THE SAINT AUGUSTINE YACHT CLUB WAS FORMALLY ESTABLISHED AT AN 1874 WITH BYLAWS AND A COMMODORE ELECTION, THUS MAKING IT THE FIRST YACHT CLUB IN FLORIDA.

AND WAR DEPARTMENT CHARTERED THE CLUB WITH DEFENDING THE SAINT AUGUSTINE INLET DURING THE TIMES OF WAR, AND WHEREAS BY 1892 YACHT RACING HAD BECOME A VERY POPULAR SPORT AND ATTRACTED SEVERAL NOTABLE MEMBERS SUCH AS MAYOR MAJOR GENERAL GORDON GRANGER, HENRY FLAGLER, ANDREW S CARNEGIE, AND LOUIS COMFORT TIFFANY.THE CRASH OF THE STOCK MARKET IN 1929 BEGAN A SLOW DECLINE IN PARTICIPATION AND MEMBERSHIP, ENDING WITH THE CLUB'S DEMOLISHING IN 1939, AND WHEREAS 39 YEARS LATER THE BUILDING OF A NEW MARINA BOUGHT SAINT AUGUSTINE YACHTSMAN TOGETHER ONCE AGAIN.
THIS RESULTED IN A SUCCESSFUL EFFORT TO ACTIVATE THE OLD CHARTER OF THE CLUB, AND IN THE SPRING OF 1978, THE SAINT AUGUSTINE YACHT CLUB WAS RECOMMISSIONED AND WHEREAS TODAY THE PURPOSE OF THE SAINT AUGUSTINE YACHT CLUB IS THE SAME AS IT WAS IN 1873 TO PROMOTE BOATING AND WATER RELATED ACTIVITIES.
SAINT AUGUSTINE YACHT CLUB'S BURGEE, A WHITE FORTRESS ON A RED FIELD, FLIES ABOVE ALL MEMBERS YACHTS AND HIGH ABOVE THE CLUBHOUSE OF ONE OF THE OLDEST YACHT CLUBS IN AMERICA.
NOW, THEREFORE, THE CITY COMMISSION OF SAINT AUGUSTINE DOES HEREBY RECOGNIZE THE 150TH ANNIVERSARY OF SAINT AUGUSTINE YACHT CLUB AND CALLS UPON ALL CITIZENS TO JOIN IN THE MANY SPECIAL EVENTS AND ACTIVITIES PLANNED THROUGHOUT THE YEAR, AND THIS IS WITNESSED.

I WAS ASKED IF THE HOUSING GRANTS CONSTRUCTION INSPECTOR COULD VISIT MY HOME TO LOOK AT THE SYSTEM.
LAST WEEK HE WALKED IN THE DOOR AND SAID HE WON'T BE ABLE TO HELP.
PRICES RANGE FROM 6500 TO THE HIGHEST BEING 8900.
UNFORTUNATELY, I'M ONLY ALLOWED TO USE THEIR CONTRACTORS.
THEY WORK WITH THREE DIFFERENT CONTRACTORS.
THE INSPECTOR INFORMED ME THAT I CANNOT GET HELP BECAUSE THEIR SYSTEMS RANGE FROM 10 TO $12,000.

I UNDERSTAND HIS CONTRACTORS NEED TO GET PAID, BUT WHY NOT USE CONTRACTORS THAT ARE AFFORDABLE THAT ARE WELL KNOWN HERE LOCALLY IN SAINT AUGUSTINE? INSTEAD? I'M GETTING DENIED.

IT'S ITEM TEN ON THIS EVENING'S AGENDA.
IN ADDITION TO BEING A RESIDENT OF OLD BEACH ROAD, MY HUSBAND AND I ALSO OWN COMMERCIAL PROPERTY RIGHT NEXT TO SAFE PET RESCUE AT THE NORTH END OF THE ISLAND, WHICH IS ADJACENT TO OUR HOME.
WE BELIEVE WE APPRECIATE COMMERCIAL INTERESTS AND BUSINESS INTERESTS.

YOU'LL SEE IT RIGHT ABOVE HERE AND IT GOES ALL THE WAY THROUGH TO THE NEIGHBORHOOD.
OUR COASTAL WETLANDS SERVE AS NURSERIES FOR OUR FISHERIES.
THEY HELP FILTER POLLUTANTS SUCH AS NUTRIENTS THAT CAUSE ALGAE BLOOMS. THEY PROTECT PROPERTY AGAINST FLOODING AND STORM SURGES.
SO MUCH NEEDED, ESPECIALLY ON ANASTASIA ISLAND.
SO THE WETLAND AREA WHICH DRAINS OUT OF THE NO NAME CREEK OCCUPIES HUNDREDS OF ACRES, WHICH IS SHOWN IN THIS PHOTO, PROVIDES RESILIENCY TO THE HUNDREDS OF HOMEOWNERS WHO LIVE ALONG THE MARSH.
EVERY TIME WE FILL, BUILD AND PAVE OVER COASTAL WETLANDS, WE CREATE MORE IMPERVIOUS SURFACES AND INCREASE STORM WATER RUNOFF AND THE ABILITY OF WETLANDS TO ABSORB FLOOD WATERS AND FILTER HARMFUL POLLUTANTS.
FOR THESE REASONS, AND MANY MORE, I URGE YOU TO OPPOSE THE PROPOSAL TO ALLOW THIS ANNEXATION.

DEVELOPING OUR NATURAL COASTAL BUFFERS AND LOW LYING VULNERABLE AREAS, FILLING MARINE WETLANDS AND ESTUARINE MARSHLANDS NOW COMES AT A VERY HIGH COST THAT FAR EXCEEDS ANY REVENUE FROM PROPERTY TAXES GAINED THROUGH ANNEXATION OF THESE PROPERTIES.
FROM 1980 TO 2022, NOAA AND THE NATIONAL CENTER FOR ENVIRONMENTAL INFORMATION TRACKED US WEATHER AND CLIMATE DISASTERS THAT EACH EXCEEDED $1 BILLION IN DAMAGES.
TOTAL COST OF 341 EVENTS EXCEEDED $2.475 TRILLION.
LOSSES FROM CYCLONES LED IN DAMAGE COSTS AT $1,333 BILLION AND HAD THE HIGHEST AVERAGE PER EVENT COST AT $22.2 MILLION, FOLLOWED BY SEVERE STORM EVENTS, $383.7 BILLION AND INLAND FLOODING $177.9 BILLION.
FLORIDA FOLLOWS TEXAS AS SECOND, LEADING IN TOTAL COSTS SINCE 1980 $370 BILLION, LARGELY FROM HURRICANE AND STORM IMPACTS. THIS IS BETWEEN TOLOMATO LANE AND ORANGE STREET AND THE REASON WE WERE LOOKING AT PEDESTRIANIZING THIS SECTION IS BECAUSE VEHICLES CAN MAKE A LEFT HAND TURN ON TOLOMATO LANE AND GET THE CORDOVA, AND THIS PEDESTRIAN CROSSWALK ON ORANGE STREET HAS SO MANY PEDESTRIANS CROSSING THERE, AND IT'S A BLIND CORNER BECAUSE THE BUILDINGS BOTH GO TO THE VERY EDGE.
SO OVER THE YEARS WE'VE HAD COMPLAINTS OF THE BUILDINGS GETTING HIT.
WE CAN'T KEEP TRAFFIC SIGNAGE UP THERE BECAUSE IT GETS HIT.
SO, THIS WAS KIND OF OPTION ONE, WHICH WAS TO PEDESTRIANIZE THIS SECTION AND HAVE EVERYBODY GO LEFT.
THEN, OUR RESIDENTS THAT LIVE ON THE RESIDENTIAL SECTION OF SPANISH STREET ASKED TO CONSIDER WHAT I'LL SAY, OPTION TWO, WHICH WAS, TO LOOK AT REVERSING SPANISH STREET.
SO YOU WOULD HAVE THE SOUTHERN SECTION OF SPANISH STREET BETWEEN TREASURY AND KUNA NORTHBOUND, BUT THEN YOU WOULD HAVE FROM ORANGE STREET TO KUNA STREET SOUTHBOUND.
BUT WE WERE WE WERE UNCOMFORTABLE WITH HAVING TWO DIRECTIONS OF TRAFFIC MEETING RIGHT HERE.

TO BE AT ANOTHER PEDESTRIAN ONLY AND SLASH LOCAL TRAFFIC ONLY SECTION.

SO THE DELIVERY TRUCKS THAT NEED TO GET TO THE LOADING ZONE, AND OUR OWN SOLID WASTE THAT HAVE TO GET TO OUR TRASH COMPACTOR, THEY'RE GOING TO ENTER AND DRIVE THROUGH THE TOLL MODEL LOT AND MAKE A LEFT ON THE SPANISH STREET, AND THEN THEY'LL EXIT OUT THE TOLOMATO LANE.
SO WE CAN WE MAKE THAT TURN A LOT EASIER FOR LARGER VEHICLES.

RESIDENTS AND FOLKS THAT LIVE IN THIS, PEDESTRIAN AND LOCAL TRAFFIC ONLY SECTION, THEY'LL BE ABLE TO MAKE A RIGHT HAND TURN OUT OF THE TOTAL MODEL LANE AND GET TO THEIR DRIVEWAYS.
SO THAT WILL BE A PEDESTRIAN SLASH LOCAL TRAFFIC ONLY SECTION OF STREET.

SO I THINK IT WOULD BE REALLY GOOD TO HAVE THAT A WALKABLE AREA, IT WOULD BENEFIT THE RESIDENTS AND THOSE HOUSES. THEY SHARED A STORY WITH ME THAT SOME A CAR CAME CRASHING INTO ONE OF THE HOUSES, TAKING THAT CORNER SO IT WOULD PROVIDE A CERTAIN AMOUNT OF SAFETY FOR THAT AREA BECAUSE THERE IS SOME BARS THAT ARE IN THAT PARTICULAR AREA, AND IT PROBABLY WILL, PREVENT PEOPLE FROM GOING INTO THAT NEIGHBORHOOD BECAUSE THEY REALLY WOULDN'T HAVE A REASON TO BECAUSE THEY'LL BE PROBABLY TRYING TO GAIN ACCESS TO THEIR CAR.
SO WE PROVIDE A SENSE OF SAFETY FOR THEM.

A MAJORITY OF RESPONDENTS PLAN TO REMAIN IN SAINT AUGUSTINE FOR THE NEXT FIVE YEARS.
WE RECEIVED HIGH RATINGS FOR OPPORTUNITIES TO ATTEND SPECIAL EVENTS AND FESTIVALS, CULTURAL ARTS AND MUSIC ACTIVITIES, AS WELL AS HIGH PRAISE FOR OUR COMMUNITY SUPPORT OF THE ARTS, ALL WHICH WERE RATED HIGHER THAN NATIONAL BENCHMARK COMPARISONS.
ALSO NO SURPRISE, RESIDENTS HIGHLIGHTED SAINT AUGUSTINE AS AN EXCELLENT OR GOOD PLACE TO VISIT AND THE VIBRANCY OF DOWNTOWN COMMERCIAL AREA RATED HIGHER THAN NATIONAL AVERAGES WHEN COMPARED TO 2019, THE 2023 RATINGS IN THESE CATEGORIES REMAIN STABLE.
ANOTHER AREA OF THE KEY FINDINGS WAS IN MOBILITY, RANKING THIS AMONG THE HIGHEST PRIORITIES AND REPRESENTING AN ABOVE AVERAGE LEVEL OF IMPORTANCE WHEN COMPARED TO NATIONAL BENCHMARKS. 88% OF OUR RESIDENT RESPONDENTS CATEGORIZE MOBILITY AS AN ESSENTIAL OR VERY IMPORTANT AREA OF FOCUS FOR THE CITY.
IN THE COMING TWO YEARS, ONLY 27% OF RESIDENTS RATED THE OVERALL QUALITY OF THE TRANSPORTATION SYSTEM AS EXCELLENT OR GOOD, AND 38% RATED IT AS FAIR. CITY SERVICES RELATED TO MOBILITY, SUCH AS STREET CLEANING, STREET LIGHTING AND TRAFFIC SIGNAL TIMING WERE RATED POSITIVELY BY AT LEAST HALF OF OUR RESPONDENTS, AND THOSE SCORES WERE ON PAR WITH THE NATIONAL BENCHMARKS.
AGAIN, MOST RATINGS WITHIN THIS FACET REMAIN STABLE COMPARED WITH THE SAME RATINGS IN 2019.
THE LAST AREA OF KEY FINDINGS IN THE REPORT RELATE TO PUBLIC SAFETY.
WHEN LOOKING AT HOW RESIDENTS FEEL ABOUT THEIR SAFETY WHEN IT COMES TO FIRE, FLOODING OR OTHER NATURAL RESOURCES, LESS THAN HALF FEEL SAFE, WHICH IS UNDERSTANDABLE CONSIDERING WE ARE SO VULNERABLE TO HURRICANES AND SEASONAL FLOODING.
HOWEVER, 7,576% OF RESPONDENTS GAVE US VERY HIGH RATINGS FOR EMERGENCY PREPAREDNESS.
SO WE MAY BE A LITTLE NERVOUS, BUT WE'RE READY.
SAFETY RELATED SERVICES SUCH AS AMBULANCE OR EMERGENCY MEDICAL SERVICES, FIRE PREVENTION AND EDUCATION PROGRAMS, AND THE SAINT AUGUSTINE POLICE DEPARTMENT RECEIVED HIGH MARKS AND, GENERALLY SPEAKING, 2023.
SO WITH THAT IN MIND, I'LL START WITH MOBILITY.
I'M NOT SURE THAT WE'RE EVER GOING TO GET A PERFECT SCORE IN THAT AREA.
HOWEVER, WE ARE CONSTANTLY LOOKING FOR WAYS TO IMPROVE.
WE'VE IMPLEMENTED THE DOWNTOWN CIRCULATOR AS A FIRST STEP IN A LONGER RANGE, BROADER SOLUTION, WITH THE HOPES OF EVENTUALLY EXPANDING THAT SERVICE BEYOND THE DOWNTOWN HISTORIC CORE. AND THE RECENT AGREEMENT FOR THE DEVELOPMENT OF THE BROWDY PROPERTY TO INCLUDE A PARKING GARAGE AND TRANSPORTATION HUB IS ANOTHER STEP TOWARD IMPROVING MOBILITY.
THAT INCLUDES STORMWATER MANAGEMENT, FLOOD MITIGATION, RESILIENCY, AND EVEN SOLID WASTE.

WE HAVE THE LAKE MARIA SANCHEZ PROJECT, KING STREET IMPROVEMENT PROJECT, DOT SEAWALL REPLACEMENT PROJECT, AS WELL AS DOT'S PROPOSED IMPROVEMENTS AT THE BASE OF THE BRIDGE AND BRIDGE OF LIONS.LIKE I SAID, THOSE ARE JUST A FEW.
THESE LAST TWO AREAS FOR IMPROVEMENT, TRANSPARENCY AND ENGAGEMENT ARE A DIRECT CORRELATION TO THE WORK OF THE COMMUNICATIONS DEPARTMENT AND SOMETHING THAT WE STRUGGLE WITH AND TRY TO MASTER EVERY DAY.

LAND USE ELEMENT. IT SAYS THAT THE CITY SHALL PRIORITIZE INFILL REDEVELOPMENT AND MIXED USE DEVELOPMENTS, AS WELL AS COMPACT AND CONTIGUOUS DEVELOPMENTS WITHIN THE CITY OF SAINT AUGUSTINE. WE BELIEVE WE HAVE DONE THIS BY REDUCING THOSE BARRIERS, AS WE JUST SAID.
SO TO GET FROM THERE INTO WHERE WE WANT TO BE, WE NEED TO SET SOME GOALS.
LUCKILY FOR THE CITY, WE HAVE SOME PRETTY GOOD PLANS.
SO WHEN WE START WITH THE 2014 VISION PLAN, THIS WAS A REFLECTION OF THE COMMUNITY AT THE TIME.
THE FIRST PRIORITY OF THIS PLAN WAS TO MAINTAIN LIVABILITY, WHICH THIS SHOULD BE OBVIOUS BECAUSE WHY WOULD PEOPLE NOT WANT TO CONTINUE LIVING IN SUCH A GREAT CITY? IN ORDER TO DO THIS, THEY REALIZED THAT WE NEEDED TO BECOME MORE VIBRANT AND DYNAMIC AND UNFORTUNATELY, WELL, NOT UNFORTUNATELY, BUT THROUGH THE HARD WORK OF RESIDENTS.
THEY IDENTIFIED ONE BARRIER IN THE WAY.
AS PART OF THIS PLAN, THEY ALSO CALLED FOR A COMPREHENSIVE MOBILITY PLAN.

THERE WAS GREAT NEWS BECAUSE EIGHT SHORT YEARS LATER, THE CITY COMMISSION DID ADOPT AND IMPLEMENT THE 2040 MOBILITY PLAN.AND YES, I DID SAY EIGHT SHORT YEARS, BECAUSE WHEN YOU CONSIDER THE IMPACTS OF HURRICANE MATTHEW AND IRMA, AS WELL AS THE UNWELCOME SURPRISE OF A PANDEMIC, I BELIEVE THAT EIGHT YEARS IS A REMARKABLE TIME TO HAVE SUCH A ROBUST PLAN IN PLACE.

THERE IS AN IMMENSE AMOUNT OF SUPPORT FOR AN UPDATED PARKING CODE.
SO IN ORDER TO DO THAT, WE NEED TO UNDERSTAND WHAT WE HAVE AND WHAT WE NEED TO FIX.
SO WHEN WE LOOK AT WHAT WE HAVE, WE HAVE A PARKING CODE THAT'S DATED.
IT'S SUBURBAN IN NATURE AND IT EXACERBATES AFFORDABILITY ISSUES.
SO WHY IS IT DATED? WELL, A LOT OF IT'S CURRENT LANGUAGE AND FORMAT CAN BE TRACED BACK TO OUR CONTEMPORARY ZONING ORDINANCE, FIRST INTRODUCED IN 1975.
THAT ORDINANCE INCLUDED A LAND DEVELOPMENT CODE, WHICH INCLUDED OFF STREET PARKING REQUIREMENTS TO FACILITATE OR TO LESSEN THE IMPACTS OF PARKING WITHIN THE CITY AT THE TIME. IT WAS UPDATED 13 YEARS LATER IN 1988.
THE LAST TIME OUR PARKING CODE WAS UPDATED.
SO IN ADDITION TO THAT, IT'S ALSO SUBURBAN IN NATURE.
THE OTHER. THE OTHER PART THAT MAKES IT SUBURBAN IS ITS COSTLY PARKING MANDATES.
THESE ACTIVELY DISCOURAGED COMPACT, MIXED USE DEVELOPMENT WHILE ALSO COMPROMISING SAINT AUGUSTINE'S RESILIENCY IN THE FACE OF EXTREME WEATHER EVENTS SUCH AS HURRICANES, FLOODS, AND HEAT WAVES, WITH THE HIGH AMOUNT OF IMPERVIOUS SURFACE ASSOCIATED WITH PARKING LOTS.
SO GIVEN ITS AGE AND ITS SUBURBAN NATURE, THAT PLAYS INTO ITS AFFORDABILITY ISSUES.
THE COST IS ASSOCIATED WITH OPERATION INCLUDE FUEL AND MAINTENANCE.
THE COST ASSOCIATED WITH OWNERSHIP INCLUDE INSURANCE, DEPRECIATION, AND MONTHLY PAYMENTS.
SO THESE ARE THE ISSUES WITH OUR CURRENT CODE AND WHAT WE WERE LOOKING AT TO UPDATE AND ADDRESS.
BUT WE DIDN'T JUST SPEND 36 YEARS AND NOT UPDATE OUR PARKING CODE.
AND THEN THERE WAS ALSO THE DEVELOPMENT OF THE TRANSIT MASTER OR THE TRANSIT GREENWAY SYSTEM CONCEPTUAL MASTER PLAN, WHICH WAS KIND OF THE FIRST FORM OF A MOBILITY PLAN THAT THE CITY HAD. THIS WAS IN THE LATE 90S.
BUT WITHOUT A CLEAR PLAN IN PLACE.
WE SEE A LOT OF WELL-INTENDED BUT DISJOINTED EFFORTS IN ADDRESSING MOBILITY.
THUS WE SEE OVER THE NEXT DECADE OR SO AFTER THAT, WE MOVE INTO THE 20 TENS.
THAT, OF COURSE, AS WE JUST TALKED ABOUT, LED TO THE ADOPTION OF THE 2040 MOBILITY PLAN.
SO I'M SURE BY NOW EVERYONE'S ON THE EDGE OF THEIR SEATS.
SO WE CAN FINALLY TALK ABOUT WHAT THIS ACTUAL PROPOSED UPDATE IS.
SO WHAT WE DID OVER THE LAST YEAR IN 2023 WAS STARTING IN JANUARY.

WE REDUCED THOSE A LITTLE BIT WITH THIS UPDATE HERE IN THE BOTTOM OF THAT TABLE.
AND ONE LAST EXAMPLE WOULD BE JUST GENERAL COMMERCIAL SERVICES WHICH HAVE BEEN REQUIRED TO PROVIDE.
ONE SPACE PER 300FT² FOR THE PAST 36 YEARS.
WE'RE LOOKING TO UPDATE THAT TO JUST BE ONE SPACE FOR 500FT².
ANOTHER ONE IS PARKING MANAGEMENT.
SO TO ENCOURAGE A PARK ONCE ENVIRONMENT AND ENCOURAGE THE USE OF MULTI-MODAL TRANSIT SHARED PARKING.
SO START ALLOWING FOR THE INCLUSION OF MOBILITY HUBS, VALET PARKING, INTRODUCING A FEE IN LIEU OF FOR REQUIRED PARKING, AND ALSO BEING OPEN TO ANY KIND OF NEW PARKING TECHNOLOGIES THAT MAY COME ONLINE IN THE NEXT FEW YEARS.
ANOTHER ONE IN SHARED PARKING.
SO CURRENTLY, AS YOU CAN SEE IN THE PURPLE HERE, IF YOU HAVE A BUSINESS THAT CAN'T PROVIDE PARKING ON SITE, YOU CAN LOOK ELSEWHERE WITHIN 400FT FOR EXCESS PARKING TO MEET YOUR REQUIREMENT. THIS REQUIRES GOING TO THE PLANNING BOARD AND GETTING APPROVAL THERE.
SO THIS IS AIMED AT HELPING NEIGHBORHOOD SCALE DEVELOPMENT HAPPEN.
NOW, INSTEAD OF IT JUST BEING LIMITED TO 400FT AND HAVING TO GO TO THE PLANNING BOARD, THAT CAN BE DONE AT THE STAFF LEVEL, BUT YOU CAN NOW FIND PARKING WITHIN A QUARTER MILE, WHICH IS STILL CONSIDERED WALKING DISTANCE.
BUT IT DOES ALLOW FOR MORE FLEXIBILITY AND OPTIONS FOR NEIGHBORHOOD DEVELOPMENT.
THERE'S ALSO A CHANGE TO THE SHARED COMPONENT OF THAT.
SO CURRENTLY ALL USES HAVE TO PROVIDE ALL REQUIRED PARKING ON SITE OR OFF SITE WITHIN 400FT.
THIS NOW TAKES INTO ACCOUNT THE USE OF IT.
SO IF YOU HAVE A BRUNCH BAR AND A RETAIL STORE THAT OPERATE FROM 9 TO 5, AND THEN A BAR THAT'S OPEN FROM FIVE TO MIDNIGHT, NOT ALL REQUIRED PARKING NEEDS TO BE PROVIDED, JUST THE PARKING IS REQUIRED DURING THE TIMES THAT THEY'RE OPEN.
THERE'S NOW MULTI-MODAL PROVISIONS.
ANOTHER PART OF THE UPDATE IS FOCUSED ON NEIGHBORHOOD DEVELOPMENT.
WE'VE LOOKED AT FOUR SPECIFIC AREAS OF TOWN, AND IF THEY HAVE A COMMERCIAL, COMMERCIAL LOW COMMERCIAL MEDIUM FUTURE LAND USE DESIGNATION, THEY ARE NOW EXEMPT FROM OFF STREET PARKING REQUIREMENTS FOR USES BESIDES LODGING AND RESIDENTIAL.
EAST KING STREET, BETWEEN MALAGA AND CORDOVA.
THE SAN MARCO COMMERCIAL DISTRICT, WHICH WOULD BE FROM WEST SAN CARLOS UP TO THE PEANUT, AND THEN THE NORTH LINCOLNVILLE COMMERCIAL DISTRICT, WHICH IS ESSENTIALLY JUST WASHINGTON STREET, WHICH HAS COMMERCIAL LOWER MEDIUM DENSITY LAND USES BUT ARE UNABLE TO BE USED FOR COMMERCIAL USES BECAUSE OF OUR CURRENT PARKING REQUIREMENTS, BUT IT'S HISTORICALLY BEEN USED AS A COMMERCIAL AREA.
SO INSTEAD OF JUST BEING LIMITED TO ASPHALT OR GRAVEL, YOU CAN NOW PROPOSE ALTERNATIVE SURFACES.
AND AS LONG AS IT MEETS OUR OTHER REQUIREMENTS OF PARKING FACILITIES, WE CAN EXPLORE THAT.
AND THEN LASTLY, THERE'S BEEN SOME, MODIFICATIONS TO A PARKING SPACE STANDARDS.
SO THIS NEW PARKING SPACE SIZE REQUIREMENTS FOR THINGS LIKE MOTORCYCLES AND MOPEDS AS WELL AS PUBLIC GARAGE FACILITIES, AND THEN WE'VE INCREASED THE PERCENTAGE OF COMPACT SPACES ALLOWED FROM 25% TO 50%, TO ENCOURAGE MORE OF THOSE BEING BUILT.

AND I AM NOT SEEING THAT, AND I'M NOT POINTING ANY FINGERS, BUT I WAS TOLD BY OWNERS OF AT LEAST ONE ESTABLISHMENT, BUT THAT WAS WHAT THEIR INTENTION WAS IN, IN WORKING AGAINST THE NIGHTLIFE ORDINANCE AND TO ME.
AND SO I WENT AHEAD AND I VOTED I YOU KNOW, THAT WAS A UNANIMOUS VOTE.
I AM DISAPPOINTED AT WHERE WE ARE AND WHO WE ARE WHEN WE HAVE.
