THEY ACKNOWLEDGE THE FACT THAT ANYTHING BEGUN WITH YOU CAN BE RUN WELL AND ENDED WELL.

WE THANK YOU FOR THE MANY BLESSINGS YOU BESTOWED ON THEM AND THE CITY LAST YEAR.

AND FOR BRINGING THEM BACK THIS NEW YEAR TO CONTINUE FROM WHERE THEY STOPPED LAST YEAR.

WE THANK YOU FOR ACCEPTING THEM TO SERVE YOU BY SERVING US COMMISSIONERS AND MAYOR, THE CITIZENS AND RESIDENTS OF THIS OLDEST CITY IN THE UNITED STATES.

WE ASK YOUR ABUNDANT BLESSINGS UPON THEM TO ENABLE THEM TO CARRY OUT THEIR DUTIES AND RESPONSIBILITIES IN THE MANNER THAT WILL BE PLEASING TO YOU.

HELP THEM TO ACKNOWLEDGE THE FACT THAT EVERY AUTHORITY COMES FROM YOU, AND THAT LEADERSHIP IS SAFE ONLY IN THE HANDS OF THOSE WHO HUMBLE THEMSELVES TO SERVE THOSE ENTRUSTED TO THEM.

MAKE THEM TO ALSO RECOGNIZE THE FACT THAT WITH YOU THEY WILL DO WELL AS LEADERS AND SERVANTS OF SAINT AUGUSTINE.

GRANT THEM THE WISDOM AND LOVE TO MAKE AND SUPPORT POLICIES THAT ARE PRO HUMAN BEINGS, RESPECTING THE DIGNITY AND RIGHTS OF EVERY PERSON.

GUIDE THEM AGAINST IDEOLOGIES THAT CAN CREATE DIVISION AND CONFUSION IN THE CITY OF SAINT AUGUSTINE, AND EVEN ACROSS SAINT JOHNS COUNTY AND THE STATE OF FLORIDA.

EXTEND YOUR ABUNDANT BLESSING TO ALL THE CITIZENS, RESIDENTS AND VISITORS TO THIS CITY SO THAT THEY MAY BE LAW ABIDING PEOPLE THAT WILL SUPPORT THE LEADERSHIP OF THESE MEN AND WOMEN AND IN TURN, BENEFIT FROM THEIR SERVICES. GRANT SUCCESS TO THE WORKS OF THEIR HANDS.

WHEREAS HUMAN TRAFFICKING IS THE RECRUITMENT, HARBORING, TRANSPORTATION PROVISION OR OBTAINING OF A PERSON FOR LABOR OR SERVICES THROUGH THE USE OF FORCE, FRAUD OR COERCION FOR THE PURPOSE OF FORCED LABOR OR SEXUAL SERVITUDE.

AND WHEREAS VICTIMS OF HUMAN TRAFFICKING ARE LURED BY FALSE PROMISES OF EMPLOYMENT, EDUCATIONAL OPPORTUNITIES, FALSE JOB PROMISES, OR EVEN LOVING ROMANTIC

RELATIONSHIPS.

THE VICTIMS CAN BE OF ANY AGE, RACE, GENDER, SEXUAL ORIENTATION, ETHNICITY, SOCIOECONOMIC BACKGROUND, US CITIZENS, PERMANENT RESIDENTS, AND FOREIGN NATIONALS. AND WHEREAS, IN 2019, FLORIDA HAD THE THIRD HIGHEST NUMBER OF HUMAN TRAFFICKING CASES IN THE UNITED STATES, AND IN NOVEMBER OF 2020, NEARLY 200 PEOPLE WERE ARRESTED IN A FLORIDA HUMAN TRAFFICKING INVESTIGATION ON CRIMINAL CHARGES, WHICH RANGED FROM SOLICITATION OF PROSTITUTION TO HUMAN TRAFFICKING OF A MINOR.

AND WHEREAS AGGRESSIVELY IDENTIFYING AND PROSECUTING THE BUYERS AND SELLERS OF TRAFFICKING VICTIMS IS AN EFFECTIVE STRATEGY TO END THE COMMISSION OF HUMAN TRAFFICKING.

AND WHEREAS, ASSISTING VICTIMS OF HUMAN TRAFFICKING REQUIRES A COORDINATED COMMUNITY RESPONSE AMONG COMMUNITY GROUPS, SOCIAL SERVICES, SCHOOLS AND LAW ENFORCEMENT AND MORE.

AWARENESS AND EDUCATION IS CRUCIAL TO ERADICATING HUMAN TRAFFICKING IN OUR COMMUNITIES, STATE, AND NATION.

NOW, THEREFORE, THE CITY OF SAINT AUGUSTINE DOES HEREBY DECLARE JANUARY 2024 AS HUMAN TRAFFICKING AWARENESS MONTH AND URGES ALL CITIZENS TO RECOGNIZE OUR VITAL ROLES IN ENDING ALL FORMS OF MODERN SLAVERY AND TO OBSERVE THIS MONTH WITH APPROPRIATE PROGRAMS AND ACTIVITIES AIMED AT ENDING AND PREVENTING ALL FORMS OF HUMAN TRAFFICKING.

RECOGNIZING AND SUPPORTING HUMAN TRAFFICKING AWARENESS MONTH, OBSERVED NATIONWIDE DURING THE MONTH OF JANUARY.

FOR SEVERAL YEARS, AAUW, NATIONAL FLORIDA, AND THE SAINT AUGUSTINE BRANCH HAVE WORKED TO SHINE A SPOTLIGHT ON THIS INSIDIOUS CRIME OF HUMAN TRAFFICKING.

THE SAINT AUGUSTINE BRANCH HAS COLLABORATED WITH PARTNERS AND LOCAL LAW ENFORCEMENT OFFICERS TO BRING AWARENESS TO THIS ISSUE, A CRIME TYPICALLY HIDDEN FROM VIEW BUT ONE THAT GENERATES HUGE PROFITS FOR TRAFFICKERS AT GREAT HUMAN COST.

BECAUSE HUMAN TRAFFICKING IS SO HIDDEN, IT'S DIFFICULT TO ASCERTAIN RELIABLE, TIMELY STATISTICS.

HOWEVER, ACCORDING TO THE FLORIDA ALLIANCE AND HUMAN TRAFFICKING, FOR THE PAST SEVERAL YEARS, FLORIDA HAS RANKED THIRD NATIONALLY FOR REPORTED HUMAN TRAFFICKING CASES AND SECOND FOR LABOR TRAFFICKING.

THE BEST WAY TO HELP LAW ENFORCEMENT AND OTHER SURVIVORS SUPPORT SERVICES, ASSIST AND ACHIEVE JUSTICE ON THEIR BEHALF IS TO FAMILIARIZE YOURSELF WITH THE SIGNS OF HUMAN TRAFFICKING AND IF YOU SEE SOMETHING, SAY SOMETHING.

AND WHEREAS THE STAAA PLAYS AN INTEGRAL ROLE IN PRESERVING AND PROMOTING THE ARTISTIC HERITAGE OF SAINT AUGUSTINE AND HAS BEEN DESCRIBED AS THE EPICENTER OF THE LOCAL ART COMMUNITY.

THE STAA ART CENTER IS OPEN YEAR ROUND, IS FREE TO THE PUBLIC, AND WELCOMES ROUGHLY 10,000 VISITORS ANNUALLY.

AND WHEREAS THE STAAA GALLERY HOSTS EXHIBITIONS, WORKSHOPS, CLASSES, LECTURES AND OTHER ART RELATED EVENTS, MORE THAN 1000 ARTISTS OF ALL BACKGROUNDS DISPLAY THEIR ARTWORKS DURING THE GALLERY SEASON OF JURIED EXHIBITIONS.

OKAY. JUST BRIEFLY, UH, MAYOR SIKES-KLINE AND COMMISSIONERS, AS PRESIDENT OF THE SAINT AUGUSTINE ART ASSOCIATION SINCE 2008, IT'S AN HONOR FOR ME TO ACCEPT THIS PROCLAMATION ON BEHALF OF THE BOARD OF DIRECTORS, MANY OF WHOM ARE RIGHT HERE, THE STAFF AND OUR MEMBERSHIP.

WE HAVE OVER 500 MEMBERS AS PART OF THE SAINT AUGUSTINE ART ASSOCIATION.

NOT ALL ARTISTS, BY THE WAY, SO ANYONE IS WELCOME.

FOR 100 YEARS, THE ART ASSOCIATION HAS BEEN PROMOTING ARTISTIC EXCELLENCE IN OUR COMMUNITY AND THE RICH ARTISTIC HERITAGE OF THE CITY OF SAINT AUGUSTINE AND SAINT JOHNS COUNTY, AND MAYOR SIKES-KLINE HAS ENUMERATED MANY OF OUR OUTREACH PROGRAMS AND OUR ACTIVITIES IN ADDITION TO TEN COMPETITIVE ART SHOWS EACH YEAR.

AND THIS YEAR, WE WILL BE HAVING A NATIONAL PHOTOGRAPHY COMPETITION AND EXHIBITION FOR BOTH PROFESSIONALS AND AMATEURS.

AND THOMAS WOLFE ON OUR BOARD IS THE CHAIRMAN OF THAT PARTICULAR EVENT.

THAT WILL HAPPEN IN JULY AND AUGUST OF THIS YEAR.

WE WILL BE HAVING A GALA ON FEBRUARY 23RD AT THE LIGHTNER MUSEUM.

THE LIGHTNER AND THE CONNECTION WITH THE ART ASSOCIATION GOES BACK TO OTTO LIGHTNER, WHO ALLOWED US TO USE HIS FACILITY TO FOR THE ARTISTS TO MEET BECAUSE WE DIDN'T HAVE A WE DID NOT HAVE A BUILDING AT THAT TIME TO SHOW THEIR ARTWORK AND HELP RAISE THE MONEY TO OUR DOWN PAYMENT ON THE MORTGAGE.

SO WE'RE VERY GRATEFUL TO OTTO LIGHTNER FOR THAT AS WELL.

THE LONGEVITY OF AN ORGANIZATION IS NOT ONLY DEPENDENT ON REMEMBERING ITS ROOTS AND EXPRESSING GRATITUDE TO THE DEDICATED PEOPLE WHO CAME BEFORE US, BUT ALSO TO THOSE WHO CONTINUE TO MAKE THE FUTURE BRIGHT WITH POSSIBILITIES.

THE APRIL 8TH, 2020 LAW DOES NOT APPLY IN THE CITY OF SAINT AUGUSTINE.

WHEN REPORTING VIOLATIONS TO THE CITY POLICE, THE COMPLAINT TYPE SHOULD SHOW FIREWORKS, NOT NOISE.

QUESTION. SINCE 2004, HOW MANY FIREWORKS VIOLATIONS HAS THE CITY ENFORCED? WHEN PROPERTIES ARE ANNEXED INTO THE CITY LIMITS OF SAINT AUGUSTINE PLEASE GIVE THEM A COPY OF ORDINANCE 2004-18.

SOMETIMES THE MEANING OF DISCRETION IS REALLY DISCRIMINATION OR SELECTIVE ENFORCEMENT.

THE CITY OF SAINT AUGUSTINE WANTS HOME RULE.

YET WHEN QUALITY OF LIFE VIOLATIONS ARE NOT ENFORCED, THERE IS NO LIVABILITY.

PAYMENT IN LIEU OF TAXES, PILOTS SHOULD BE COLLECTED FROM THE EDUCATIONAL INSTITUTION ACROSS THE STREET TO PAY FOR ITS EFFECT ON SERVICES IN THE CITY T O ENHANCE LIVABILITY OF CITY RESIDENTS.

REMEMBER THIS 501C3 HAS $85 MILLION TAX FREE DOLLARS, ALSO KNOWN AS AN ENDOWMENT, TO SPEND ON PURCHASING PROPERTIES SUCH AS THE CRAYOLA HOTEL ON PONCE DE LEON BOULEVARD SOUTH.

UM, AMENDS THE HISTORIC TRANSPORTATION, PARKING, COMMUNITY REDEVELOPMENT AREA PLAN, EXTENDING THE OPERATIONAL TIME FRAME AND MODIFYING THE TRUST NAME TO HISTORIC AREA COMMUNITY REDEVELOPMENT AREA.

DURING THE FIRST READING AND PUBLIC HEARING, THERE WERE SEVERAL QUESTIONS, ALL OF WHICH WERE ANSWERED WITH THE EXCEPTION OF ONE INQUIRY RELATED TO REVENUE IN THE TRUST FUND. SO I WANTED TO, UM, CLARIFY THAT TONIGHT.

UM, STAFF REPORTED TO THE AGENCY AND THE COMMISSION DURING OUR FISCAL YEAR 24 BUDGET HEARINGS AND ADOPTION, THAT THE TRUST HAD $30,127 REMAINING IN THE TRUST.

UM, AND THAT AMOUNT WAS FOLLOWING THE REPAYMENT OF OUR GARAGE DEBT SERVICE, AS WELL AS ANY ADMINISTRATIVE COSTS THAT WE INCURRED FOR THAT YEAR.

AND WITH THE CURRENT FISCAL YEAR BEING, UM, THIS THE FIRST YEAR THAT WE WOULD ANTICIPATE ANY SURPLUS IN THAT TRUST FUND.

THE PROJECTED TRUST REVENUE FOLLOWING THE DEBT SERVICE REPAYMENT AND ADMINISTRATIVE COSTS IS PROJECTED TO BE $543,000.

UM, WHICH IS ALLOCATED ON THE ADOPTED HACRA BUDGET IN LINE ITEMS FOR ANTICIPATED PROJECTS AND PROGRAMS FOR THE HACRA.

UM, STAFF STAFF'S RECOMMENDATION TONIGHT IS THAT WE HOLD A SECOND PUBLIC HEARING, UM, AND READING OF THE ORDINANCE AND ULTIMATELY ADOPT ORDINANCE 2023-32. ALL RIGHT.

SO WE ARE CURRENTLY WORKING ON THAT SOLICITATION TO GET THAT ELEMENT OF THE PROJECT MOVING FORWARD.

THESE DOCUMENTS ARE REQUIRED AND ARE NEEDED FOR THE 2024 FUNDING FOR THE SALT RUN DREDGING PROJECT.

AS YOU KNOW, SALT RUN IS 1.8 MILE STRETCH AND IT'S HOME TO THE SAINT AUGUSTINE LIGHTHOUSE, BOAT RAMP, ANASTASIA ISLAND, THE SAINT AUGUSTINE YACHT CLUB, AND, UM THE CONCOURSE MARINA AND A FEW OF OUR MOORING FIELDS.

SO EVERY YEAR IT'S A VERY ACTIVE WATERWAY.

SO EVERY YEAR DURING WEATHER, HURRICANES, SHOALING OCCURS, WHICH WILL BRING SPOIL AND MAKE IT A VERY DIFFICULT NAVIGABLE WATERWAY FOR THESE BOATERS.

SO THE GOAL IS TO DREDGE LIKE WE DID IN 2023.

WE GOT THE DREDGE 10,259YD³ OF SPOIL.

WE BROUGHT THAT UP TO JACKSONVILLE AND THEIR DISPOSAL SITES.

SO THIS RESOLUTION AND INTERLOCAL AGREEMENT WILL PROVIDE FUNDING FOR THE 2024 WITH A 75% AND A 25% MATCH FROM THE FLORIDA INLAND NAVIGATION DISTRICT, AND WITH A $300,000, 75% AND $100,000 FROM THE SAINT AUGUSTINE PORT AND WATERWAY DISTRICT WITH A 25% MATCH.

SO I'M ASKING THE COMMISSIONERS IF THEY WOULD PLEASE APPROVE RESOLUTION 2024-01 AND ALSO THE INTERLOCAL AGREEMENT FOR THE SAINT AUGUSTINE PORT WATERWAY DISTRICT.

BUT THE MAIN GOAL IS TO GET NEGATIVE TEN MEAN LOW WATER.

SO DURING LOW TIDE, HIGH TIDE UM BOATERS CAN PASS THROUGH THERE FREELY AND NOT HIT ANY SANDBARS OR ANYTHING LIKE THAT.

UH, AS WELL AS THE INTERSECTION IMPROVEMENTS, PROPOSED INTERSECTION IMPROVEMENTS AT THE BASE OF THE BRIDGE OF LIONS.

UM, DOT.

UM, FLORIDA DEPARTMENT OF TRANSPORTATION HELD A PUBLIC MEETING IN EARLY NOVEMBER.

UH, WE RECEIVED INPUT FROM THE PUBLIC ON THAT, UH, AND, UH, WANTED TO PROVIDE A KIND OF SOME CONTEXT.

UH, IT IS PART OF OUR KING STREET TRANSFER AGREEMENT.

UH, SO THE COMMISSION ENTERED AN AGREEMENT WITH DOT TO TRANSFER OWNERSHIP OF KING STREET, UH, BACK TO THE CITY.

UH, AND SO THAT PUBLIC MEETING WAS PART OF THAT AGREEMENT, BECAUSE IN THAT AGREEMENT, IT LAYS OUT THAT DOT WILL MAKE IMPROVEMENTS TO THE INTERSECTION AT THE BASE OF THE BRIDGE.

THAT ALL BEING SAID, YOU KNOW, WE ARE IN THE PUBLIC INPUT PROCESS.

SO, UM, IT IS AN AGREEMENT BETWEEN THE CITY AND THE STATE, AND THE STATE IS LOOKING FOR TO MAKE SURE THAT THE CITY WANTS TO MOVE FORWARD WITH, WITH THOSE IMPROVEMENTS, UH, AS WELL.

UH, AND SOME OF THESE SLIDES ARE FROM SOME OF THE PUBLIC WORKSHOPS.

SO WE HAVE BEEN WORKING ON THIS 2017, 2018, 2019 LEADING UP TO THIS, THIS MOMENT.

BUT, UH, UM, WE'RE TRYING TO FIGURE OUT HOW TO ACCOMMODATE TRAFFIC, PEDESTRIANS, BICYCLISTS IN A VERY CONSTRAINED SPACE.

UM. GOING TO THE OVERALL AGREEMENT THIS IS THE OVERALL AGREEMENT FOR KING STREET.

UH, WHAT'S IN RED IS THE DRAINAGE IMPROVEMENTS THAT WAS GOING ON RIGHT BEFORE NIGHTS OF LIGHTS.

UH, THAT SHOULD WRAP UP AT THE END OF FEBRUARY, UH, BEGINNING OF MARCH.

UM, BUT MOST OF THE UNDERGROUND WORK IS COMPLETE THERE.

SO ONCE THAT RED PHASE IS COMPLETE, UH, PER THE AGREEMENT, THE CITY RETAINS OWNERSHIP OF THE GREEN HIGHLIGHTED GREEN AREA.

WE'RE UNDER DESIGN.

UH, TO GO TO 30%, UH, DESIGN PLANS FOR THE GREEN AREA.

SO FEBRUARY 20TH, WE'RE GOING TO HAVE OUR FIRST PUBLIC MEETING WHERE WE'RE GOING TO DEBUT THE CONCEPTS FOR KING STREET, UH, STREETSCAPE, PEDESTRIAN SCALE LIGHTING, UH, A TRANSIT LANE VERSUS, UH, PEDESTRIAN CROSSINGS BETWEEN CORDOVA AND MALAGA STREET.

SO WE'RE GOING TO START TO GET PUBLIC INPUT, UH, ON THE GREEN SECTION, UH, WE'RE GOING TO HAVE A WEBSITE SO PEOPLE CAN GO.

IF YOUR PROPERTY IS ALONG THAT CORRIDOR, YOU CAN CLICK ON YOUR PROPERTY AND IT'S GOING TO SHOW YOU THE CONCEPTS AND HOW IT, UH, INTERACTS WITH YOUR PROPERTY.

UH, AND THEN FEBRUARY 20TH WE'RE GOING TO HAVE INPUT.

THE REASON I BRING THAT UP IS BECAUSE WHAT WE DECIDE TO DO AT THE BASE OF THE BRIDGE OF LIONS IMPACTS WHAT WE CAN DO TRAFFIC WISE, UM, AROUND THE PLAZA. SO, FOR INSTANCE, IF WE DON'T MOVE FORWARD WITH IMPROVEMENTS WE WERE LOOKING AT WITH THE IMPROVEMENTS THAT DOTS PROPOSING, WE COULD ONE LANE

CATHEDRAL, UH, SO WE'D HAVE ON STREET PARKING AND REDUCE THE LANE ON CATHEDRAL BASED ON HOW EFFICIENT THE INTERSECTION WORKS.

SO IF WE CHOOSE TO KEEP EXISTING, UH, THEN WE'RE BASICALLY LOCKING IN THE TRAFFIC PATTERN AROUND THE PLAZA, WHICH IS TWO LANES WESTBOUND AND TWO LANES EASTBOUND. UM, BUT HOW DO WE GET HERE? UH. PART OF THE MOBILITY PLAN WAS LOOKING AT WHAT EFFICIENCIES WE COULD GET OUT OF THE EXISTING NETWORK.

WE'RE NOT IN THE BUSINESS OF WIDENING ROADS, BUT INTERSECTIONS, AS SHOWN IN MAY STREET IN SAN MARCO.

IF WE HAVE A LITTLE ROOM, IF WE CAN PLAY WITH, UH, THE AREA THERE THAT WE CAN GET EFFICIENCIES OUT OF THE INTERSECTION.

SO WHEN WE DID TRAFFIC COUNTS, WE FOUND THAT MOST TRAFFIC COMING ACROSS THE BRIDGE FROM THE ISLAND TOWARDS THE PLAZA, TWO THIRDS OF THAT TRAFFIC WANTS TO GO R IGHT. SO MOST OF WHAT CONCEPTS WE'VE LOOKED AT HAS BEEN TRYING TO HOW DO WE FACILITATE THAT TRAFFIC THAT WANTS TO GO NORTH? UH, BECAUSE RIGHT NOW EXISTING TRAFFIC THAT WANTS TO GO STRAIGHT ONTO CATHEDRAL OR TURN LEFT TO GO SOUTH ON AVENIDA MENENDEZ, AS SOON AS THEY BLOCK THAT SLIP LANE TO GO NORTH, THEN THAT QUEUE STARTS TO BUILD UP, BECAUSE ALL THOSE CARS THAT WANT TO GO, THOSE TWO THIRDS THAT WANT TO GO RIGHT AND NORTH UP THE BAY FRONT, UH, CAN NO LONGER DO THAT. SO WE STARTED TO SAY, HOW BEST CAN WE FACILITATE THAT MOVEMENT? SO WE LOOKED AT A BUNCH OF DIFFERENT CONCEPTS.

NOW, ONCE IT COME UP AND HAVING A SIGNALIZED U-TURN AT HYPOLITA STREET, WELL, WE WORKSHOP THAT AND THAT WAS A RESOUNDING NO FROM THE PUBLIC.

UH, AND THIS IS ALSO WHERE WE WOUND UP IN THE FRONT PAGE OF THE PAPER FOR THE CITY IS GOING TO CLOSE CATHEDRAL.

I WOULD LIKE TO ALSO SAY WE HEARD PRETTY LOUDLY FROM THE PUBLIC THAT WE WANT TO MAINTAIN TRAFFIC ON CATHEDRAL AS PART OF THIS.

THAT'S WHAT WE HEARD THROUGH THE WORKSHOPS.

BUT THIS WAS THE ORIGINAL CONCEPT.

AND WE CROSS THIS OUT BASED ON PUBLIC INPUT.

BUT WE STARTED TO LOOK AT ALL KINDS OF DIFFERENT.

THE OTHER ONE THAT'S NATURAL IS WHY DON'T YOU WHY DON'T YOU JUST DO A ROUNDABOUT AT THE BASE OF THE BRIDGE? A ROUNDABOUT WOULD WORK.

A ROUNDABOUT CAN WORK, BUT YOU NEED A LOT OF SPACE FOR THE ROUNDABOUT.

AND IT ACTUALLY INTRUDES INTO THE ANDERSON AND PONTES CIRCLES.

SO EVERY CONCEPT THAT WE LOOKED AT AND WE WERE GETTING CREATIVE HERE IN THE CONCEPTS WE LOOKED AT, BUT WE STARTED TO VET A BUNCH OF DIFFERENT CONCEPTS OUT TO SEE IF THEY WOULD EVEN WORK. NOW THIS WAS THE CITY DOING THIS, AND WE HAD TO BRING IF WE FOUND SOMETHING THAT WE THOUGHT MIGHT WORK, THEN WE'D GO TO DOT AND START TO HAVE THAT CONVERSATION.

WELL, THROUGH THESE CONCEPTS.

UH, WHAT WE DID FIND, UH, YOU KNOW, WE GOT FEEDBACK AT THE TIME THAT ANDERSON'S CIRCLE.

WE SHOULD NOT BE TOUCHING ANDERSON OR PONTES CIRCLE.

SO THAT WAS THE CRITERIA.

SO WE STARTED TO PULL BACK, UH, THE INTERSECTION.

WELL, THIS IS WHAT WE WOUND UP ON WITH, UH, COLLABORATION WITH FDOT.

AND THIS WAS THE EXHIBIT THAT WAS ACTUALLY IN THE AGREEMENT, UH, THIS CONCEPTUAL PLAN.

AND YOU CAN SEE WE PULLED IT BACK.

SO WE'RE NOT ENCROACHING ON THE CIRCLES.

THE ONE THING THAT HAD TO GIVE ON THIS IS THE CEMETERY OF THE PARKS AT THE BASE OF THE BRIDGE.

UH, WE DID HAVE TO SHAVE PART OF THE PARK ON THE NORTH SIDE OF THE BRIDGE IN ORDER TO FACILITATE THOSE MOVEMENTS.

SO THIS IS WHAT WAS ACTUALLY IN THE KING STREET AGREEMENT.

UH DOT FROM THAT WENT OUT AND PROCURED A DESIGN FIRM, AND THEY FURTHER MODELED IT.

UH, THIS IS WHAT WAS PRESENTED AT THE PUBLIC MEETING, UH, THAT WE RECEIVED INPUT UH, ON.

AND I INCLUDED THE PUBLIC COMMENTS, UH, AS AN EXHIBIT IN THE PACKET, UM, AS WELL AS THE PRESENTATION, UH, THAT WAS GIVEN AT THE PUBLIC MEETING. UH, AND THEN ALSO THE TRAFFIC OPERATIONAL ANALYSIS, WHICH IS A FAIRLY QUICK READ.

UM, BUT IT REALLY DOES GO INTO DEPTH OF WHAT, WHAT THIS DOES, UM, AND IT DOES SIGNIFICANTLY REDUCE, UH, QUEUE LENGTHS IN ALL DIRECTIONS AT THE BASE OF THE BRIDGE.

BUT AGAIN, THE QUESTION THAT WE GOT THAT I HEARD FROM THAT PUBLIC MEETING WAS, UH, THERE WAS A LOT OF THE MOVEMENT OF PEDESTRIANS THROUGH THE INTERSECTION. UH, AND THEN THERE WAS A LOT OF HEARTBURN FROM, UH, HISTORIC PRESERVATIONISTS OVER, UH, INTRUDING INTO THAT, UH, PUBLIC PARK AREA AT THE BASE OF THE BRIDGE. THIS IS JUST A SIDE BY SIDE TO SHOW YOU WHAT'S EXISTING OUT THERE TODAY, UH, VERSUS WHAT IS PROPOSED.

UM, ACTUALLY, AND I GOT THESE NUMBERS TO THE WHAT'S PROPOSED ACTUALLY INCREASES THE GREEN SPACE BY ABOUT 0.3 ACRES.

SO IT REDUCES IMPERVIOUS AREA, UH, BY ABOUT 0.3 ACRES.

UM, BUT YOU CAN SEE HERE AND THE REASON I LOOK AT THIS IS I'M LOOKING AT HOW PEDESTRIANS ARE CROSSING THE STREET WITH THE EXISTING VERSUS WHAT'S PROPOSED.

AND, UM, YOU KNOW, YOU HAVE TO GO INTO THOSE CENTER ISLANDS RIGHT NOW TO CROSS, BUT IT'S KIND OF DISJOINTED AS YOU, UH, CROSS ON THE EXISTING CONDITIONS. PEDESTRIANS, UH, IN THE PROPOSED ARE FURTHER PUSHED FURTHER OUT ON THE NORTH AND SOUTH SIDE, BUT THERE'S A MORE LINEAR CROSSING ON THE WEST SIDE.

NOW IN THIS DOT DID NOT HAVE A PEDESTRIAN CROSSING, UM, BY THE LIONS.

UH, AND SINCE THEN, I DID GET PUBLIC INPUT, AND I HAVE TALKED WITH DOT ABOUT THAT, AND THEY'RE WILLING TO PUT A PEDESTRIAN CROSSWALK, UM, AT THE WHERE THE LIONS ARE AT.

SO YOU WILL HAVE ACTUAL PEDESTRIAN CROSSINGS ON ALL SIDES OF THE INTERSECTION.

UH, THESE ARE THE SLIDES I WANTED TO JUST SHARE WITH YOU.

THESE WERE PRESENTED AT THE PUBLIC MEETING.

UM, UH, AND DOT, YOU KNOW, HAD A MODEL THERE THAT SHOWED THE TRAFFIC MOVEMENT IN [INAUDIBLE].

BUT THESE ARE KIND OF THE RESULTS, THE EXISTING CONDITIONS VERSUS THE PROPOSED.

IT'S PUSHING THROUGH AROUND THE SAME AMOUNT OF VEHICLES.

UH, IT'S JUST PUTTING THEM THROUGH QUICKER.

UH, AND WHAT THAT DOES IS IT ALLEVIATES QUEUE TIMES THAT BUILD UP IN EXTREME CONGESTION.

SO IN YOUR EXISTING IT'S AVERAGING ABOUT 97 9,753 VEHICLES.

AND UH, THE PROPOSED IT'S 9,753.

SO ONE OF THE THINGS IS WE'RE NOT INCREASING THE CAPACITY OF THE ROAD.

WE'RE IMPROVING THE EFFICIENCY OF THE INTERSECTION.

UH, THIS IS THE REDUCED TRAFFIC QUEUE TIME.

SO YOUR EXISTING SOUTHBOUND IS IF YOU'RE HEADING, IF YOU'RE BY THE FORT AND YOU'RE TRYING TO CROSS THE BRIDGE OF LIONS, THAT QUEUE EXISTING CAN GET UP TO 1,600 FEET IN LENGTH, UH, BY IMPLEMENTING THE PROPOSED INTERSECTION, IT REDUCES THAT QUEUE TO 479FT.

SO IT'S A DRASTIC REDUCTION IN, UM, THE QUEUING THAT BUILDS UP.

SAME THING WITH NORTHBOUND.

SO NORTHBOUND IS IF YOU'RE HEADING FROM, UM, OC WHITES AND GOING NORTH.

SO THAT'S TAKING A 455 FOOT QUEUE AND REDUCING IT TO 91FT.

UH, EASTBOUND IS IF YOU'RE COMING FROM KING STREET AND CROSSING THE BRIDGE OF LIONS, THAT'S GOING FROM 218FT TO 113FT.

AND THEN WESTBOUND, UH, IS WHEN YOU'RE CROSSING THE BRIDGE, IF YOU'RE ON THE ISLAND, COMING ACROSS THE BRIDGE AND EITHER GOING TO CITY HALL OR TO THE FORT, IT'S REDUCING THAT QUEUE FROM 903FT TO 235FT.

BUT THIS IS REALLY, UH.

WHAT IT REALLY DOES IS IT REALLY, THE PROPOSED DESIGN REALLY ALLEVIATES THOSE QUEUES THAT BUILD UP AFTER THE BRIDGE OF LIONS GOES UP.

IT BRINGS EVERYTHING TO A HALT.

AND THEN WHEN IT, WHEN IT REOPENS, UH, YOU HAVE THE RECOVERY TIMES ARE DRASTICALLY REDUCED.

SO WHAT DOES THAT MEAN, A RECOVERY TIME? THAT MEANS WHEN THE BRIDGE GOES UP THE QUEUE, THAT BUILDS UP.

HOW LONG DOES IT TAKE FOR THAT QUEUE TO DISSIPATE WHEN THE BRIDGE GOES BACK DOWN? AND IN THE EXISTING CONDITIONS DURING THIS AFTERNOON, THREE HOUR PERIOD, UH, WHICH IS A PEAK TIME, WE HAVE NO RECOVERY CONDITIONS, MEANING THERE'S SOMEBODY IN THE QUEUE THAT IS GETTING THE BRIDGE IS GOING UP AGAIN BEFORE THEY ACTUALLY CROSS THE BRIDGE OF LIONS.

SO WE HAD THREE NO RECOVERY CONDITIONS AND EXISTING CONDITIONS.

AND PROPOSED DESIGN IT TAKES THOSE AND ALLEVIATES QUEUES IN ABOUT SOUTHBOUND APPROACH FIVE MINUTES, EASTBOUND THREE MINUTES, NORTHBOUND SIX MINUTES AND WESTBOUND THREE MINUTES.

SO AGAIN THAT WHAT THAT'S DOING IS ALL OF THOSE QUEUES THAT ARE BUILDING UP, UH, IT CLEARS THEM OUT AND THE INTERSECTION ROAD GETS FUNCTIONING NORMAL AGAIN.

UH, AND I DO WANT TO JUST PUT A NOTE IN HERE.

YOU KNOW, ONE OF THE THINGS WE DID TRY TO DO WAS MODIFY THE BRIDGE SCHEDULE, YOU KNOW? SO HOW DO WE GET ALL THE WAY TO THIS POINT? ONE OF THE FIRST THINGS WE DID WAS REACH OUT TO THE COAST GUARD, AND WE HAD A WHOLE PUBLIC INVOLVEMENT PROCESS TO MODIFY THE BRIDGE SCHEDULE, BECAUSE IF YOU CAN GET THE BRIDGE TO OPEN LESS, UH, YOU KNOW, THE INTERSECTION FUNCTIONS PRETTY WELL.

UH, THAT DID NOT WORK OUT.

THE COAST GUARD DID NOT, UH, SIDE WITH THE CITY AT THAT POINT IN TIME.

SO THAT WAS ONE THING WE TRIED TO DO.

THE NEXT THING WE DID DO IS WE LOOKED AT OUR OWN COMMERCIAL VESSELS WITH THE BRIDGE OF LIONS.

UH, AND WE FOUND THAT OUR OWN COMMERCIAL VESSELS WERE ACTUALLY CAUSING A LOT OF OPENINGS DURING PEAK TIMES.

SO WE MODIFIED THEIR SCHEDULE.

SO WE HAVE DONE THOSE TWO THINGS, UM, LEADING UP TO THIS.

AGAIN FROM THE DOTS PRESENTATION.

YOU KNOW, YOU'RE LOOKING AT AN AVERAGE 70%, UH, QUEUE LENGTH REDUCTION, UH, IN THE SOUTHBOUND FOR NORTH AND SOUTHBOUND.

THAT'S A PRETTY BIG, UH, IMPROVEMENT.

AND IT ELIMINATES THOSE LONG QUEUE LINES THAT FORM UP.

SO WHERE DO WE GO FROM HERE? UM, WE ARE GOING TO NEED, NOT TONIGHT, BUT IN THE FUTURE.

SOME DISCUSSION OR DECISION ON HOW, UH, DO WE WANT TO MOVE FORWARD WITH THE INTERSECTION AS PROPOSED, UH, OR DO WE WANT TO GO BACK AND TALK TO DOT, UM, ABOUT OTHER THINGS THAT THEY MIGHT BE ABLE TO DO? IT IS IN THE AGREEMENT.

SO I THINK IF WE IF WE CHOOSE TO KEEP IT AS IS EXISTING, WE'LL PROBABLY HAVE TO MAYBE MODIFY OR AMEND THE AGREEMENT AS SUCH.

UM, AND OUR PLAN WORKSHOP, I WAS PLANNING TO, UH, GET SOME MORE PUBLIC INPUT ON THE INTERSECTION DESIGN.

UH, THE OTHER THING THAT, UH, IS UNKNOWN TO ME IS, UH, SHIPPO.

AND HOW THAT BASE, THAT PARK, UM, IS PERCEIVED IN THE EYES OF OUR STATE HISTORIC PRESERVATION OFFICE.

SO, UM, I'D LIKE TO GET SOME INPUT, UH, FROM SHIPPO ON THAT.

AND BEFORE THAT, AND NOW CURRENTLY, UM, EVEN PEOPLE WHO LIVE IN THE COUNTY AND REGULARLY TRAVERSE IT ONCE A MONTH OR WHATEVER STILL GET CONFUSED.

UM, THE PRETZEL LOOKS EVEN MORE CONFUSING TO ME, AND I WOULD IMAGINE THAT BECAUSE THE CONCENTRATION OF TOURISTS IS IS REALLY ALL DOWNTOWN.

I MEAN, THE REALLY HIGH CONCENTRATION THAT'S GOING TO BECOME AN ISSUE IN TERMS OF CONFUSION AND IN TERMS OF TRAFFIC FLOW.

THEN WE HAVE THE KING STREET BRIDGE, WHICH IS, I MEAN, THE SAN SEBASTIAN BRIDGE ON KING STREET, WHICH IS SET FOR INITIATING CONSTRUCTION IN THIS SUMMER, THIS SUMMER.

SO I WANT TO KNOW HOW LONG AT THE WORST CASE SCENARIO, BECAUSE CLEARLY US-1 SEEMS TO BE THE WORST CASE SCENARIO, AND WE STILL DON'T KNOW WHEN THE END DATE OF THAT IS.

WHAT'S THE WORST CASE SCENARIO FOR HOW LONG IT WILL TAKE TO DEAL WITH THE SAN SEBASTIAN BRIDGE ON KING STREET? AND THEN THIRDLY, WHEN WOULD THE CONSTRUCTION BE SLATED TO BEGIN AT THE BASE OF THE BRIDGE OF LIONS? AND WOULD IT OVERLAP WITH ALL THREE OF THESE THINGS? AND HOW LONG WOULD IT TAKE? BECAUSE I THINK PEOPLE HAVE, I CAN SAY I PERSONALLY AM AT MY LIMIT.

UM, I BELIEVE THE CLOSURE IS SLATED FOR 12 MONTHS, AND THE TOTAL PROJECT MAYBE, UM, 12 TO 18 MONTHS.

UH, THE NEXT SO RED IS GOING TO BE DONE.

BLUE STARTS THIS SUMMER.

IF WE MOVE FORWARD WITH THE INTERSECTION IMPROVEMENTS THAT WOULD HAVE BEEN SLATED FOR 2027-2028.

UM AND THEN AFTER WE FIGURE OUT WHAT WAS GOING TO DO THAT WITH THE INTERSECTION, WE HAVE SOME TIME FOR THE CITY TO START CONSTRUCTION ON CATHEDRAL AND KING.

SO THAT WAS GOING TO BE IN THAT 2029 TO 2033 REALM.

WE HAVE TO HAVE IT DONE BY, BY, UH, 2023.

SO IT LOOKS TO ME LIKE WHAT YOU'VE GOT THERE IS MAYBE A BREAK, A COUPLE YEAR BREAK, AND THEN MAYBE ANOTHER YEAR BREAK IN BETWEEN.

THEY'RE NOT, LIKE, ALL JAMMED UP ON EACH OTHER.

WHEN THE DOT CAME IN AND TALKED ABOUT THE MAIN STREET SAN MARCO INTERSECTION IMPROVEMENTS, UM, THEY SAID SPECIFICALLY WHEN KING STREET IS BACKED UP ALL THE WAY TO THAT INTERSECTION, NOTHING'S GOING TO MOVE.

SO THAT THEY NEVER CLAIMED THAT IT WOULD ALWAYS PERFECTLY WORK.

WE KNOW WHEN ONCE KING STREET GETS THAT FAR BACKED UP, IT'S EVERYTHING'S JAMMED.

SO. BUT NO IT'S NOT NO, IT'S NOT PERFECT.

BUT I'M SAYING THE REACTION BY THE COMMUNITY WAS THE SAME.

THE COMMUNITY SAID AH, PULLING THEIR HAIR OUT.

SO, UM, UNTIL WE ALL HAD A CHANCE TO KIND OF REALLY SETTLE DOWN AND LOOK AT IT AND SAY, WHAT ARE THE BENEFITS? SO AND THAT'S KIND OF WHERE I'M TRYING TO GET TO.

AND I WORRY ABOUT THE CONSTRUCTION FATIGUE.

UM, YOU KNOW, WE'VE SEEN THAT BEFORE.

IT'S BEEN VERY POPULAR.

IT'S VERY INFORMATIVE AND HELPFUL.

AS YOU CAN SEE, WE HAVE OVER 700 SUBSCRIBERS.

UM, THE LAST ONE CAME OUT IN DECEMBER, UM, MID DECEMBER.

AND IT TOUCHES UPON EVERYTHING THAT'S GOING ON WITHIN THE RESILIENCY DIVISION.

AS YOU KNOW, WE HAVE THE FLOOD MITIGATION ASSISTANCE PROGRAM, AS YOU CAN SEE ON THE SLIDE.

UM IN 2022, THERE'S OVER 80 APPLICATIONS, UH, ASKING FOR OVER $12 MILLION IN FUNDING.

AND AT THIS POINT, IT'S, UM, FUNDING IS LIKELY.

UM, WE'VE GOTTEN BACK THROUGH THE FEMA FURTHER REVIEW, AND IN 23 WE ADDED TEN MORE, UM, ASKING FOR A LITTLE OVER $2 MILLION.

AND SO HOPEFULLY THOSE FUNDS WILL BE APPROVED IN 24-25.

THESE NEXT SLIDES WILL KIND OF SHOW YOU WHERE THOSE PROPERTIES ARE.

SO YOU CAN SEE IN 2022, UM, A LOT OF THE RESIDENTS THAT APPLIED, YOU CAN SEE THAT THEY'RE IN THE LOCATIONS THAT WE TYPICALLY HAVE FLOODING. SOUTH DAVIS SHORES, NORTH DAVIS SHORES, DOWNTOWN, UH, AND NORTH CITY.

UM, IT TAKES A LOT OF HER TIME.

UM, IT'S VERY IMPORTANT.

AND THE OUTCOME HOPEFULLY IN 2024 IS THIS RESILIENCY REGIONAL RESILIENCY ACTION PLAN.

UM, SO THAT WILL BE HELPFUL FOR THE ENTIRE NORTHEAST FLORIDA.

UM, SEVEN COUNTIES TO ACTUALLY HAVE A COLLABORATION AND A PARTNERSHIP ON MAYBE SOME REGIONAL SCALE RATHER THAN JUST LOCAL.

ALSO, YOU HAVE THE COMMUNITY RATING SYSTEM.

I THINK WITH THE ADDITIONAL THE ADDITION OF THE FLOODPLAIN MANAGER.

UM, SOME OF THE RESILIENCY OFFICERS, UM, INPUT ON THIS MAY, MAY LIGHTEN UP.

UM, BUT THAT'S, UM, AS YOU KNOW, THE COMMUNITY RATING SYSTEM, UH, IN OUR FLOOD INSURANCE, UH, WE'VE BEEN VERY LUCKY TO CONTINUE TO SCORE HIGH, YOU KNOW, IMPROVE OUR POINTS EVERY YEAR.

SO THIS SLIDE IS KIND OF SHOWING YOU, UM, ALL OF OUR EFFORTS.

SO WE HAVE A LOT GOING ON, A LOT UNDER CONTRACT AND MOVING INTO THE CONSTRUCTION PHASE OR STUDY PHASE.

AS YOU CAN SEE, WHEN WE GET TO STUDIES, UM, WE HAVE THE COASTAL VULNERABILITY ASSESSMENT.

UM, THAT'S BASICALLY IN CONJUNCTION WITH THE COUNTY AND THE BEACH.

UM, WE'RE GOING TO HAVE THAT COMPLETED, UM, IN MARCH.

AND THAT'S AN UPDATE TO WHAT WE ALREADY HAD.

AND THEN WE ALSO HAVE THE BACK BAY FEASIBILITY STUDY THAT IS ONGOING.

AS YOU CAN SEE WITH THE BACK BAY, THERE'S A LIST OF THE PUBLIC MEETINGS.

ALSO WITH THIS, WE'VE HAD TO DO A VISUAL RESOURCE ASSESSMENT PROCEDURE, WHICH IS A VRAP.

SO THAT WILL BE DONE PRIOR TO AND IN CONJUNCTION WITH THE BACK BAY STUDY.

AS I ALLUDED TO BEFORE, UM, DOING THE UPDATE ON THE VULNERABILITY ASSESSMENT, UM, THAT ONE WHERE, UM, THAT SHOULD BE COMPLETED VERY SOON.

WE HAD A MEETING HERE.

WE HAVE GOT OUR NEXT MEETING SCHEDULED IN JANUARY.

UM, WE'VE HAD INPUT FROM LOCAL, STATE AND FEDERAL PARTICIPANTS.

IT WAS A WELL ATTENDED MEETING BACK IN NOVEMBER.

AND WE'RE ALSO DOING AN UPDATE TO THE ADAPTATION PLAN OUT OF THE VULNERABILITY ASSESSMENT.

IT GOES HAND IN HAND THAT YOU UPDATE YOUR ADAPTATION PLAN.

NEW STUDIES BECAUSE WE DON'T HAVE ENOUGH GOING ON ALREADY.

UM, SO THE COMMISSION APPROVED $50,000 FROM RESERVES.

WE HAVE A CONSULTANT, UM, UNDER CONTRACT FOR THE FULLERWOOD NEIGHBORHOOD DRAINAGE.

UM, THEIR SCOPE OF WORK WE JUST FINALIZED.

AND SO WE WILL HAVE A KICKOFF MEETING TO GET THAT STUDY UNDER UNDERWAY.

AND SO THIS ONE WE CAN ADD IN THERE.

UM, THE, THE BOLD ONES ARE THE ONES THAT ARE CURRENTLY IN PROGRESS, THE NON BOLD ONES THAT HAVE BEEN COMPLETED OR ARE CLOSE TO BEING COMPLETED.

ONE THAT'S MISSING ON HERE IS THE GROUNDWATER MONITORING PROJECT.

IF I MAY, COULD YOU GO BACK, PLEASE? UH, I THINK IT'S IMPORTANT TO HIGHLIGHT NOT JUST THE AMOUNT OF WORK THAT YOU'RE OUTLINING WITH A VERY SMALL STAFF.

MHM. UM, THAT THE CITY IS SPENDING ON RESILIENCE PROJECTS, 83% OF WHICH ARE GRANT FUNDED.

LAKE MARIA SANCHEZ SAVED THE BEST FOR LAST.

UM, I CAN'T STRESS ENOUGH THAT THIS IS AN EXTREMELY COMPLEX PROJECT.

UM, THIS PROJECT WITH THE OTHERS.

UM, THERE MAY BE A PERCEPTION THAT THINGS ARE NOT MOVING AS QUICKLY AS SOME WOULD LIKE, BUT THEY ARE MOVING.

UM, I MEET WITH JESSICA AND CAITLIN SOMETIMES 2 OR 3 TIMES A WEEK, TO GO OVER THE VARIOUS PROJECTS AND GETTING THEM OVER THE HUMP, AS WE'VE DISCUSSED BEFORE.

UM, FOR THE LAKE MARIA SANCHEZ PROJECT, IT WAS BETTER TO SEPARATE THEM INTO TWO PARTS.

SO THE FIRST PART BEING, UH, IMPROVEMENTS TO GRANADA FROM KING TO BRIDGE STREET, CORDOVA STREET FROM KING STREET DOWN TO FRANCIS STREET, AND THEN ALSO BRIDGE STREET BETWEEN GRANADA AND CORDOVA.

SO WE HAVE THOSE THOSE PLANS ARE SEPARATED OUT.

UH, THINGS ARE TRYING TO FINALIZE AS FAR AS OUR KIND OF PUNCH OUT LIST IS WITH THE OTHER UTILITIES, FINDING LOCATIONS FOR PAD MOUNTED TRANSFORMERS, UH, ON GRANADA AND CORDOVA SO THAT WE CAN COMPLETE THE UNDERGROUNDING OF UTILITIES.

UM, WE HAVE GOTTEN THE CONDUIT CROSSINGS FROM FLORIDA POWER AND LIGHT, AND NOW I AM TRYING TO NEGOTIATE WITH PRIVATE PROPERTY

SO DOING THE IMPROVEMENTS IS GOING TO UPSIZE THE STORM WATER SYSTEM AND ACTUALLY IMPROVE DRAINAGE WITHOUT WEIR SYSTEM DUMPING IT INTO THE LAKE AS AN END POINT WITH THAT WEIR WE'RE NOT GOING TO CONTINUE OR CONTRIBUTE TO FLOODING IN THE SURROUNDING NEIGHBORHOODS.

WITH THE EXISTING WEIRS STILL WORKING.

YES THEY ARE. OKAY.

UM, SO SHE WILL BE STARTING TO WORK ON OTHER FACILITIES WITHIN THE CITY JUST TO CALCULATE, UM, THAT AND A COUPLE OF THINGS THAT HAVE COME UP THAT BETWEEN WHEN I SUBMITTED THIS FOR THE DEADLINE AND TODAY, THERE HAVE BEEN SOME THINGS THAT CHANGED.

ONE THING, WE'RE WORKING WITH FLORIDA POWER AND LIGHT AT THE PARKING GARAGE.

UM, INITIALLY WHEN WE CONTACTED THEM, THEIR PROGRAM, SOLAR VANTAGE, IS A TURNKEY, UM, PRODUCT.

THEY BASICALLY WILL DESIGN, PERMIT AND BUILD A SOLAR FACILITY AND MAINTAIN IT FOR TEN YEARS PER AN AGREEMENT THAT WE PAY A MONTHLY FEE FOR. SO THE PUBLIC SERVICE COMMISSION, YES, REGULATES POWER COMPANIES.

AND SO WHEN YOU HAVE A NET METERING, THEY CAN ONLY PRODUCE 115% OF THE POWER THAT THAT FACILITY OR METER CONSUMES.

SO THE INITIAL DESIGN WE WERE PRODUCING MUCH MORE THAN THE PARKING GARAGE ACTUALLY CONSUMES.

SO WE WENT BACK TO THE DRAWING BOARD.

WE GAVE FLORIDA POWER AND LIGHT THE ACCOUNT FOR THE PARKING GARAGE, THE ACCOUNT FOR THE VISITOR'S INFORMATION CENTER.

WE ALSO GAVE THEM THE ACCOUNT FOR THE DENTAL BUILDING AND ALSO FOR FRANCIS FIELD.

AND SO THEY'RE PACKAGING ALL THAT TOGETHER TO DETERMINE WHAT 115% IS, AND THEN DESIGNING A SOLAR CANOPY ON TOP OF THE FOURTH FLOOR. RIGHT, COULD I ASK? I JUST WANT TO SAY THAT IS SO AMAZING AND I'M SO PROUD OF YOU GUYS.

HE'S REALLY EXCITED FROM A MESSAGING STANDPOINT WITH THE NUMBER OF PEOPLE THAT COME THROUGH THE PARKING GARAGE AND THE VISITOR'S INFORMATION CENTER FOR THERE TO BE A PARTNERSHIP KIND OF KIOSK INFORMATION OF SAYING YOU ARE IN A FACILITY THAT IS CARBON NEUTRAL OR NET NEUTRAL ON ENERGY CONSUMPTION.

SO OUT OF THIS, THE PARKING GARAGE, VISITOR'S INFORMATION CENTER AND EVERYTHING ELSE THAT DRAWS ELECTRICITY IN THAT AREA, THAT'S A CITY ACCOUNT, UM, WILL BASICALLY BE PRODUCING AS MUCH ENERGY AS IT CONSUMES, RIGHT? YEAH, I UNDERSTAND THAT.

THAT'S I JUST WISH WE IT SOUNDS LIKE WE COULD PRODUCE EVEN MORE.

IT WAS DUE THIS AFTERNOON.

THAT IS FOR IT'S A MULTI COUNTY, UM, COLLABORATION UH, SPEARHEADED BY JACKSONVILLE.

AND SO WE PROPOSED THE PARKING GARAGE AND A FEW OTHER UM PROJECTS FOR THEIR CONSIDERATION INTO THE PLAN.

NOW, IF THAT GETS APPROVED, WE WOULD MOVE FORWARD TO THE NEXT PHASE OF FULL GRANT FUNDING THROUGH THE EPA SO THAT THAT'S DEVELOPED BETWEEN THE DUE DATE FOR THIS PRESENTATION AND TODAY.

THE OTHER THING THAT, UM, LIZ HAS PURSUED AND WE'RE MEETING WITH A COMPANY IS FOR COMMERCIAL ORGANIC WASTE REDUCTION.

UM, WE ALSO PUT THAT IN THE JACKSONVILLE SURVEY AS A PILOT PROGRAM THAT WE'RE REQUESTING FULL FUNDING FOR, TO DO A PILOT PROGRAM ON COMMERCIAL DOWNTOWN ORGANIC WASTE COLLECTION, IF I MIGHT.

THAT'S A REALLY IMPORTANT THING, BECAUSE METHANE IS ONE OF THE MOST DANGEROUS GREENHOUSE GASES, SO THAT WILL HELP A LOT.

OTHER GOVERNMENT AGENCIES HAVE RECOGNIZED THAT SOME COMMUNITY MEMBERS DO NOT FEEL COMFORTABLE WITH PRAYING BEFORE PUBLIC MEETINGS, AND HAVE ADOPTED A MOMENT OF SILENCE. A MOMENT OF SILENCE WITHOUT COMMENTARY ALLOWS FOR EVERYONE TO PARTICIPATE EQUALLY AND TO SHARE A PEACEFUL MOMENT.

AND IN A SENSE, IT PROVIDES A CALM AND CONTEMPLATIVE BEGINNING FOR EVERYONE TO SHARE B EFORE THE CITY BUSINESS STARTS.

I EVEN REMEMBER BEFORE EVEN GETTING ON THE COMMISSION, BEING BLESSED TO COME BEFORE THE COMMISSION AND PRAYING.

UM, IT DISTURBS ME, BUT I UNDERSTAND WHY WE MIGHT NEED TO MOVE FORWARD WITH THE MOMENT OF SILENCE.

UM, SHE SERVED ON THE STREET TREE ADVISORY COMMITTEE FOR 19 YEARS, WAS RESPONSIBLE FOR ESTABLISHING THE BEAUTIFICATION SUBCOMMITTEE.

SHE'S AN AVID ADVOCATE FOR OUR TREES AND THE OVERALL ENVIRONMENTAL HEALTH OF OUR COMMUNITY.

SO I THINK A SPECIAL RECOGNITION FOR GINA WOULD BE APPROPRIATE IF I COULD ASK FOR YOUR SUPPORT OF THAT.

ABSOLUTELY. AT ARBOR DAY.
