WE ARE HONORED THIS AFTERNOON TO HAVE THE REVEREND KEN WILCOX FROM THE CENTER FOR SPIRITUAL LIVING TO DELIVER OUR INVOCATION.

I WOULD ASK THAT YOU RISE AND REMAIN STANDING, AND VICE MAYOR NANCY SIKES-KLINE WILL LEAD US IN THE PLEDGE AFTER THE INVOCATION.

THANK YOU, MAYOR AND COMMISSIONERS.

LET'S JUST COME TOGETHER AND CONSCIOUSNESS AND PRAYER TO KNOW SOMETHING GOOD AND POWERFUL FOR OURSELVES, EACH OTHER IN THIS COMMUNITY.

THAT RIGHT WHERE WE ARE, RIGHT AS WE ARE, FLOWS ALL THE POWER AND WISDOM OF OUR CREATOR AND THAT THERE IS NOT A SINGLE CHALLENGE OR OPPORTUNITY WE FACE TONIGHT THAT CANNOT BE EASILY OVERCOME WHEN WE AVAIL OURSELVES TO THIS WISDOM.

SO TONIGHT WE AGREE TO HAVE A LITTLE BIT OF HUMILITY, TO KNOW THAT SPIRIT MAY BE ALL KNOWING, BUT WE ARE NOT TO KNOW THAT WHEN WE DISAGREE, WE MAY CAN DO IT IN A WAY THAT IS AGREEABLE AND THAT SOMETIMES AN OPINION THAT WE DON'T AGREE WITH IS THE OPINION WE NEED TO HEAR THE MOST.

ONE OF THE THINGS THAT MAKES ST.

AUGUSTINE SPECIAL, WHICH I THINK IS A TRIBUTE TO OUR CITY GOVERNMENT, IS WE FOR A LONG TIME TAKE A MOMENT AND RECOGNIZE THOSE FOLKS THAT HAVE MADE TREMENDOUS, IMPORTANT, VALUABLE CONTRIBUTIONS TO OUR CITY OVER TIME.

THAT'S WHAT WE DO AS A COMMUNITY, IS WE PAUSE AND REFLECT.

AND WE DO THAT WITH A THANKFUL HEART.

AND THIS EVENING, WE HAVE AN OPPORTUNITY TO TAKE A FEW MOMENTS TO RECOGNIZE THE CONTRIBUTION OF COLONEL RAY CONNOR.

COLONEL CONNOR WAS A SON OF OUR CITY.

HE WAS BORN HERE.

HIS ROOTS AND THE ROOTS OF HIS WIFE ARE DEEP IN OUR COMMUNITY AND.

REVEREND. REVEREND.

PARDON ME. COLONEL CONNOR.

HE HAS SERVED OUR STATE AND SERVED OUR CITY WELL.

AND IN PARTICULAR, OF COURSE, HE WAS A MEMBER OF OUR CITY COMMISSION FROM 1998 TO 2002.

AND TWO OF THOSE YEARS HE SERVED AS VICE MAYOR.

HE WAS RETIRED FROM THE FLORIDA NATIONAL GUARD AFTER 41 YEARS OF SERVICE AS A QUARTERMASTER AND THEN HAD THE OPPORTUNITY TO RUN FOR THE CITY COMMISSION AND TO SERVE OUR COMMUNITY.

IN REFLECTING UPON HIS SERVICE.

WHAT SEVERAL FOLKS HAVE SAID IS THAT HE DID A WONDERFUL JOB OF LISTENING TO THE COMMUNITY.

AND THIS, OF COURSE, WAS REALLY BEFORE SOCIAL MEDIA.

SO YOU HAD TO BE MORE INTENTIONAL ABOUT LISTENING TO THE COMMUNITY THAN PERHAPS WE HAVE TO BE TODAY.

BUT HE WAS WILLING TO ENGAGE PEOPLE IN CONVERSATION ABOUT WHAT WAS BEST FOR THE CITY.

AND AS A PERSON THAT HAD HIS PROFESSIONAL POSITION AS A QUARTERMASTER, HE SEVERAL HAVE COMMENTED ON HOW ANALYTICAL HE WAS AND IN THINKING ABOUT THE ISSUE OF PRIORITIZING OF OF GETTING TO THE NUB OF THE ISSUE AND TRYING TO STAY FOCUSED ON HOW THE CITY ACHIEVED THOSE GOALS.

HE WAS THE A PAST PRESIDENT OF THE UNITED WAY, A PAST PRESIDENT OF THE SAINT AUGUSTINE HISTORICAL SOCIETY.

OF COURSE, A FATHER, GRANDFATHER, A GREAT GRANDFATHER.

BUT ONE OF THE WAYS THAT THAT I ALWAYS REMEMBER, COLONEL CONNOR IS ON MY WAY TO WORK, AND I'M NOTORIOUS AT FLAGLER FOR HAVING 8:00 CLASSES.

AND SO ABOUT 7:50, AS I PASSED THE CATHEDRAL, HE WAS ALWAYS ON THE SIDEWALK AFTER MORNING MASS, TALKING, ENGAGING WITH FOLKS.

SO HE WAS A DEVOUT CATHOLIC, A FAITHFUL MEMBER OF THE CATHEDRAL PARISH.

OUR COMMUNITY IS RICHER FOR HIS PRESENCE AND HIS LIFE AMONG US.

AND WE AS THE CITY COMMISSION ARE HERE TO HONOR HIM, TO THANK HIM FOR HIS SERVICE.

AND WHAT WE HAVE HERE IS THE FLAG THAT WAS FLOWN OVER CITY HALL ON JULY 12TH OF THIS YEAR COMMEMORATING HIS PASSING, BUT IMPORTANTLY, HIS SERVICE.

GEORGE STREET. THERE WERE NO SHORT TERM RENTALS IN SIGHT.

OUT MY FRONT DOOR, OUT MY BACK DOOR.

NOW I HAVE SIX AND SOON TO BE SEVEN SHORT TERM RENTALS.

I HAVE MADE QUITE A FEW COMPLAINTS ONLINE AND QUITE A FEW COMPLAINTS BY PHONE.

MOST OF THE TIME I'M TOLD THERE'S A LOOPHOLE.

WE CAN'T ENFORCE THAT.

SO I'M HOPING THAT WE CAN TIGHTEN UP THESE LOOPHOLES.

I HAVE A FEW SUGGESTIONS.

ONE OF THEM IS THE DESIGNATING PARKING AREAS ARE BEING IGNORED EVEN THOUGH THEY ARE PROVIDED ON THE PROPERTY.

MY SUGGESTION IS TO HAVE A PHOTO FOR THE GUEST OR ON THE ADVERTISING SITE TO SHOW A PICTURE OF THIS IS WHERE YOU'RE SUPPOSED TO PARK.

AND ALSO, IF THERE ARE TWO PARKING PLACES DOWN THE STREET.

YOU KNOW, QUITE A FEW BLOCKS.

BE SURE AND GIVE THEM A MAP OF WHERE THE OTHER TWO PLACES ARE AND BE STRICT ABOUT THE FACT THAT THEY'RE SUPPOSED TO PARK THERE.

I UNDERSTAND ANYBODY CAN PARK ON THE STREET AND IT'S LEGAL, BUT WE'RE TRYING TO GET THEM IN THEIR PLACES.

ABSENTEE OWNERS ARE NOT REALLY VERY RESPONSIVE THERE IN SOUTH FLORIDA THERE.

WHO KNOWS WHERE THEY ARE? I WOULD SUGGEST THAT WE HAVE A SHORT TERM VACATION RENTAL, RESPONSIBLE PARTY.

THAT RESPONSIBLE PARTY MEETS THE GUEST.

MAKE SURE THEY HAVE 12 INSTEAD OF 17 AND HELPS TO DIRECT THEM TO THE PARKING PLACE WHERE THEY'RE SUPPOSED TO GO.

I ALSO THINK THE CITY SHOULD INSTITUTE AN ONLINE TRAINING PROGRAM FOR THE SHORT TERM RENTAL OWNERS. MY NEXT DOOR NEIGHBOR JUST TOLD ME TODAY ON THE PHONE SHE DIDN'T KNOW THAT SHE WAS SUPPOSED TO RENT FOR ONE WEEK, ONLY WITH ONE FAMILY.

AND OF COURSE, SHE'S BEEN DOING TWO OR THREE FAMILIES A WEEK AND I'VE BEEN AWARE OF IT.

AND I COMPLAINED FINALLY SOMEONE FROM THE CITY CALLED HER AND SHE WAS SURPRISED.

SO MAYBE AN ONLINE TRAINING PROGRAM OR SOME SORT THAT REALLY EMPHASIZES WHAT THE RULES ARE WOULD BE VERY GOOD.

I ALSO WOULD LIKE TO SEE THE TRASH TAKEN OUT WEEKLY WITH THE SHORT TERM RENTALS.

MY NEXT DOOR NEIGHBOR HAS FIVE HUGE TRASH CANS.

THEY ARE FULL RIGHT NOW.

FOR INSTANCE, THE CITY CODE SAYS MAX, 12 UNITS.

RENTERS WE'VE SEEN 18 AND 20 RENTERS IN SOME OF THE FIVE AND SIX BEDROOM UNITS ARE RENTERS PLUS GUEST EQUAL 20.

WE HAD ABOUT 30 IN OUR SIDE YARD ONE DAY FOR A GATHERING AND IN FACT, AN ADVERTISEMENT OF ONE OF THE UNITS OWNED BY LAKE MARIA SANCHEZ SAYS, OH, YOU CAN HOLD UP TO 30 PEOPLE.

THEIR BEDROOMS MUST HAVE A CLOSET.

WE THINK THAT WHAT'S HAPPENING IS A LOT OF NON BEDROOMS ARE BEING CONVERTED TO BEDROOMS, WHETHER LEGALLY OR NOT, NOT AN EVENT VENUE.

ONE OF THE UNITS THAT WE KNOW OF ADVERTISES SUITABLE FOR WEDDINGS.

NON RESIDENT OWNERS IN PARTICULAR IGNORE THE CITY CODE.

THEY EXCEED THE MAXIMUM NUMBER OF GUESTS.

THEY IGNORE PARKING RESTRICTIONS, DON'T PUT TRASH OUT REGULARLY AND DON'T EVEN PICK UP THE TRASH CANS.

WE'RE AN INFORMAL, INDEPENDENT CIVIC ACTION GROUP THAT GREW OUT OF ST.

AUGUSTINE'S ONGOING COMMUNITY CONVERSATION EFFORT.

CARE BELIEVES OUR COUNTY MUST ESTABLISH A PUBLIC HOUSING AUTHORITY AS SOON AS POSSIBLE.

THE BOCC WORKSHOP COMMISSIONER BLONDER ATTENDED LAST TUESDAY IS A STEP IN THE RIGHT DIRECTION BECAUSE WE NEED OUR ELECTED OFFICIALS TO STOP MERELY TALKING ABOUT THIS PROBLEM AND START DOING MORE CONCRETE THINGS TO ADDRESS IT.

THIS GROWING, AFFORDABLE HOUSING CRISIS IS INCREASINGLY AFFECTING ALL OF US.

WE NEED ALL OUR LOCAL GOVERNMENTS WORKING TOGETHER TO COME UP WITH MEANINGFUL SOLUTIONS.

THERE'S A CONTINUUM OF NEED FOR AFFORDABLE HOUSING IN OUR COMMUNITY, FROM THE HOMELESS TO LOWER INCOME SERVICE WORKERS TO MIDDLE CLASS TEACHERS AND FIREFIGHTERS, NOT TO MENTION SENIORS AND OTHERS ON FIXED INCOMES WHO INCREASINGLY FIND THEMSELVES STRUGGLING WITH RISING RENTS.

DID YOU ALL SEE THE ARTICLE IN THE RECORD YESTERDAY ABOUT THE PROBLEM OF SOARING RENTS IN FLORIDA? THERE IS NO ONE SIZE FITS ALL SOLUTION TO THIS COMPLEX PROBLEM, AND IT'S ONLY GETTING WORSE.

DIFFERENT ELEMENTS OF THE PROBLEM REQUIRE DIFFERENT SOLUTIONS.

FORTUNATELY, AS WE LEARNED AT THE BOC WORKSHOP LAST WEEK, THE ST.

JOHN'S COUNTY PUBLIC HOUSING AUTHORITY WILL ADD SEVERAL POTENTIAL TOOLS TO OUR LOCAL AFFORDABLE HOUSING TOOLKIT, INCLUDING GAINING DIRECT ACCESS TO ADDITIONAL FEDERAL RESOURCES FOR LOCAL HOUSING, INCLUDING VOUCHERS, ISSUING BONDS AND DEBENTURES TO PROVIDE FUNDING FOR AFFORDABLE HOUSING.

DEVELOPING REAL ESTATE DIRECTLY OR INDIRECTLY IN QUALITY PUBLIC PRIVATE PARTNERSHIPS AND RESTORING AREAS OF BLIGHTED HOUSING INTO MODERN, VIABLE COMMUNITIES OFFERS MANY DIFFERENT SOLUTIONS TO ADDRESS THE DISTINCT ASPECTS OF THE AFFORDABLE HOUSING PROBLEM.

CARE RECENTLY MET WITH OFFICIALS FROM THE TAMPA HOUSING AUTHORITY.

AS PART OF OUR ONGOING EDUCATION, WE LEARNED THAT WITH THE NEW CREATIVE APPROACHES AND PUBLIC PRIVATE PARTNERSHIPS CURRENTLY EMPLOYED, TODAY'S IS NOT OUR GRANDMOTHER'S, SO PLEASE BANISH FROM YOUR MINDS IMAGES OF BLEAK, HUGE RUNDOWN CRIME AND DRUG INFESTED PROJECTS FROM THE SOUTH SIDE OF CHICAGO OR THE BRONX IN THE 1970S. THESE THAT JUST ISN'T HOW PUBLIC HOUSING IS DONE ANYMORE.

AND IF ANY OF YOU FEAR UNDESERVING RESIDENTS MAY TAKE ADVANTAGE OF PUBLIC HOUSING IF WE ESTABLISH AN AUTHORITY, I'D SAY FIRST THAT OUR NEEDS ARE VERY REAL AND GROWING, AND SECOND, THAT ESPECIALLY WHERE HUD FUNDS ARE INVOLVED, [INAUDIBLE] ARE REQUIRED TO ENGAGE IN SIGNIFICANT VETTING OF RECIPIENTS AND AUDITING OF PROGRAMS ST.

JOHN'S COUNTY NEEDS FOR A GREATLY OUTWEIGHS ANY POTENTIAL CHALLENGES WE FACE IN RUNNING OURS.

SO ON BEHALF OF THE RESIDENTS, TAXPAYERS AND VOTERS OF ST.

AUGUSTINE AND I AM ONE, WE URGE YOU IN THE CITY TO DO ALL YOU CAN TO ESTABLISH AND SUPPORT A ST.

JOHN'S COUNTY PUBLIC HOUSING AUTHORITY AS SOON AS POSSIBLE.

AND ALTHOUGH PHAS ARE SELF-SUSTAINING, IT WILL TAKE SEVERAL MONTHS FOR OURS TO GET UP AND RUNNING.

PLEASE ENSURE THAT ST.

AUGUSTINE DOES ITS PART TO ENSURE ADEQUATE RESOURCES, WHETHER BY CONTRIBUTING TO POOLED FINANCIAL RESOURCES OR IN-KIND PROVISION OF OFFICE SPACE AND ADMINISTRATIVE SUPPLIES AND SUPPORT TO ENABLE THE NEW PHA TO HIT THE GROUND RUNNING.

WE DID THIS JUST BEFORE THE CITY COMMISSION HELD ITS WORKSHOP ON AFFORDABLE HOUSING IN LATE JANUARY, AND WE DID SO AFTER MEETING WITH PINELLAS COUNTY LAST SUMMER AND LEARNING ABOUT THEIR IMPRESSIVELY SUCCESSFUL EFFORTS TO TACKLE THE AFFORDABLE HOUSING CRISIS, WHICH INCLUDED ALL OF THEIR MUNICIPALITIES AND THE BOARD OF COUNTY COMMISSIONERS ENTERING INTO AN AFFORDABLE HOUSING COMPACT.

NOW, SUCH A COMPACT IS NOT A BINDING AGREEMENT.

IT'S NOT A LEGAL DOCUMENT, PER SE.

IT HAS NO LEGAL EFFECT, BUT IT PROVIDES A PUBLIC ACKNOWLEDGMENT OF THE AFFORDABLE HOUSING CRISIS, ARTICULATES THE BONA FIDE COMMITMENT OF LOCAL GOVERNMENTS WITH COMMUNITY SUPPORT TO SOLVE THE PROBLEM IN A COLLABORATIVE AND COORDINATED WAY AND LAYS OUT THE STRATEGY AND TOOLS THEY AGREE TO EMPLOY TO INCREASE THE AFFORDABILITY OF HOUSING IN THEIR COMMUNITIES.

WITH THE PERMISSION OF PINELLAS FORWARD, AND THAT'S THE COUNTY LAND USE AND TRANSPORTATION PLANNING ORGANIZATION CARE BORROWED HEAVILY FROM THEIR HOUSING COMPACT.

ALTHOUGH WE ADAPTED OUR PROPOSAL TO THE CIRCUMSTANCES OF OUR VERY DIFFERENT COUNTY.

CARE BELIEVES THAT A PUBLIC HOUSING AUTHORITY WOULD BECOME THE CENTERPIECE OF AN AFFORDABLE HOUSING COMPACT FOR ST.

JOHN'S COUNTY. AND WHILE THE COMPACT IS NOT AN ISSUE FOR TODAY, I DO WANT TO GET BACK TO WHAT MY T-SHIRT SAYS.

THIS ITEM WAS INTRODUCED AT THE JUNE 27 CITY COMMISSION MEETING WHERE THERE WERE SOME CONCERNS REGARDING THE ELEVATIONS, HARBOR APPROVAL AND THE LANDSCAPE PLAN.

HARB REVIEWED AND APPROVED THE REVISED ELEVATION DRAWINGS AT THEIR JULY 21ST MEETING.

THE APPLICANT HAS ALSO SUBMITTED ADDITIONAL CLARIFICATION AND DETAIL RELATED TO THE PROPOSED LANDSCAPE PLAN AND THE USE OF NATIVE VEGETATION.

BUT IT IS VITALLY IMPORTANT THAT THE COMMUNITY UNDERSTAND THAT THE STATE LEGISLATURE AND VERY CANDIDLY, SENATOR HUDSON HAS BEEN A STRONG.

ADVOCATE FOR LIMITING THE POWER OF LOCAL GOVERNMENTS TO REGULATE SHORT TERM RENTALS.

AND SO OUR HANDS ARE TIED BY STATE GOVERNMENT AND THEY'RE CONSISTENTLY TIED BY THIS ADMINISTRATION.

AND UNFORTUNATELY, THE LEGISLATURE FALLS INTO THAT MODE OF OF MINIMIZING HOME RULE AND AGGREGATING POWER AT THE STATE LEVEL.

AND SO THIS IS THE CLASSIC EXAMPLE WHERE THE CITY'S ABILITY TO REGULATE SHORT TERM RENTALS IS IS IS RESTRICTED BY STATE GOVERNMENT, STATE STATUTE.

WE KNOW IT'S A PROBLEM.

THAT'S WHY WE PASSED AN ORDINANCE.

THAT'S WHY WE GOT SUED AFTER WE PASSED THE ORDINANCE.

SO WE ARE KEENLY AWARE OF THIS ISSUE.

AND WE'RE SPENDING A GREAT DEAL OF MONEY, INCLUDING REQUIRING OWNERS OF SHORT TERM RENTALS TO REGISTER THEIR THEIR ACCOMMODATIONS WITH THE CITY.

AND SO WE DO HAVE A GOOD ORDINANCE AND WE NEED TO MAKE SURE THAT WE'RE ENFORCING IT IN THIS PARTICULAR CIRCUMSTANCE.

BUT THE ABILITY TO DO ALL THAT WE WOULD WANT TO DO IS RESTRICTED BY STATE STATUTE.

THE OTHER THING I WOULD ADD, THOUGH, IS I THINK THAT OUR LOCAL STATUTE WAS PERHAPS MISCHARACTERIZED.

THE GENE OF OUR PROPERTY AND 120 PARCELS IN WEST AUGUSTINE WERE DESIGNATED FOR AFFORDABLE HOUSING.

THAT'S A GREAT STEP.

BUT THE COUNTY COMMISSION WAS MUCH MORE TEPID ABOUT A HOUSING AUTHORITY.

AND I BELIEVE JUST TO CORRECT THE LANGUAGE, WHAT THE SPEAKER WAS TALKING ABOUT WAS A COMPACT BETWEEN THE THREE LOCAL GOVERNMENTS.

THE HOUSING AUTHORITY, THOUGH, I THINK SHOULD FIRMLY REST WITH THE COUNTY.

THAT'S MY TAKE ON IT.

AND GIVEN THAT I WOULD ABSOLUTELY SUPPORT A RESOLUTION AND A LETTER AND ANYTHING ELSE WE CAN DO TO SUPPORT A HOUSING AUTHORITY, PUBLIC HOUSING AUTHORITY THAT WOULD OPEN UP ALL KINDS OF OPTIONS FOR THIS COMMUNITY TO GET FEDERAL FUNDING.

SO THE THE IMPLICATION THAT THIS COMMISSION IS TURNING THIS COMMUNITY INTO A RESORT BY RUBBER STAMPING EVERY HOTEL IS SIMPLY NOT TRUE.

IT IS THE UNDERLYING ZONING THAT WE HAVE TO DECIDE ON.

AND IF THERE'S AN AMENDMENT PROPOSED TO THAT ZONING LIKE WE SAW WITH THIS AMENDED PUD, THAT WAS A PUD BEFORE THAT, THEN WE JUDGE THE PUBLIC BENEFIT.

AND IF THE PUBLIC BENEFIT OUTWEIGHS THE QUOTE UNQUOTE COST OF THAT AMENDMENT, THEN WE GENERALLY SUPPORT IT.

IT'S ABOUT THE PUBLIC BENEFIT OF THAT CHANGE, BUT THE UNDERLYING ZONING IS THERE LEGALLY AND THERE'S REALLY NOTHING WE CAN DO ABOUT THAT.

WHAT WOULD BE THE RIPPLE IMPACT? THE CASA MONICA HAD BEEN VACANT FOR DECADES PRIOR TO 1968 WHEN IT WAS CONVERTED TO THE COURTHOUSE.

AND OUR FEAR WAS THAT IT WOULD STAY VACANT AGAIN.

SO, YOU KNOW, THIS IS AN ONGOING CONVERSATION AND OUR JOB IS THIS CONSTANT BALANCING OF INTEREST WITHIN THE CONTEXT OF THE LAW.

AND THAT'S THE OBLIGATION OF EVERY COMMISSION.

I'M ON THAT BOARD AND WE HAD A GENTLEMAN FROM THE UNIVERSITY OF NORTH FLORIDA THAT'S DOING A LOT OF RESEARCH INTO THIS.

AND WHAT HE'S FINDING IS THAT THERE ARE COMPANIES THAT ARE BUYING UP MASSIVE HOMES, SINGLE FAMILY HOMES, AND THEY'RE BUNDLING THEM INTO AN INVESTMENT PORTFOLIO FOR PEOPLE.

AND IT'S NOT JUST A SHORT TERM RENTAL ISSUES, IT'S THIS.

AND SO ALL THE AFFORDABLE HOUSING IS JUST GETTING JACKED UP AND JACKED UP BECAUSE THEY WANT TO MAKE A PROFIT.

HE DOESN'T KNOW HOW TO GET AROUND IT AND THEIR LLC.

SO IT'S HARD TO TRACK WHO THESE PEOPLE ARE, BUT IT'S HAPPENING ALL OVER ANY RESORT AREA.

MY UNDERSTANDING IS THAT THEY HAVEN'T COME HERE YET IN MASS, BUT THEY'RE IN JACKSONVILLE.

YEAH, WELL, NORTHEAST FLORIDA IS VERY HOT WITH THE PRIVATE EQUITY MARKET IN REAL ESTATE, SO IT'S ONLY A MATTER OF TIME.
