AUGUSTINE POLICE DEPARTMENT'S COMMUNITY SERVICE AWARD.
THIS AWARD IS PRESENTED TO A MEMBER OF THE COMMUNITY FOR OUTSTANDING SERVICE RENDERED TO THE POLICE TO THE ST.
AUGUSTINE POLICE DEPARTMENT AND ITS COMMUNITY ON AUGUST 3RD 2021.
WHILE AT THE SUNOCO GAS STATION, YOU OBSERVED AN ELDERLY WOMAN SITTING NEAR THE DUMPSTER . APPROXIMATELY ONE HOUR LATER YOU NOTICED THE SAME WOMAN SLUMPED OVER AND UNRESPONSIVE ON THE CURB IN FRONT OF 10 ANDERSON STREET.
FIRE RESCUE RESPONDED AND TRANSPORTED THE WOMAN TO THE HOSPITAL.
IT WAS LATER DETERMINED THAT THE WOMAN WAS A MISSING PERSON FROM JACKSONVILLE WHO HAD LEFT THE HOSPITAL AGAINST MEDICAL ADVICE.
YOUR QUICK ACTION VERY POSSIBLY SAVED HER LIFE.
ON AUGUST 16, 2021 AT APPROXIMATELY ZERO ONE HUNDRED HOURS WHILE AT YOUR RESIDENCE, YOU OBSERVED SEVERAL FEMALES WALKING ON THE STREET AS THEY PASSED BY YOUR HOUSE, ONE OF THEM COLLAPSED. AT FIRST, YOU THOUGHT SHE WAS PLAYING AROUND AND SIMPLY INTOXICATED.
HOWEVER, HER FRIENDS REACTIONS LED YOU TO BELIEVE THERE WAS A SERIOUS PROBLEM.
HE THEN CALLED 911 AND BEGAN TO ADMINISTER CPR.
ONE OF THE WOMEN ADVISED THAT HER FRIEND HAD JUST INHALED HEROIN.
YOU CALLED FOR YOUR GIRLFRIEND, MS. LISA RUIZ, TO GET NARCAN.
MS. RUIZ ADMINISTERED ONE DOSE OF NARCAN AND CONTINUED, AND YOU CONTINUED CPR.
THE FIRST RESPONDING OFFICER, OFFICER SAM [INAUDIBLE], ADMINISTERED ANOTHER DOSE OF NARCAN AND TOOK OVER CPR.
THE WOMAN BEGAN TO MAKE GASPING SOUNDS BUT REMAINED UNRESPONSIVE.
OFFICER [INAUDIBLE] GAVE THE WOMAN A THIRD DOSE OF NARCAN.
THE WOMAN WAS TRANSPORTED TO THE HOSPITAL BY A FIRE RESCUE WHERE SHE FULLY RECOVERED.
YOUR DEDICATION TO CIVIC DUTY AND COURAGEOUS ACTIONS AND ACTIONS REFLECT GREATLY UPON YOURSELF, AND IT IS IN KEEPING WITH THE HIGHEST TRADITIONS OF THE NATION'S OLDEST CITY.

LEGISLATION INTRODUCED IN CONGRESS WAS FIRST PROPOSED IN 1939 BY MAYOR WALTER FRASER WAS INTRODUCED IN CONGRESS, AND AT THE TIME, THE PEOPLE WHO OWNED ANASTASIA ISLAND SAID IT WAS GOING TO BE A THREAT TO THE FUTURE OF OUR COMMUNITY.
WE NEED TO IGNORE THOSE VOICES, THE PEOPLE THAT DON'T WANT TO PRESERVE ONE HUNDRED AND FORTY THOUSAND ACRES OF LAND WE HAVE IN TWO COUNTIES ONE HUNDRED AND FORTY THOUSAND ACRES OF GOVERNMENT OWNED LAND, HALF OF WHICH SEVENTY THOUSAND ACRES OF WHICH WAS ACQUIRED BY

THE ST. JOHNS RIVER WATER MANAGEMENT DISTRICT WHEN HENRY DEAN WAS THE EXECUTIVE DIRECTOR.NOW HE'S NOW THE VICE CHAIRMAN OF THE ST.
JOHN'S COUNTY COMMISSION. HE LOVES THE NATIONAL PARK AND SEASHORE IDEA, AND WE NEED TO GET THIS GOING AND GET IT INTRODUCED AND PROCEED WITH GREAT VIGOR.
I ATTENDED A MEETING LAST WEEK WHERE THEY DESIGNATED OUR FOURTH LOCAL LANDMARK, A STRUCTURE ON DAVIS SHORES THAT THE AIR WAS WANTING TO DEMOLISH, AND THEY SAID NO UNANIMOUSLY. JUST AS THIS COMMISSION BY A FOUR TO ONE VOTE A FEW YEARS AGO VOTED TO PRESERVE THE STRUCTURE ACROSS THE STREET ON GRANADA STREET, IT'S NOW 34 GRANADA STREET.
IT WAS GOING TO BE DESTROYED BY LOUIS JOHN [INAUDIBLE] AND HARB RECOMMENDED, AND THE COMMISSION AGREED IT SHOULD BE PRESERVED AS A LOCAL LANDMARK.
I WAS DISAPPOINTED, THOUGH THERE WAS ANOTHER STRUCTURE 36 GRANADA STREET THAT WAS UP FOR A DEMOLITION PERMIT AT THE HARB MEETING AND I SUGGESTED A LOCAL LANDMARK DESIGNATION.
THEY TALKED, THEY TALKED ABOUT IT, BUT THEY DIDN'T VOTE ON IT AND THEY DIDN'T DO ANY EX PARTE CONTACT DISCLOSURE.
SO I RECKON I MIGHT HAVE TO FILE AN APPEAL ON THAT, DEPENDING UPON WHAT YOU ALL DO TONIGHT ON THE PUD.
HOPEFULLY, YOU'LL TURN THE PUD DOWN, BUT LET ME JUST SAY THAT.

THE DESTRUCTION OF AFRICAN-AMERICAN COMMUNITY IN THIS TOWN WHERE WE WENT FROM 25 PERCENT TO 10 PERCENT BECAUSE OF CONSTANT ANNEXATIONS AT THE BEHEST OF DEVELOPERS AND CITY MANAGER AT THAT TIME, BILL HARRIS CAME UP TO ME AFTERWARDS AND SAYS I COULD HAVE YOU ARRESTED FOR DISORDERLY CONDUCT.
AND I LOOKED AT HIM AND I SAID, WELL, I COULD WRITE AN ARTICLE ABOUT YOU WON'T JUST ONE.
BUT WE'VE HAD A LOT OF PROGRESS, AND I WANT TO THANK ALL OF YOU ALL FOR BEING A PART OF IT. PROUD TO BE PART OF ST.

THERE IS ABSOLUTELY NO WAY FOR ANYONE TO MAKE THESE FALSE ALLEGATIONS TO HAVE ANY SORT OF FACTUAL BASED EVIDENCE THAT HE WAS EVEN IN THE SLIGHTEST WAY COERCED.
THIS ARGUMENT IS ABSOLUTELY HOGWASH AND TOTALLY FABRICATED TO PUSH THEIR OWN AGENDA.
JAMES BUTLER, PROFESSOR OF FLAGLER COLLEGE, WAS QUOTED IN SAYING THAT IT QUOTED IN SAYING THAT THIS WOULD DEPICT, AND I QUOTE, ONE OF THE MOST DIFFICULT TIMES IN AMERICAN HISTORY SO THAT WE CAN LEARN FROM IT.

MOST OF OUR HOMELESS POPULATION ARE UNSHELTERED.
WE NEED TO GET THEM OFF THE STREETS.
OUR PROGRAM PROMOTES HOUSING NOT ONLY HOUSING FIRST, BUT IT IS.
IT IS WRAPAROUND SERVICES AND GETTING PEOPLE TO OVERCOME THEIR OBSTACLES AND GET HOUSED.
AND WE'D LIKE TO HAVE THEM HOUSED IN THIS COMMUNITY.
