AS THE CHIEF IS COMING FORWARD, I WOULD LIKE TO TAKE A MOMENT TO RECOGNIZE OUR SHERIFF, SHERIFF HARDWICK, WHO'S HERE PRESENT WITH US, AND OF COURSE, HE STARTED OUT AS A PATROLMAN HERE ON THE ST.

AUGUSTINE POLICE DEPARTMENT, AND SO WE'RE ALWAYS DELIGHTED TO HAVE HIM BACK.

CARLOS, THERE'S A MICROPHONE THERE.

YES. ALL RIGHT MAYOR, COMMISSIONERS, THANK YOU VERY MUCH FOR THE OPPORTUNITY TO BE HERE TONIGHT.

SO WE ARE JOINED BY MEMBERS OF THE U.S.

COAST GUARD SECTOR JACKS WITH COMMANDER JOE LAMB, COMMANDER ROSE AND CHIEF WARRANT OFFICER HOLMES HERE WITH US FROM JACKSONVILLE.

MEMBERS OF THE ST. AUGUSTINE FIRE DEPARTMENT AND ST.

JOHN'S COUNTY SHERIFF'S OFFICE.

COME ON UP SHERIFF. SO WE PRIDE OURSELVES ON HAVING TREMENDOUS RELATIONSHIPS WITH OUR INNER LOCAL AGENCIES.

THEY TRAIN TOGETHER ALL THE TIME.

WE'VE EXPANDED THOSE RELATIONSHIPS TO INCLUDE OTHER GOVERNMENT AGENCIES AND OUR FEDERAL PARTNERS UP AT THE COAST GUARD.

SO WE'RE VERY BLESSED TO HAVE A VERY ROBUST MARINE DIVISION HERE WITHIN THE CITY LIMITS OF ST. AUGUSTINE AND ST. JOHN'S COUNTY.

WE ARE SORT OF SMACK DAB IN THE MIDDLE BETWEEN THE AREA OF RESPONSIBILITY FOR SECTOR JACKSONVILLE AND PONCE INLET.

AND SO BECAUSE OF THAT, WE'RE OFTENTIMES CALLED UPON AS THE FIRST RESPONDERS FOR MARITIME INCIDENTS IN THIS AREA AND YEARS OF TRAINING JOINT POLICIES.

JOINT TRAINING EFFORTS REALLY HAD A CULMINATING EVENT DURING THE NOR'EASTER STORMS OF NOVEMBER OF LAST YEAR, WHERE COLLECTIVELY ALL OF OUR CREWS RESPONDED TO OVER 20 DIFFERENT MARITIME EMERGENCIES OVER THE COURSE OF ONE WEEKEND.

AND SO WE'RE HERE TO RECOGNIZE SOME OF THE FOLKS THAT HAD A HAND IN THAT THIS WEEKEND.

ALL RIGHT, AT THIS TIME, I'D LIKE TO ASK THE COAST GUARD TEAM TO COME FORWARD.

THROUGHOUT THE SIGNIFICANT NOR'EASTER WEATHER EVENT ON NOVEMBER 4TH THROUGH THE 7TH, BOTH DEPARTMENTS DISPLAYED STEADFAST COMMITMENT TO COMMUNITY SAFETY AND SECURITY DESPITE THE EXTREME WEATHER CONDITIONS OF BLINDING RAIN AND WIND GUSTS IN EXCESS OF 65 MILES PER HOUR, YOU COLLECTIVELY SAVE THE LIVES OF FIVE ADULTS ONE CHILD, ONE DOG, ONE CAT, WHILE SAFELY ASSISTING COUNTLESS MORE INDIVIDUALS AND VESSELS.

OF PARTICULAR NOTE, ON NOVEMBER 4TH, YOU EXPERTLY NAVIGATED HEAVY WEATHER AND SHOAL WATER IN RESPONSE TO A MAYDAY CALL OVER VHF CHANNEL 16.

SUCCESSFULLY COMMUNICATING THROUGH A SUBSTANTIAL LANGUAGE BARRIER AND PANIC VICTIMS, WITHIN MINUTES, YOU STABILIZE THE SITUATION, TOWED THE VESSEL INTO SAFE WATERS AND ENSURE IT WAS MOORED OUT OF HARM'S WAY.

SUBSEQUENTLY, ON NOVEMBER 5TH, YOU SWIFTLY RESPONDED TO A VESSEL PINNED BENEATH THE BRIDGE OF LIONS. THE VESSEL WAS LISTING 90 DEGREES TO STARBOARD AND RAPIDLY TAKING ON WATER WITH TWO ADULTS AND ONE CHILD ON DECK AND THE FAMILY DOG AND CAT TRAPPED BELOW DECK.

YOUR QUICK ACTIONS AND PROFESSIONAL JUDGMENT ALLOWED YOU TO FREE, REWRITE AND DE WATER THE VESSEL, SAFELY REMOVING THE FAMILY AND MAKING IT POSSIBLE TO SAVE THE TWO ANIMALS.

THAT SAME DAY YOU DIVERTED TO A CAPSIZED HOUSEBOAT WITH ONE PERSON ON BOARD.

AGAIN, YOUR RAPID RESPONSE RESULTED IN THE INDIVIDUAL BEING PULLED FROM THE WATER AND TRANSPORTED TO LAND SAFELY.

LASTLY, IN THE EARLY MORNING OF NOVEMBER SIX, YOU RESPONDED TO A MAYDAY CALL FOR A LARGE SAILING VESSEL, STRIKING THE BRIDGE OF LIONS.

DUE TO HEAVY RAINS, UNRELENTING WINDS, INCOMING TIDE AND REDUCED VISIBILITY, YOU LOCATED THE DISTRESS VESSEL PINNED AGAINST THE BRIDGE.

AS A SITUATION AND WEATHER CONDITIONS DETERIORATED, YOUR DECISION TO CUT THE TANGLED ANCHOR LINES, COUPLED WITH EXPERT BOAT HANDLING, ALLOWED CREWS TO PULL THE VESSEL AWAY FROM THE BRIDGE.

DURING THIS RESCUE, MULTIPLE OTHER MAYDAY DISTRESS CALLS WERE RECEIVED FROM BOATERS.

MOST NOTABLY, A CALL CAME FROM A CELL BOAT THAT BROKE FREE FROM ITS MOORINGS AND STRUCK A BRIDGE SHARING ITS MAST.

DIRECT COORDINATION WITH A LAND BASED CRUISE FACILITATED SECURING THE VESSEL AND PREVENTING LOSS OF LIFE, DISCHARGE OF POLLUTION, AND FURTHER DAMAGE TO PROPERTY.

NO MATTER THE CALL, ST. JOHN'S COUNTY SHERIFF'S OFFICE IN ST.

AUGUSTINE FIRE DEPARTMENT IS DEDICATED TO THE SAFETY OF THE COMMUNITY, CITIZENS AND THE SHARED WATERWAY.

PUBLIC SAFETY IS THE MOST ELEMENTAL THING THAT THAT ALL OUR CITIZENS EXPECT FROM GOVERNMENT, AND YOU DEMONSTRATED THAT SO WONDERFULLY.

WE'RE ALWAYS HONORED TO HAVE THE COAST GUARD WITH US.

AS YOU KNOW, THE HOTEL PONCE DE LEON WAS A COAST GUARD TRAINING FACILITY DURING WORLD WAR TWO, AND WE FOR A WHILE HAD A COAST GUARD AIR STATION HERE AND LOST FOUR COAST GUARDSMEN IN 1990.

AND SO THEY'RE MEMORIALIZED IN FRONT OF CITY HALL.

AND SO OUR RELATIONSHIP WITH THE COAST GUARD MEANS A GREAT DEAL TO OUR COMMUNITY AND TO THE SHERIFF'S DEPARTMENT.

I CAN ONLY SPEAK THAT THE RELATIONSHIP BETWEEN THE SHERIFF'S DEPARTMENT AND OUR OWN POLICE DEPARTMENT, OUR OWN COMMUNITY IS SO IMPORTANT AND I PERSONALLY WILL FOREVER BE GRATEFUL FOR YOUR SUPPORT DURING THE SUMMER OF 2020, WHEN WE WENT THROUGH 25 DEMONSTRATIONS OF ONE NATURE OR ANOTHER AND KNOWING THAT WE HAD THE FULL SUPPORT AND COMMITMENT OF THE POLICE DEPARTMENT WAS VERY, VERY IMPORTANT AND WE'LL ALWAYS BE GRATEFUL. THE LAST THING I WOULD SAY IS MY POLICE CHIEF HAS TOLD ME TO MAKE SURE WE UNDERSTAND THAT OUR OWN BOAT WAS IN DRY DOCK DURING THE STORMS AND HENCE WE HAD NO POLICEMEN UP HERE.

BUT BY GOLLY, THEY WOULD HAVE BEEN, AND WE'RE GRATEFUL FOR THEM SO MUCH.

GROWING UP AS A KID, I WAS INSPIRED ONE HUNDRED PERCENT OF THE TIME BY MY OWN FAMILY.

DR. JULIUS FIELDS WAS BORN IN 1921 IN ST.

AUGUSTINE, FLORIDA. ATTENDED ALL SEGREGATED SCHOOLS, ATTENDED EXCELSIOR HIGH SCHOOL, ATTENDED FORDHAM MEMORIAL COLLEGE, DID HIS PRE DENTAL WORK AT FISK UNIVERSITY, WHICH IS IN NASHVILLE, TENNESSEE, THEN HE WAS ACCEPTED INTO MURRAY MEDICAL SCHOOL.

HE ACQUIRED HIS MEDICAL LICENSE FROM THE STATE OF FLORIDA IN 1951.

HE THEN SERVED IN THE UNITED STATES ARMY, RETIRED AS A CAPTAIN, RETURNED BACK HOME TO THIS COMMUNITY IN ST.

AUGUSTINE AND SERVED AFRICAN-AMERICAN AND CAUCASIAN PATIENTS DURING SEGREGATION.

I HAD RECEIVED A PHONE CALL FROM HIS SON, WAYNE FIELDS, WHO WAS A STAR FOOTBALL PLAYER AT THE UNIVERSITY OF FLORIDA IN THE 70S AND WAS ONE OF A FEW AFRICAN-AMERICAN STUDENTS WHO INTEGRATED THE SCHOOL.

HE GAVE ME A CALL.

OUR NEXT IS A PROCLAMATION 2022-04 PROCLAIMING MARCH OF 2022 AS MENORCAN HISTORY AND CULTURE MONTH.

OK, ALL RIGHT.

SO I'D LIKE TO WELCOME THE MENORCANS AND DESCENDANTS HERE TONIGHT.

WE'LL TAKE A PICTURE IN A MINUTE, BUT I'LL GO AHEAD AND READ THE PROCLAMATION.

IT'S AN HONOR TO HAVE YOU AND WE'RE SO THRILLED YOU'RE HERE.

WHEREAS IN 1768, OVER 1400 PEOPLE LEFT THE MEDITERRANEAN AND SET SAIL FOR BRITISH EAST FLORIDA. AMONG THIS GROUP WHERE MENORCAN, GREEK, ITALIAN, CORSICAN AND FRENCH PEOPLES.

THIS WAS THE LARGEST SINGLE GROUP OF EUROPEAN SETTLERS TO IMMIGRATE TO THE NEW WORLD.

THE COURAGEOUS EFFORTS OF THE GROUP TO TAME THE WILDERNESS AND SETTLE A PORTION OF NORTHEAST FLORIDA REPRESENTS A MAJOR CONTRIBUTION TO EARLY AMERICAN HISTORY, WHEREAS THE MENORCANS SPENT THE FIRST NINE YEARS TOILING UNDER HARSH CONDITIONS AND ENDURED EVEN HARSHER TREATMENT.

THEIR NUMBERS WERE DECIMATED BY DISEASE AND STARVATION.

IN THE FALL OF 1777, THE REMAINING MEMBERS, NOW LESS THAN SEVEN HUNDRED SOULS, WALK TO ST.

AUGUSTINE. THEY PETITIONED THE BRITISH GOVERNOR, PATRICK TONYN, AND HE GRANTED THEM A SPACE IN THE NORTHWEST SECTION OF THE OLD WALLED CITY.

WHEREAS THE SECOND SPANISH OCCUPATION AND THE EVENTUAL ACQUISITION OF FLORIDA BY THE YOUNG UNITED STATES CHANGED TO FLAGS THAT FLEW OVER THE CITY.

SINCE COMING TO THE CITY, THE MENORCAN COLONISTS AND THEIR DESCENDANTS HAVE BEEN AN INTEGRAL PART OF ST.

AUGUSTINE AND ST.

JOHNS COUNTY FOR MORE THAN TWO CENTURIES.

AND WHEREAS SINCE THEN, THE VIBRANT MENORCAN COMMUNITY HAS FORTIFIED THE CULTURE OF THE NATION'S OLDEST CITY.

THE NEXUS OF SPANISH ISLAND CULTURE, THE SPIRIT, MEDITERRANEAN TRADITIONS AND THE NEW WORLD ADAPTATION HAS LONG INTRIGUED VISITORS.

NOW, THEREFORE, WE, THE CITY OF ST.

AUGUSTINE COMMISSION, HEREBY PROCLAIMS MARCH 2022 AS MENORCAN HISTORY AND CULTURE MONTH, AND ENCOURAGES ALL CITIZENS TO PARTICIPATE IN THE MANY ACTIVITIES PLANNED THROUGHOUT THE MONTH OF MARCH THAT HIGHLIGHT THE MENORCAN EXPERIENCE.

AND THAT IS THE PROCLAMATION.

AND WHEREAS THE 2022 WOMEN'S HISTORY THEME PROVIDING HEALING PROMOTING HOPE IS BOTH A TRIBUTE TO THE CEASELESS WORK OF CAREGIVERS AND FRONTLINE WORKERS DURING THIS ONGOING PANDEMIC AND ALSO A RECOGNITION OF THE THOUSANDS OF WAYS THAT WOMEN OF ALL CULTURES HAVE PROVIDED BOTH HEALING AND HOPE THROUGHOUT HISTORY.

OF THOSE EXPERIENCING HOMELESSNESS WERE CHRONICALLY HOMELESS, MEANING THAT THEY HAVE BEEN HOMELESS A LONGER DURATION OF TIME AND HAVE A DISABLING CONDITION.

MANY OF OUR CLIENTS ARE LIVING OFF A VERY FIXED INCOME DUE TO THESE DISABILITIES.

THE TWO THOUSAND TWENTY TWO SSI BENEFIT IS EIGHT HUNDRED AND FORTY ONE DOLLARS IN FLORIDA FOR THOSE WITH DISABILITIES.

EIGHT HUNDRED AND FORTY ONE DOLLARS TO PAY RENT AND ANY OTHER BILLS OR NEEDS IS NEAR IMPOSSIBLE IN OUR HOUSING MARKET HERE.

FEW COMPLEXES ARE INCOME BASED IN OUR AREA AND THOSE THAT ARE OR HAVE LONG WAITLISTS THAT ARE SO FULL THAT ARE OFTEN NOT OPEN TO EVEN APPLY FOR UNFORTUNATELY.

OUR COUNTY DOES NOT HAVE A HOUSING AUTHORITY OR DIRECTLY DISTRIBUTE SECTION EIGHT VOUCHERS. THUS, THERE IS A GAP FOR INCOME BASED HOUSING FOR THESE INDIVIDUALS.

AFFORDABLE WORKFORCE HOUSING ALSO HAS A GAP FOR THESE INDIVIDUALS AS THESE COMPLEXES ARE INCOME LIMITED, MEANING YOU MUST MAKE A MINIMUM INCOME USUALLY TWO OR THREE TIMES THE RENT TO LIVE THERE.

THIS IS A GREAT RESOURCE AND VERY AFFORDABLE FOR MANY IN OUR COMMUNITY.

BUT WITH RENT STARTING AT $700, IT LEAVES OUT FOR THOSE THAT WE SERVE WITH AN INCOME AT EIGHT HUNDRED AND FORTY ONE DOLLARS.

IN ADDITION TO BUDGET NEEDS, HOUSING FOR OUR CLIENTS MUST INCLUDE SERVICES TO ENSURE STABILITY DUE TO THEIR PHYSICAL AND MENTAL HEALTH NEEDS, AS WELL AS STABILIZING OUT OF THE TRAUMATIC EXPERIENCE OF BEING HOMELESS.

AN EXAMPLE OF THIS IS SOUTHERN VILLAS, A ST.

JOHN'S HOUSING PARTNERSHIP PROJECT WITH A CASE MANAGER ON SITE.

ON BEHALF OF WOMEN'S HISTORY MONTH, SINCE I HAVE ACTUALLY BEEN A WOMEN'S STUDIES SCHOLAR FOR ALMOST HALF A CENTURY.

CLEARLY AS A CHILD AND I'VE TAUGHT WOMEN'S HISTORY FOR THE LAST 30 YEARS.

SO I WANT TO START A LITTLE BIT.

I'LL KEEP WITHIN MY THREE MINUTES WITH ABIGAIL ADAMS ON MARCH 31ST OF 1776, TELLING HER HUSBAND, I DESIRE YOU TO REMEMBER THE LADIES AND BE MORE GENEROUS AND FAVORABLE TO THEM THAN YOUR ANCESTORS.

BECAUSE WOMEN HAD NO RIGHTS UNDER ENGLISH COMMON LAW.

WOMEN COULD NOT GO TO INDEPENDENCE DAY FESTIVITIES, TRAVEL BY THEMSELVES, GO TO RESTAURANTS, OWN PROPERTY AND SPEAK IN PUBLIC AS SOME EXAMPLES.

WOMEN HAD TO WAIT TILL THE END OF WORLD WAR ONE FOR THEIR JOB SERVICE DURING THAT CONFLICT, TO BE REWARDED WITH THE 19TH AMENDMENT PASSED AND RATIFIED BY THE STATES BY ONE VOTE, BY THE WAY, IN 1920.

SO WE JUST CELEBRATED THE 100TH ANNIVERSARY OF THAT.

THIS JUNE MARKS THE 50TH ANNIVERSARY OF TITLE NINE, AND THIS IS WHERE I'M GOING TO DIGRESS. GIVE YOU A SHORT PERSONAL STORY THAT WILL EMBARRASS ME AND EVERYONE ELSE.

BUT I STARTED GRAD SCHOOL IN HISTORY IN 1976 ON A FULL SCHOLARSHIP AT A LAND GRANT INSTITUTION IN VIRGINIA AND A CLASS OF FIFTY THREE, FIFTY MEN AND THREE WOMEN.

THE DEAN ANNOUNCED PUBLICLY ON THE FIRST DAY OF CLASSES, POINTING TO EACH OF US WOMEN THAT WE SHOULD SPARE THE COLLEGE EMBARRASSMENT AND QUIT IMMEDIATELY.

NONE OF US WOULD FINISH.

WE WOULD ALL BE BAREFOOT AND PREGNANT BEFORE YEAR'S END.

ALL OF US GRADUATED.

BUT AT THE TIME, AND SINCE VERY RECENTLY, NO PLAN WAS MADE TO PROVIDE FOR AND FUND ALTERNATIVE MOBILITY ITEMS SUCH AS PUBLIC PARKING, INCREASED WALKABILITY AND MANY OF THE PROVISIONS THAT ARE PRESENTED IN THE MOBILITY PLAN.

WALKING AND BICYCLING PLAN, TRANSIT CIRCULATOR PLAN, MULTIMODAL WAYS PLAN AND THE STREETS PLAN. THIS PLAN IS THE ANSWER IN SO MANY WAYS TO THAT PROBLEM THAT WAS CREATED IN THE YEARS THERE HAVE BEEN SOLUTIONS OFFERED WE HAD THERE WAS A MUNICIPAL PARKING GARAGE BUILT AND THERE'S BEEN MANY OTHER PROJECTS ALONG THE WAY AND WE HAVE STRUGGLED FOR A LONG TIME TO COME UP WITH WAYS, CREATIVE WAYS TO SOLVE THIS PROBLEM, THIS ACCESS PROBLEM, THIS INGRESS AND EGRESS PROBLEM THAT WE'VE HAD, AS WELL AS THE PARKING PROBLEM.

IT LOOKS LIKE PLANNING AND ZONING CAME UP WITH SOME REALLY GOOD SUGGESTIONS, WHICH I ASSUME THAT YOU OH, THEY ARE IMPLEMENTED INTO HERE, OK? EVERYTHING'S BEEN INCORPORATED INTO THE ORDINANCE.

THAT'S WHAT I THOUGHT I READ.

SO I WANTED TO BE SURE BECAUSE I KNOW THERE WAS QUITE A BIT OF DISCUSSION AT PLANNING AND ZONING, WHICH WAS BROUGHT TO OUR ATTENTION BY MR. PAPPAS, OUR PLANNING AND ZONING MEMBER, WHICH I THINK IMPORTANT.

BUT SO I THINK THAT IT'S A GOOD START.

THE MOBILITY IMPACT, FEE AND PLAN MEET NUMEROUS GOALS OF THE COMPREHENSIVE PLAN, AS OUTLINED BY STAFF IN THE SUPPORTING MATERIALS, AS WELL AS THE GOALS OF THE VISION PLAN.

ITS IMPLEMENTATION WOULD HELP PROVIDE MUCH NEEDED IMPROVEMENTS IN QUALITY OF LIFE FOR CITY RESIDENTS, AS WELL AS ENVIRONMENTAL SUSTAINABILITY, INCLUDING A REDUCTION IN THE CITY'S CARBON FOOTPRINT, WITH LESS CARS IDLING AND DRIVING AROUND LOOKING FOR PARKING.

INCREASES IN MULTIMODAL FORMS OF MOBILITY, SPEAK TO ME LOUDLY AS A PEDESTRIAN AND A BICYCLE COMMUTER, I REFERENCE PAGE 43 OF THE TECHNICAL REPORT.

WHILE THE LEVEL OF SERVICE FOR THESE QUOTE MODES OF TRANSPORTATION IS LISTED AS A, LEVELS OF SERVICE, QUALITY OF SERVICE HERE IN OUR CITY IS CURRENTLY A D OR E, MEANING FEW, IF ANY PEOPLE USE THESE FACILITIES TO WALK, BICYCLE OR SCOOT.

WALKING AND BICYCLING ARE SIMPLY PUT UNSAFE AT BEST.

THIS PLAN AND IMPACT FEE WOULD MOVE US AWAY FROM LEVEL OF SERVICE AND INTO QUALITY OF SERVICE, WHICH I THINK IS ESSENTIAL.

THE TIERED FEE SYSTEM IS BASED ON THE INDUSTRY STANDARDS FROM THE INSTITUTE FOR TRANSPORTATION ENGINEERS TRIP GENERATION MANUAL AND THE NATIONAL HOUSEHOLD TRAVEL SURVEY.

THE FEE IS REASONABLE AND FAIR BECAUSE IT IS TIERED, WITH THOSE CONTRIBUTING THE GREATEST IMPACTS TO MOBILITY FOOTING THE BILL FOR IMPROVEMENTS.

THEY WILL NOW PAY THEIR FAIR SHARE AND, IN OTHER WORDS, ARE ALREADY BURDENED TO CITIZENS, WILL NOT BEAR THE FINANCIAL RESPONSIBILITY OF MAKING THESE NECESSARY IMPROVEMENTS THAT DIRECTLY RESULT FROM INCREASED OR HIGHER IMPACT DEVELOPMENT AND COMMERCIAL ENTERPRISES.

THESE HAVE BEEN HANDLED BY LAW ENFORCEMENT FOR DECADES, EVEN PRIOR TO MY JOINING THE CITY. SO THESE ARE ESTABLISHED STATUTORY REMEDIES WHERE FOR CERTAIN OF OUR CITY CODE CITATIONS, THEY ARE POTENTIALLY CRIMINAL PENALTIES.

THIS SIMPLY CODIFIES OUR EXISTING PROCESS.

THE ONE SUBSTANTIVE CHANGE TO OUR EXISTING PROCEDURES IS THAT WE ARE SHRINKING THE TIME FOR FOLKS TO PAY THEIR CITATIONS AT THE ST.

AUGUSTINE POLICE DEPARTMENT FROM 30 DAYS TO 15 DAYS, AND WE'VE HAD TO DO THAT TO ACCOMMODATE THE NOTICING REQUIRED FOR THE JUDGE'S SCHEDULES ON THE FACE OF THE CITATIONS.

AND SO THAT'S REALLY THE ONLY SUBSTANTIVE CHANGE THAT 30 DAYS TO 15 DAYS.

EVERYTHING ELSE IS SIMPLY CODIFYING THE PROCEDURES THAT ALREADY HAPPEN AND HAVE BEEN GOING ON FOR DECADES.

WE ISSUED AN RFP FOR THIS LOAN THROUGH OUR FINANCIAL ADVISOR AND HAD A VERY LARGE RESPONSE THAT I'M PLEASED TO INFORM YOU THAT WE WERE ABLE TO ACHIEVE AN INTEREST RATE OF UNDER TWO PERCENT.

ALL OF THE PROJECTS WERE LISTED OUT, I BELIEVE, AT A DECEMBER MEETING WHEN WE GOT AUTHORIZATION TO PRE SPEND SOME OF THIS MONEY IN ANTICIPATION OF THIS BORROWING.

BUT I'LL BE HAPPY TO GO THROUGH ALL THE PROJECTS WITH YOU IF YOU'D LIKE.

THE TERM IS TWELVE YEARS AND AS I STATED, THE RATE IS UNDER TWO PERCENT, 1.945 PERCENT AND THE TOTAL INTEREST OVER THE LIFE OF THE LOAN IS 1.95 MILLION DOLLARS.

THAT IS NOT INCLUDED IN YOUR PACKAGE BECAUSE IT WAS KIND OF A LAST MINUTE ADD ON, WE HAD MONEY BUDGETED FOR THAT THIS YEAR IN THE BUDGET, BUT WE'RE $100,000 SHORT AND BECAUSE OF ROOF IS A 30-YEAR ASSET, WE TAG THAT HUNDRED THOUSAND ONTO THIS BORROWING SO WE COULD GET THAT WASTEWATER. WELL, THE TWELVE YEAR WAS CHOSEN MAINLY BECAUSE WE'RE GOING INTO THE BANK MARKET AND NOT ISSUING BONDS.

TO ISSUE BONDS OF A LONGER DURATION WOULD REQUIRE A LOT MORE DUE DILIGENCE THAN A RISING INTEREST RATE ENVIRONMENT.

WE DIDN'T THINK THAT WOULD BE SOUND BECAUSE OF HOW RAPID WE'RE THINKING INTEREST RATES COULD RISE. SO WE WANTED TO ENTER A BANK LOAN INSTEAD OF A BOND, AND TWELVE YEARS WAS CHOSEN BECAUSE OF OUR CURRENT DEBT SERVICE STRUCTURE AND THE FACT THAT SOME DEBT SERVICE IS FALLING OFF VERY SOON.

SO WE WANT TO KEEP A LEVEL DEBT SERVICE SO THAT THERE'S NO SHOCKS TO FUTURE BUDGETS OR FUTURE BUDGET STAFF OR A FUTURE COMMISSION.

SO WE'VE COMPLETED THAT TASK AND TODAY I'D LIKE TO GO OVER THE EXTENT OF THE STUDY AREA WITH YOU.

THE ROADWAY CLASSIFICATION AND FEATURES OF RIBERIA STREET.

ALSO, WE DID A CRASH ANALYSIS, SO WE PULLED ALL OF THE CRASH DATA FROM 2011 TO PRESENT, AND I'LL GIVE YOU A SUMMARY OF THAT.

WE'VE DONE MULTIPLE SPEED STUDIES ON THE CORRIDOR, SO I'LL PROVIDE THAT INFORMATION AS WELL. WE ARE DOING AND I'LL GO OVER WHAT CURRENTLY WE'RE DOING ON THE ROAD FOR TRAFFIC CALMING, POTENTIAL TRAFFIC CALMING SOLUTIONS.

AND THEN WHAT OUR INITIAL BLUSH AT A RECOMMENDED STRATEGY MOVING FORWARD IS.

SO THE ROAD ITSELF, THE EXTENT OF THE STUDY AREA IS REALLY FROM KING STREET SOUTH TO EDDIE VICKERS. IT'S ABOUT A MILE IN LENGTH.

IT'S CLASSIFIED AS A MAJOR COLLECTOR, SO THAT MEANS THAT IT'S DESIGNED TO COLLECT TRAFFIC OFF OF ALL OF YOUR LOCAL ROADS, YOUR RESIDENTIAL AND MOVE THEM TO LIKE AN ARTERIAL, WHICH WOULD BE KING STREET, US1.

AND IT HAS A POSTED SPEED LIMIT OF 25 MILES PER HOUR.

AND THE ROAD WAS ALSO REBUILT IN ABOUT 2011, 2012, AND IN THAT TIME WE DID BUILD A SIDEWALK THAT RUNS THE ENTIRE LENGTH OF RIBERIA STREET 2020 FDOT ANNUAL AVERAGE DAILY TRAFFIC ON THE ROAD IS TWENTY-THREE HUNDRED VEHICLES A DAY, AND THAT'S PRETTY CONSISTENT IN WHAT WE'VE SEEN IN THE SPEED STUDIES WHEN WE LOOK AT IT AS WELL.

WE DO HAVE EXISTING PEDESTRIAN CROSSWALKS.

THERE'S AN EXISTING CROSSWALK AT KING STREET, BRIDGE STREET, LOVETT SOUTH STREET AND THE WILLY GALIMORE CENTER.

WE HAVE THE TWO MOST RECENT ONES WE'RE ADDED AT SOUTH STREET AND LOVETT STREET, SO THE GRAPHIC ON THE RIGHT HERE SHOWS IN YELLOW, WHERE THERE'S EXISTING CROSSWALKS ARE.

THERE ARE NO STOP SIGNS ALONG THIS SECTION OF RIBERIA STREET, AND THERE'S ALSO NO PARKING. AND AS I SAID BEFORE, WE HAVE A CONTINUOUS SIDEWALK ON THE WEST SIDE.

WE ALSO HAVE CURRENT LAND USES, THERE'S A MIX OF LAND USES, IT'S NOT JUST RESIDENTIAL, BUT WE LOOK AT THERE'S MARINE INDUSTRIAL RECREATION, OPEN SPACE, COMMERCIAL, LOW INTENSITY AND A MIX OF RESIDENTIAL AS WELL.

WHEN WE GET INTO THE CRASH ANALYSIS, WE CAN GO ALL THE WAY BACK WITH SIGNAL FOR ANALYTICS TO 2011 CRASH DATA.

THERE WAS ONLY IN SINCE 2011 THERE'S ONLY BEEN FOUR PEDESTRIAN CRASHES RELATED CRASHES ALONG THE CORRIDOR.

MOST OF THOSE OCCURRED AT KING STREET AND RIBERIA STREET.

HERE'S KIND OF AN OVERVIEW OF ALL THE CRASHES, THERE'S BEEN ONE HUNDRED AND EIGHTY ONE TOTAL CRASHES.

ONE HUNDRED AND SIXTY ONE INVOLVE NO INJURIES.

THERE WAS ONE FATALITY THAT WAS A SINGLE USER.

THEY LOST CONTROL OF THEIR VEHICLE AND VEERED OFF OF THE ROAD.

AND THAT HAPPENED.

I BELIEVE IN 2019.

SO WE AVERAGE ABOUT 17 CRASHES PER YEAR OVER THAT 11 YEAR TIME FRAME.

OVER ALL OF THOSE CRASHES, WHEN WE DIG INTO THEM, ONLY ONE CRASH WAS DESIGNATED AS SPEEDING RELATED.

AND WHEN YOU DIG INTO THAT ONE, IT WAS ACTUALLY A THEFT OF A VEHICLE WITH THAT CRASH AND WE HAD FOUR CRASHES THAT INVOLVED PEDESTRIANS.

ONE OF THOSE WAS A PEDESTRIAN THAT WAS NOT WALKING ON THE SIDEWALK.

IT WAS WALKING IN THE TRAFFIC LANE.

A SPEED STUDY RESULTS THIS TABLE SHOWS ALL THE DIFFERENT SPEED STUDIES THAT WE'VE PERFORMED OVER THE YEARS, STARTING IN 2016, WE ACTUALLY DID THREE INDIVIDUAL SPEED

STUDIES AND THEN I'M GOING TO HIGHLIGHT THE EIGHTY FIFTH PERCENTILE SPEED BECAUSE WHEN WE GET IN THE TRAFFIC CALMING, THAT'S KIND OF THE CRITERIA THAT WE USE IS, WHAT ARE WHAT'S THE EIGHTY FIFTH PERCENTILE? SO WHAT ARE EIGHTY FIVE PERCENT OF THE USERS GOING? WHAT'S THAT SPEED LIMIT OF EIGHTY FIVE PERCENT OF THE USERS ON THAT ROAD ARE GOING THIS SPEED LIMIT OR BELOW? AND SO WHAT YOU'LL SEE IS EIGHTY FIVE PERCENT ARE GOING IN THE 2016, THE FIRST ONE THIRTY MILES PER HOUR IN THE SOUTHBOUND DIRECTION, THIRTY TWO MILES PER HOUR.

SO THAT MEANS EIGHTY FIVE PERCENT OF ALL OF THE USERS WERE GOING THIRTY MILES PER HOUR OR BELOW IN THE CORRIDOR WHEN WE DID THAT SPEED STUDY.

WHERE YOU GET INTO TRAFFIC CALMING MECHANISM DEPLOYMENT, WE TYPICALLY LOOK AT GREATER THAN FIVE MILES PER HOUR, THE POSTED SPEED LIMIT.

AND SO YOU CAN SEE RIGHT HERE THAT THERE IS SPEEDING ON THE STREET, AND IT'S RIGHT AT THAT THRESHOLD WHERE WE WOULD DEPLOY TRAFFIC CALMING.

HOWEVER, WHEN WE TALK ABOUT TRAFFIC CALMING, IT'S NOT JUST AN EQUATION FROM THE MOBILITY OR TRANSPORTATION DEPARTMENT, WE HAVE TO ENGAGE OUR EMERGENCY SERVICES, SO WE HAVE TO REACH OUT TO THE FIRE DEPARTMENT AND POLICE DEPARTMENT.

AND THERE'S NOT A SPEED CUSHION OR SPEED TABLE THAT WE DON'T DEPLOY, THAT WE DON'T CONFER WITH THEM BEFORE WE MOVE FORWARD WITH IT.

AND AS WE GET INTO THIS, THIS PARTICULAR CORRIDOR IS HIGHLIGHTED AS AN EMERGING AS A CRITICAL EMERGENCY RESPONSE CORRIDOR.

AND SO THAT'S WHY WE HAVE NOT IN THE PAST GONE OUT AND DEPLOYED SPEED CUSHIONS OR SPEED TABLES. AND JUST ON THE SPEED STUDIES, WE DID DO TWO BACK TO BACK SPEED STUDIES THIS PAST MONTH AND IT WAS THE SAME TWENTY-NINE MILES PER HOUR, THIRTY MILES PER HOUR AS THE EIGHTY FIFTH PERCENTILE.

SO WHAT WE CURRENTLY DO IS WE HAVE THESE PORTABLE SPEED DISPLAY SIGNS.

WE HAVE FOUR OF THEM TOTAL IN THE CITY.

IT WAS ONE OF THE THINGS WE DID WITH THE RIGHT OUT OF THE GATE WITH THE MOBILITY INITIATIVE. WE PURCHASED THIS EQUIPMENT.

AND WE ACTUALLY ROTATE THEM THROUGHOUT ALL OF OUR STREETS BECAUSE WE DO GET SPEEDING COMPLAINTS THROUGHOUT THE CITY.

SO THIS IS ONE TACTIC THAT WE USE WHERE WE ROTATE THESE THROUGHOUT THE CITY.

AND THEN ALSO THERE'S A POLICE DEPARTMENT THAT TARGETS SPEEDING.

SO WHEN WE LOOK AT POTENTIAL TRAFFIC CALMING SOLUTIONS FOR THE CORRIDOR, WE CAN LOOK AT INSTALLING STOP SIGNS AT MAJOR INTERSECTIONS AND INTERSECTIONS WITH SIGHT DISTANCE RESTRAINTS, YOU KNOW, TO INSTALL A STOP SIGN WHERE YOU HAVE TO MEET CERTAIN WARRANTS.

SO YOU CAN'T JUST GO.

TYPICALLY, YOU WANT TO STOP SIGN TO BE WHERE THE VOLUME OF TRAFFIC IS THE SAME BECAUSE IF YOU PUT A STOP SIGN ON RIBERIA STREET AND A SIDE STREET HAS NO TRAFFIC EVENTUALLY, THE ROAD USER IS GOING TO NOTICE THAT AND THEY'RE JUST GOING TO START TO IGNORE THE STOP SIGN. INSTALL HIGH VISIBILITY PEDESTRIAN CROSSWALKS.

I THINK KNOWING NOW WHAT I KNOW VERSUS BACK IN 2011, WHEN WE WERE REBUILDING THE STREET, WE WOULD HAVE PROBABLY INSTALLED MORE PEDESTRIAN CROSSWALKS IN THE CORRIDOR IF WE WERE REBUILDING THE ROAD TODAY.

SO THERE SPEED, CUSHIONS AND SPEED TABLES, TYPICALLY WE LIKE TO DEPLOY SPEED CUSHIONS OF BECAUSE THEY CAN GET TO WHERE AN EMERGENCY VEHICLE CAN KIND OF STRADDLE THEM AND NOT SLOW DOWN AS MUCH.

SO THAT WOULD BE THE BIG TICKETS COMING OUT IS TARGETING SPEEDERS OVER THIRTY ONE MILES PER HOUR. CONVERTING ALL THE EXISTING CROSSWALKS TO HIGH VIZ CROSSWALKS.

ADDING TWO NEW CROSSWALKS THAT ARE HIGH VIZ, ADDING THE STOP SIGN AND THEN THAT CAMPAIGN TO TARGET THE SPEEDERS GOING THIRTY-ONE AND ABOVE.

AND THEN ONE OF THE GREAT THINGS IS WE CAN START WITH THAT AND THEN DO ANOTHER SPEED STUDY AND EVALUATE IF WE'VE ACTUALLY EFFECTED CHANGE ON THE CORRIDOR.

BUT THE TOTAL VISION FOR SEBASTIAN HARBOR, [INAUDIBLE] HAVE A WIDE SIDEWALK ON BOTH SIDES AND MAYBE SOME ON STREET PARKING FOR SHORT TERM PARKING AS WELL.

SO WHEN THAT DEVELOPMENT KICKS OFF OR WHEN THAT HOTEL DEVELOPS, THEN WE WOULD USE THE MOBILITY FEE GENERATED FROM THAT TO MOVE FORWARD WITH THOSE PROJECTS.

AND MOST OF THAT REALLY REVOLVES AROUND THE DEVELOPMENT OF SEBASTIAN HARBOR PROJECT, PARTICULARLY ON SEBASTIAN.

THE CROSSWALKS ARE IMPORTANT, BUT THEY'RE MOSTLY IMPORTANT ON THE NORTHERN END OF RIBERIA STREET, WHERE YOU GET MOST OF THE TRAFFIC GOING TO THE RESTAURANTS AND YOU KNOW, AND TO THE [INAUDIBLE] HAVE A 73-YEAR-OLD MOMENT TO THE YEAH, EXACTLY.

SO UNTIL WE CAN EXPAND THE SIDEWALKS TO GET PEOPLE OFF THE STREET, WE'RE GOING TO HAVE A PROBLEM. AND THAT HAS TO DO WITH THE DEVELOPMENT AND COOPERATION THAT PROPERTY OWNER, THE CROSSWALKS. YEAH, THEY'RE IMPORTANT ON THE NORTH END, BUT ON THE SOUTH END, LESS SO.

THE ONLY TIME I SEE BIG CONGESTION THERE IS RUSH HOUR WHEN PEOPLE GO HOME AND I USE THAT, YOU KNOW, TONGUE IN CHEEK, WHEN FIVE O'CLOCK ROLLS AROUND, RIBERIA GETS REAL BUSY FOR 30 MINUTES. REALLY BUSY.

AND WE ACTUALLY GOT A RESPONSE AND IN FACT, THE RESPONSE WAS LET'S SET UP AN INITIAL CONFERENCE CALL WITH THE CITY MANAGER WITH THESE VERY SPECIFIC DATES.

SO WE MAY BE HAVING A CONFERENCE CALL WITH THE NATIONAL CZAR'S OFFICE EITHER THIS WEEK OR NEXT WEEK. AND SO WHAT WE'VE BEEN DOING IS WE'VE BEEN BREAKING DOWN HOMELESSNESS IN THE SMALL, EASILY DIGESTIBLE CHUNKS EVERY TWO WEEKS.

WE STARTED WITH WHO'S DOING WHAT AT THE LOW END, AT THE AT THE END OF THE SPECTRUM, THE CONTINUING CARE SPECTRUM STARTING WITH EMERGENCY SHELTERING UP THROUGH PERMANENT SUPPORTIVE HOUSING AND ABOVE, RIGHT? AND THEN WE ANSWERED THAT QUESTION HOW MUCH ARE WE SPENDING, RIGHT? IT'S A SOFT NUMBER. SO I DON'T WANT TO, YOU KNOW, IDENTIFY IT COMPLETELY.

BUT HE HAS CONSTITUENCIES IN IN OTHER PARTS OF THE COUNTY THAT ARE NOW REALLY STARTING TO EXPERIENCE HOMELESSNESS.

SO THE SHERIFF IS READY TO COME TO THE TABLE AS WELL.

SO I THINK WE'RE FINALLY STARTING TO GET SOME STARS AND MOONS ALIGNING SO TO SAY AND WITH THE HARD WORK OF THE PEOPLE HAVE DEDICATED THEIR LIVES AS THE TWO SPEAKERS EARLIER IN THE EVENING. I THINK IT'S AT A TIME WHEN WE'RE STARTING TO SEE WHAT WE NEED TO DO.
