR INFORMATION, THIS IS PART OF THE TABLE THAT IS IN OUR HOUSING ELEMENT THAT DESCRIBES THE CONDITIONS.

OBVIOUSLY NUMBER ONE IS IN THE IN THE BEST CONDITION.

NUMBER TWO, IF A PROPERTY RATES AS A NUMBER TWO IT IS JUST SHOWING KIND OF MINOR AGING AND MINOR MINOR.

AND AGAIN, AS WE KIND OF MOTOR AROUND THE CITY, THESE ARE THE AREAS, THE TWO CONDITIONS THAT WE'RE MOST CONCERNED ABOUT.

3A3 IS WHERE WE ARE SEEING SOME DAMAGE OR VISUAL AGING OF THE ROOF.

MAYBE THE WALLS ARE KIND OF LOOKING YOU KNOW, A LITTLE WORSE FOR WEAR IF THERE'S ANY KIND OF HOLES, ANY DAMAGE TO THE PORCHES, ANY OBVIOUS STRUCTURAL ISSUES, IF THINGS ARE STARTING TO KIND OF LOOK LIKE THEY'RE SAGGING OR THEY'RE LEANING OR THE FRONT STEPS, YOU KNOW, ARE OUT OF WHACK, THAT SORT OF THING.

AND THEN IF YOU'RE IF THE STRUCTURE IS CONSIDERED A FOUR, THEN THERE'S ACTUALLY VERY NOTICEABLE PROBLEMS OR CONCERNS WITH THE WITH THE STRUCTURE, SIGNIFICANT DAMAGE AND REALLY IN A, IN A DETERIORATED AND DILAPIDATED STATE IS WHAT WE WOULD SAY DURING THE 2016 SURVEY.

442 STRUCTURES WERE DETERMINED TO BE WHAT WE CONSIDERED A NUMBER THREE OR DETERIORATING AND 42 STRUCTURES WERE CONSIDERED TO BE IN NUMBER FOUR OR ACTUALLY DILAPIDATED.

THIS THIS SUMMER, THIS JUST A MONTH OR TWO AGO, OUR CODE ENFORCEMENT DIVISION HAS GONE OUT AND KIND OF RELOOKED AT THESE THE LIST OF PROPERTIES THAT WE HAVE THAT WERE CONSIDERED A THREE AND A FOUR.

WE HAVE SEEN FOR THE PROPERTIES THAT WERE CONSIDERED A THREE, ABOUT 6% HAVE BEEN DEMOLISHED.

SOME THAT WERE DEMOLISHED ARE STILL VACANT.

LOTS AND SOME THAT WERE DEMOLISHED ACTUALLY HAVE NEW.

STRUCTURES ON THEM.

AND TO KIND OF REITERATE THE THE CONCERN THE 31% OF THE 42.

STRUCTURES THAT WE CONSIDERED A NUMBER FOUR HAVE BEEN DEMOLISHED AGAIN, SOME WITH THAT ARE JUST VACANT PROPERTY NOW, SOME WITH NEW STRUCTURES.

THIS KIND OF SUMMARIZES WHAT WHAT WE'RE LOOKING AT IS THAT WE OBSERVED THIS SUMMER IN YELLOW.

YOU CAN SEE THAT THERE ARE STILL SOME THAT WE CONSIDER DETERIORATED.

THESE ARE OF THE NUMBER THREES, SO TO SPEAK.

SO THAT'S SOMETHING WE'RE VERY PROUD OF.

SO IN IN LOOKING AT THAT IN YELLOW, THERE ARE 101 RESIDENTIAL STRUCTURES THAT WE WOULD SAY THAT ARE STILL DETERIORATING IN THESE AREAS THAT WE WENT BACK AND RELOOKED AT.

WE ARE GETTING READY TO GO AHEAD AND AND DO THE OVERALL SURVEY AGAIN, SO WE WILL BE BACK OUT IN THE FIELD IN THE NEXT SEVERAL MONTHS TO LOOK, LOOK OVERALL AT THE AT THE WHOLE CITY.

UNFORTUNATELY, WE FOUND 21 ADDITIONAL STRUCTURES THAT WERE PROBABLY CONSIDERED DILAPIDATED AND SOME OTHER STRUCTURES THAT WE PROBABLY NEED TO MONITOR.

SO WE CONSIDER THAT THERE ARE 33 RESIDENTIAL STRUCTURES THAT ARE PROBABLY OF THE MOST CONCERN RIGHT NOW, GIVEN THEIR CONDITION, AND WHICH IS ABOUT 0.5% OF THE CITY'S RESIDENTIAL STRUCTURES THAT THAT WE REVIEWED IN 2016.

WELL, YOU KNOW, THE MAIN QUESTION NOW IS WHAT CAN WE DO TO ADDRESS THESE PROPERTIES BESIDES NORMAL CODE ENFORCEMENT OPERATIONS? THERE IS A SPECTRUM OF ACTIONS THAT WE CAN DO, INCLUDING LONG AND SHORT TERM OPTIONS THAT WE CAN LOOK AT TO DEVELOP A MORE KIND OF PROACTIVE PROGRAM.

FIRST FOCUSING, I WOULD SAY, ON THE MOST DILAPIDATED PROPERTIES IN AT RISK PROPERTIES AND MOVING TO EVENTUALLY REACHING ALL OF THESE PROPERTIES.

THE GOAL IS TO IDENTIFY THREATENED RESOURCES, EVALUATE AND PRIORITIZE STRUCTURES AND PROPERTIES.

BUT I ALSO WANT TO EMPHASIZE THAT AT THIS POINT, YOU KNOW, THESE ARE JUST WINDSHIELD SURVEYS.
