MY PLEASURE TO READ THIS TONIGHT.

WHEREAS THROUGHOUT THE HISTORY OF OUR GREAT NATION, WOMEN HAVE NOT BEEN ENTITLED THE FULL RIGHTS AND PRIVILEGES, PUBLIC OR PRIVATE, LEGAL OR INSTITUTIONAL, WHICH ARE AVAILABLE TO MALE CITIZENS OF THE UNITED STATES.

AND WHEREAS WOMEN HAVE UNITED AND RALLIED TOGETHER TO ASSURE THAT THESE BASIC RIGHTS AND PRIVILEGES ARE AVAILABLE TO ALL CITIZENS EQUALLY, REGARDLESS OF THEIR SEX.

AND WHEREAS 100 YEARS AGO, ON AUGUST 18TH, 1920, THE 19TH AMENDMENT GIVING WOMEN THE RIGHT TO VOTE, WAS FINALLY RATIFIED WHEN TENNESSEE BECAME THE 36TH STATE TO SECURE ADOPTION AFTER A 72 YEAR STRUGGLE BY WOMEN TO WIN THAT RIGHT.

AND WHEREAS, IN 1971, THE UNITED STATES CONGRESS DESIGNATED AUGUST 26TH AS WOMEN'S EQUALITY DAY EACH YEAR AT THE URGING OF THE U.S.

REPRESENTATIVE BELLA ABZUG OF NEW YORK.

AND WHEREAS, THE OBSERVANCE OF THE WOMEN'S EQUALITY DAY ALSO CALLS ATTENTION TO WOMEN CONTINUING EFFORTS TOWARDS FULL EQUALITY, INCLUDING EQUAL PAY FOR EQUAL WORK.

AND WHEREAS, THE ST.

AUGUSTINE CITY COMMISSION DEEMS IT APPROPRIATE TO CELEBRATE 100 YEARS OF WOMEN'S SUFFRAGE, THE EXTRAORDINARY ACCOMPLISHMENTS OF WOMEN IN AMERICA AND THROUGHOUT THE WORLD, AND TO RENEW OUR COMMITMENT TO EQUALITY FOR ALL WOMEN, BOTH AT HOME AND ABROAD.

MAYOR, VICE MAYOR AND COMMISSIONERS, WHILE YOU KNOW ME AS JENNY WOLF, I AM SPEAKING TO YOU THIS EVENING ON BEHALF OF THE FLORIDA TRUST FOR HISTORIC PRESERVATION AS THE BOARD PRESIDENT TO SHARE WITH YOU SOME UPDATES, AS WELL AS SOME GOALS THAT MIGHT HAVE CHANGED IN THE ORGANIZATION SPECIFICALLY.

ONE IS THAT OUR MISSION HAS BEEN UPDATED.

THE FLORIDA TRUST MISSION IS TO PROMOTE THE PRESERVATION AND INCLUSIVE SHARING OF THE

DIVERSE ARCHITECTURAL, HISTORICAL AND ARCHEOLOGICAL HERITAGE OF FLORIDA, WHICH IS CARRIED OUT THROUGH FOUR FOCUS AREAS, ADVOCACY, CONNECTION, CONNECTING EDUCATION AND STEWARDSHIP.

HEADQUARTERED IN TALLAHASSEE, THERE'RE JUST TWO FULL TIME STAFF.

SO THE REST OF THE BOARD SERVE AS VOLUNTEERS THROUGHOUT THIS STATE, AS WELL AS OUR COMMITTEES.

AND WE'VE BEEN ABLE TO INCREASE OUR CAPACITY TO DO MORE WORK THROUGH THESE COMMITTEES.

AND ONE OF THE NEWER COMMITTEES THAT WE HAVE ESTABLISHED IS THE REGIONAL COUNCIL COMMITTEE, AND IT'S COMPRISED OF REGIONAL AMBASSADORS THAT LEAD THEIR REGIONAL COUNCIL AND ONE OF EIGHT REGIONS THROUGHOUT THE STATE AND NORTHEAST FLORIDA.

WE HAVE REGIONAL COUNCIL THREE, AND THEY'VE BEEN ACTIVE IN RESPONDING TO TRUST CONSTITUENTS WITH CONCERNS LIKE THE ORMOND BEACH UNION CHURCH, MID CENTURY MODERN STRUCTURE ACQUIRED BY THE CITY, SUBSEQUENTLY DEMOLISHED FOR A PARKING LOT, UNFORTUNATELY, BUT ALSO A VOLUNTEER CONSULTATION HAS BEEN PROVIDED TO SUPPORT THE PRESERVATION AND DOCUMENTATION OF HEWITT [INAUDIBLE] AND FLAGLER COUNTY, AND ALSO BRINGING MORE RECOGNITION TO THE GULLAH GEECHEE HERITAGE SITES IN JACKSONVILLE.

THE MOST RECENT CONCERN OF THE TRUST CONSTITUENTS IS THE PROPOSED DEMOLITION OF THE MAGIC BEACH MOTEL.

ONE OF THE LAST STORIED AND UNIQUE MOTELS OF VILANO BEACH MAIN STREET.

A DESIGN REVIEW MEETING WILL BE HELD SEPTEMBER 8TH AT THE ST.

JOHN'S COUNTY PERMITS CENTER.

FINALLY, THE FLOOR ADDRESS WANTS TO SHARE THE RESULTS OF ITS PRESERVATION MONTH CAMPAIGN FOR THE LINCOLNVILLE MUSEUM AND CULTURAL CENTER THAT WAS HELD IN MAY WITH EDUCATIONAL LECTURES, CULTURAL EVENTS, SO WALKING TOURS AND DONATIONS.

THE FINAL ACCOUNTING HAS BEEN DONE.

AND THANKS TO THE GENEROSITY OF LARGE SPONSORS LIKE THE ST.

JOHN'S CULTURAL COUNCIL, GULLAH GEECHEE CULTURAL HERITAGE CORRIDOR COMMISSION, THE BAYFRONT MARIN BED AND BREAKFAST, ST.

FRANCIS INN, OLD TOWN TROLLIES, ST.

THROUGH THIS EFFORT, 5000 WAS RAISED FOR THE LINCOLNVILLE MUSEUM, AND THAT WILL BE MATCHED WITH THE FLORIDA HUMANITIES GRANT TO DEVELOP A PROGRAM FOCUSING ON THE BLACK TRAVEL EXPERIENCE DURING JIM CROW.

THAT INCLUDES GREEN BOOK SITES AND SITES NOT IDENTIFIED IN THAT PUBLICATION.

MY FELLOW BOARD MEMBER WILL SPEAK ON OTHER ACTIVITIES OF THE FLORIDA TRUST WITH REGARD TO THE AWARDS AND 11 TO SAVE, BUT NOT TO STEAL HIS THUNDER.

I DO WANT TO MAKE SURE THAT THE AWARDS GET RECOGNITION FOR THE CITY'S PARTNERS AND FOR RESILIENT HERITAGE.

JUST LAST MONTH, THE TRUST ANNOUNCED ITS '20-21 11 TO SAVE LIVES, WHICH REPRESENTS THE MOST THREATENED ENDANGERED SITES ACROSS THE STATE, AND SITES THAT THE TRUST WILL MAKE AN EFFORT TO WORK WITH STAKEHOLDERS OVER THE COURSE OF THE YEAR.

THOSE 11 SITES INCLUDE THE ABANDONED AFRICAN-AMERICAN CEMETERIES THROUGHOUT THE STATE.

DOWNTOWN BONIFAY HISTORIC DISTRICT, GRAY OAKS PLANTATION HOUSE, THE HOUSE OF REFUGE THAT GILBERT'S BAR AND STUART, OKAHUMPKA ROSENWALD SCHOOL IN LAKE COUNTY.

OLDTOWN COMMERCIAL DISTRICT IN LAKE WORTH, FLORIDA.

OPELIKA CITY HALL DOWN IN SOUTH FLORIDA.

THE REDDICK PRESBYTERIAN CHURCH IN REDDICK, FLORIDA.

AND THE SOUTH SHORE COMMUNITY CENTER IN MIAMI BEACH.

I KNOW IT'S BEEN COVERED A LOT IN THE MEDIA HERE, BUT THOSE AWARDS WERE IN THE CATEGORIES, RESILIENT PRESERVATION FOR THE RESILIENT HERITAGE OF AMERICA'S OLDEST CITY, AS WELL AS A NOTEWORTHY ORGANIZATIONAL ACHIEVEMENT AWARD FOR THE ST.

IT'S ONE OF THE LARGEST, MOST VISITED PARKS IN THE ENTIRE COUNTY.

I WOULD SAY IT'S INSTRUMENTAL FOR OUR CHILDREN.

AND I'M SURE EVERYBODY HERE WOULD WOULD AGREE THAT OUR CHILDREN ARE PROBABLY THE MOST PRECIOUS RESOURCE THAT OUR COUNTRY HAS TO OFFER.

I DON'T UNDERSTAND WHY WE'RE ASKING CONSTITUENTS OF THIS CITY TO DONATE MONEY FOR SOMETHING THAT SHOULD BE A PRIORITY TO THE CITY.

YOU'RE SPENDING MONEY.

LET'S SEE OVER FIVE HUNDRED THOUSAND DOLLARS TO REMOVE OUR HISTORY, WHICH WE TOUCHED ON JUST A SECOND AGO AFTER YOU SPENT TONS OF, WHAT, MULTI THOUSAND DOLLARS TO PUT CONTEXTUALIZATION PLAQUES IN IT, AND THEN YOU'RE BUILDING A PARK.

WHAT DO THEY CALL IT? A PASSIVE PARK FOR STORMWATER IN DAVIS SHORES TO PROTECT YOUR HOUSES.

DIDN'T YOU ALL PUT A LITTLE PLAQUE UP THERE WITH YOUR NAME ON IT, A LITTLE ATTABOY ON YOUR OWN BACK.

WHAT IS THAT GOING TO RUN? ABOUT THREE QUARTERS OF A MILLION DOLLARS TO PUT THAT PARK IN SO THAT YOU DON'T HAVE TO DRIVE YOUR BMW THROUGH THE SALT WATER? IS THAT THE ORDEAL? I DON'T SEE WHY WE CAN SPEND THREE QUARTERS OF A MILLION DOLLARS TO STOP FLOODWATERS, BUT WE CAN'T SPEND THE MONEY THAT THE CONSTITUENTS OF THIS CITY PAY TO FIX A CHILD'S PARK.

YOU KNOW, THEY ARE OUR MOST PRECIOUS PEOPLE THAT WE HAVE IN THIS CITY.

AND I FEEL LIKE OUR LOOKING OVER TOP OF THEM.

WHY DO YOU NEED DONATIONS FROM PEOPLE WHEN THIS SHOULD BE A NUMBER ONE PRIORITY FOR THE CITY? THERE'S NO WAY THAT YOU DON'T HAVE ENOUGH MONEY TO FIX THAT PARK IN A TIMELY MANNER.

I KNOW THAT MR. VALDES, I BELIEVE, YOU'RE SPEARHEADING THE FUNDRAISING.

I THINK I SAW THAT ON THE ST.

AUGUSTINE CITY WEBSITE.

WOULD YOU HAPPEN TO HAVE AN ANSWER AS TO WHY THE CITY DOESN'T HAVE THE MONEY TO TAKE CARE OF IT WHEN THEY HAVE THE MONEY TO BUILD A PASSIVE PARK WITH BENCHES AND TABLES FOR PEOPLE TO SIT AT IN DAVIS SHORES? AND WHY IS THAT? WHY NO SWING SET IN DAVIS SHORES FOR THE CHILDREN THAT LIVE THERE? IS THAT BECAUSE YOU DON'T WANT KIDS IN YOUR COMMUNITY OVER THERE? IS IT TOO DISRUPTIVE TO YOUR NICE NEIGHBORHOOD TO HAVE A PUBLIC PARK IN THE MIDDLE OF IT? YOU CAN'T PUT A SEESAW OR A SWING SET IN THERE FOR THE CHILDREN? IN THE BIG PICTURE THINGS, IT SEEMS LIKE THAT WOULD BE A VERY MINUSCULE AMOUNT OF MONEY TO TAKE CARE OF THAT.

IT SEEMS LIKE THERE'S A TON OF OVERSPENDING IN THIS CITY ON NEEDLESS THINGS WHEN, YOU KNOW, OUR CHILDREN HAVE VERY LITTLE TO DO HERE.

THEY CAN SURE THEY CAN WALK AROUND WITH THEIR PARENTS.

THEY CAN GO TO THE EVENTS WITH THEIR PARENTS.

THERE'S NOT MUCH ELSE FOR THEM HERE.

THERE'S PLENTY TO DO FOR THE ADULTS, BUT VERY LITTLE FOR THE CHILDREN.

AND I WOULD THINK SOMETHING AS NEEDED AS SWING PARK, SOMETHING AS ESSENTIAL TO OUR COMMUNITY, IS THAT THIS COMMISSION WOULD BE ABLE TO FIND THE MONEY IN THE COFFERS TO TAKE CARE OF THAT BEFORE SOME OF THESE OTHER NEEDLESS PROJECTS THAT SEEM TO GET PUSHED AHEAD.

I REALLY HOPE YOU'LL CONSIDER THAT AND MOVE FORWARD WITH IT.

DOCTORS ARE BEGGING PEOPLE TO GET VACCINATED.

AND THERE ARE FAR TOO MANY PEOPLE WHO ARE NOT TAKING THIS SERIOUSLY.

WE ARE A COMPASSIONATE COMMUNITY.

AND THE SIMPLEST WAY TO SHOW THAT YOU CARE FOR YOUR NEIGHBORS IS TO PROTECT THEM AS THEY WOULD PROTECT YOU.

GET VACCINATED.

WEAR A MASK.

WASH YOUR HANDS.

STAY SAFE.

BECAUSE OF THIS, THEY ARE NOT GOING TO TAKE YOU TO COURT OVER SOMETHING THEY

CAN GET QUICKER AND CHEAPER BY WAITING UNTIL APRIL.

WHAT DOES THE CITY GAIN BY GIVING THEM RGO ZONING NOW? NOTHING.

IN FACT, THE CITY IMMEDIATELY LOSES ALL CONTROL OVER THE LEGALLY ZONED PUD THAT IS ON THE PROPERTY.

NOW, I WANT TO REMIND YOU THAT WHEN ABBAS BOUGHT THE PROPERTY IN 2014, IT WAS OWNED A PUD WITH VERY CLEAR PLANS THAT THE BUYER WAS OBLIGATED TO FOLLOW THROUGH WITH.

THESE PLANS PROVIDED PUBLIC BENEFITS SUCH AS A WATERFRONT WALKWAY, AN AMPHITHEATER AND A SCULPTURE GARDEN.

IN 2016, WHEN ABBAS ASKED FOR A TIME EXTENSION, HE ASKED FOR NO DESIGN AMENDMENTS TO THAT PUD.

WE HAD NO REASON NOT TO BELIEVE THAT HE WOULDN'T BUILD THE PUD THAT HE BOUGHT, BUT HE SAT ON THE PROPERTY DOING NOTHING.

AND IT WAS NOT UNTIL JANUARY OF 2020 THAT HE SUBMITS AMENDMENTS TO THE PZB.

AND THESE WERE NOT MINOR AMENDMENTS.

THIS WAS A MAJOR, COMPLETELY NEW CONCEPT.

YET HE HIRES NO ARCHITECT.

THERE ARE FEW SPECIFICS AND A LOT OF QUESTIONS.

HE TAKES ANOTHER 12 MONTHS TO RETURN TO PZB WITH MANY OF THE PROBLEMS NOT FULLY ADDRESSED BEFORE IT COMES TO THE CITY COMMISSION ON JANUARY 25TH OF THIS YEAR.

MIND YOU, THAT WAS THE FIRST TIME THAT THE CITY COMMISSION SAW THE AMENDMENTS TO THE 2007 PUD.

YOU OBJECTED TO THE INCREASE IN SQUARE FOOTAGE IN PARKING, AS WELL AS THE MASS OF THE BUILDING AND THE PLACEMENT OF THE GARAGE ON THE RIVER, BECAUSE IT'S THE FIRST THING YOU SEE AS YOU COME IN KING STREET.

IT HAD NONE OF THE ARCHITECTURAL ELEMENTS IN THE PUB THAT HE BOUGHT.

THE CONSTRUCTION WOULD INCLUDE ONE HUNDRED AND SIXTY SEVEN HOTEL ROOMS, A CONDO, A PARKING GARAGE AND FOUR THOUSAND CARS PER DAY OF INCREASED TRAFFIC, AND NUMBERS STATED BY THE DEVELOPER.

THIS MONSTROSITY WILL INCREASE FLOODING ON KING STREET, AS WELL AS JAM AN ALREADY CONGESTED ROUTE.

THIS WILL CAUSE POLLUTION IN THE SAN SEBASTIAN RIVER AND WILL THREATEN THE DIVERSE MARINE LIFE.

THE SEA TURTLES, THE MANATEES AND OUR LOCAL PORPOISES IN THIS AREA.

WE URGE THAT YOU, THE CITY COMMISSIONERS AND THE WATER MANAGEMENT DISTRICT TO CONSIDER THE WELL-BEING OF CITIZENS AND TRAVELERS TO ST.

AUGUSTINE AND SCALED BACK THIS PROJECT.

I KNOW THAT IN THAT AREA THERE IS NO ISSUE WITH ENVIRONMENTAL.

BUT ONCE YOU GO PAST THE KING STREET BRIDGE, ALL YOU HAVE IS [INAUDIBLE] LAND.

WE'RE ASKING FOR A TOTAL OF OVER 19 MILLION DOLLARS.

THIS IS FOR CONSTRUCTION DOLLARS FOR THE LAKE MARIA SANCHEZ DRAINAGE AND SEAWALL PROJECT.

AND IT ALSO INCLUDES COSTS FOR ADMINISTERING THIS PROJECT THROUGH THIS DIFFERENT TYPE OF GRANT PROGRAM.

IF YOU RECALL FROM OUR AUGUST 9TH SPECIAL BUDGET MEETING, I SPOKE SPECIFICALLY ABOUT FEMA FUNDING, WHICH WE'VE BEEN VERY FORTUNATE TO RECEIVE FEMA FUNDING FOR, AND THE LAKE MARIA SANCHEZ PROJECT DOES HAVE COMMITTED DOLLARS FROM FEMA, AND THE CITY HAS MONEY COMMITTED TO THE PROJECT BUT WE'RE LOOKING FOR, THE BALANCE OF

WHAT WE THINK WE'RE GOING TO NEED FOR CONSTRUCTION DOLLARS.

AND THAT'S WHY WE'RE SEEKING THE FUNDING THROUGH THIS PROGRAM.

I'M GOING TO TAKE JUST A FEW MINUTES TO OVERVIEW OF THE PROJECT, JUST TO RECAP WHAT WE'RE GOING TO BE CONSTRUCTING AS WE GET FURTHER ALONG WITH THE DESIGN AND ULTIMATELY GET THE PROJECT UNDERWAY.

BACK IN 2016, THROUGH THE HURRICANE MATTHEW FEDERALLY DECLARED DISASTER, WE ATTAINED FUNDING THROUGH FEMA.

IT WAS THE NUMBER ONE RANKED PROJECT FOR THE COUNTY [INAUDIBLE] OUR LOCAL MITIGATION STRATEGY.

AND IT'S VERY ALL ENCOMPASSING OF WHAT WE'RE PROPOSING.

THIS WILL BE OUR FIRST STORMWATER PUMP STATION THAT WILL HELP MOVE STORMWATER DURING OUR DIFFERENT RAINFALL EVENTS.

WE'VE GOT A FLOODWALL, OTHER MAJOR STORMWATER UPGRADES THAT WILL BE AROUND CITY HALL TO HELP MANAGE BETTER MANAGE OUR RAINFALL DRIVEN FLOODING.

THERE'S ALSO GOING TO BE UTILITIES THAT WILL BE REPLACED AS WE'RE REPLACING THE STORMWATER INFRASTRUCTURE AND PUTTING IN A NUMBER OF TIDE CHECK VALVES TO HELP WITH THAT TITLE FLOODING.

SO JUST SOME HIGHLIGHTS OF WHAT THE PROJECT IS GOING TO BE BENEFITING FOR, NOT ONLY OUR ROADWAYS, BUT ALSO STRUCTURES THAT ARE WITHIN THE PROJECT AREA.

WE ARE LOOKING AT DIFFERENT RAINFALL EVENTS AND ALSO COASTAL SURGE EVENTS.

AND THE PHOTOGRAPHS THAT WE'VE SHOWN HERE ON THIS ARE INDICATIVE OF THE TYPES OF FLOODING THAT WE CURRENTLY EXPERIENCE TODAY.

PHOTOGRAPH ON THE LEFT IS ON SOUTH STREET.

THIS IS A HIGH TIDE, NOR'EASTER DRIVEN FLOODING AND A PHOTOGRAPH ON THE RIGHT IS OUR VERY COMMON RAINFALL DRIVEN FLOODING THAT WE EXPERIENCED ON GRANADA STREETS.

WE WILL BE ABLE TO FIX BOTH OF THESE TYPES OF FLOODING WITH THE PROPOSED PROJECT BENEFITING A 200 ACRE AREA WITH OVER A HUNDRED EIGHTY SIX STRUCTURES THAT ARE CURRENTLY AT RISK WILL BE ABLE TO PROVIDE A HIGHER LEVEL OF FLOOD PROTECTION FOR THEM, IN ADDITION TO REDUCING THE DEPTH AND DURATION OF FLOODING THAT WE'RE ALREADY EXPERIENCING.

SO FROM LOOKING AT THE WHEN WE START GETTING INTO THE ENGINEERING AND LOOKING AT THE HYDRAULICS.

THE MAP ON THE LEFT IS THE TYPE OF COASTAL FLOODING THAT WE CURRENTLY EXPERIENCE TODAY WITHOUT ANY IMPROVEMENTS.

ONCE WE CAN BUILD EACH OF THESE PIECES OF THE PROJECT, THE PHOTOGRAPH AND THE MAP ON THE RIGHT SHOW THAT LEVEL OF PROTECTION THAT WE'LL BE ABLE TO ACHIEVE.

THAT'S, AGAIN, COASTAL FLOODING.

LOOKING MORE AT THE RAINFALL DRIVEN FLOODING, THERE ARE BENEFITS FROM RAINFALL DRIVEN FLOODING.

WITHOUT THE PROJECT, WE CURRENTLY EXPERIENCE A NUMBER OF ROAD FLOODING EVENTS THROUGHOUT, WHICH IS INDICATED BY THE BLUE.

ONCE WE'RE ABLE TO DO THE STORMWATER UPGRADES AND GET THE PUMP STATION IN PLACE AND GET THAT FLOODWALL CONSTRUCTED WITH A TIDE CHECK VALVES WE'LL BE ABLE TO GREATLY REDUCE THE LIMITS OF THE FLOODING.

IT'S NOT GOING TO COMPLETELY ELIMINATE IT, BUT IT WILL GREATLY REDUCE WHAT WE'RE CURRENTLY EXPERIENCING WITH THIS HEAVY, INTENSE RAINFALL.

WITH THIS BEING LOW AND FLAT AND COASTAL, WE'RE REALLY BEING FORCED INTO A INSTEAD OF A GRAVITY FED SYSTEM, HAVING TO MOVE TO A MECHANICAL WHERE MANY PLACES OF SOUTH FLORIDA ARE ALREADY OPERATING UNDER THESE TYPES OF SYSTEMS. BUT WE'VE GONE THROUGH A NUMBER OF DESIGN ITERATIONS, AND WE FEEL THAT THIS DESIGN IS THE LEAST OBTRUSIVE FOR THE VIEWSHED AND KIND OF INTEGRATES INTO THE LANDSCAPING.

SO THIS WILL BE THE PUMP STATION THAT WILL REPLACE THE EXISTING WEIR STRUCTURE THAT'S AT SOUTH STREET RIGHT NOW.

CONSERVATION OVERLAY ZONE ONE, TWO AND THREE CONTINUE TO BE DESTROYED BY INDIVIDUALS WHO CARE MORE ABOUT BRIDGES, DOCKS, BOATS, WALKWAYS, BULKHEADS, SEAWALLS AND RETAINING WALLS THAN PROTECTING OUR NATURAL NATURAL SHORELINE.

THIS APPLICATION IS TO RESUME THE PROPERTY FROM PUD TO RESIDENTIAL GENERAL AND OFFICE RGO.

THERE ARE TWO ORDINANCES TONIGHT BECAUSE THERE ARE TWO SEPARATE PARCELS UNDER DIFFERENT OWNERSHIP.

BUT THE APPLICATION IS IDENTICAL.

ORDINANCE 19 IS THE SA MARINA HOLDINGS PORTION OF THE PROPERTY, WHICH IS ON THE OVERHEAD SCREEN.

IT IS CURRENTLY ZONED PUD AND THEY ARE REQUESTING A REZONING TO RGO THE CURRENT PUD ZONING ALLOWS ALL OF THE USES IN THE RGO ZONING CATEGORY AS ALLOWABLE USES.

SO THIS REZONING WILL NOT CHANGE ANY PERMITTED USES FOR THE PROPERTY.

THERE ARE VERY MINOR DIFFERENCES AND BUILDING SETBACK REQUIREMENTS BETWEEN THE PUD, AN RGO ZONING, AND FOR A PROPERTY THIS LARGE, THEY'RE VIRTUALLY IDENTICAL BUILDINGS SETBACK REQUIREMENTS.

THE PUD ALLOWS 50 FEET OF BUILDING HEIGHT.

WITH AN ADDITIONAL 15 FEET ABOVE THE BUILDING TO SCREEN MECHANICAL EQUIPMENT, AND THE PUD ALSO ALLOWS A 90 FOOT TOWER ON THE PROPERTY THAT'S CURRENTLY ENTITLED.

THE PROPOSED RGO ZONING DROPS THAT BUILDING HEIGHT DOWN TO 50 FEET WITH ONLY FIVE FEET ABOVE THE ROOF DECK TO SCREEN MECHANICAL EQUIPMENT.

AND IT DOES NOT ALLOW THE 90 FOOT TOWER.

SO REZONING THIS PROPERTY TO RGO WILL EFFECTIVELY REDUCE THE HEIGHT THAT'S ALLOWED TO BE BUILT ON THE PROPERTY.

THE PUD ALSO DEFINES A SPECIFIC NUMBER OF PARKING SPACES FOR THE

AND SO WE WORKED AGAIN FOR SEVERAL MONTHS, FIXED THOSE 12 ITEMS OR HOMEWORK LISTS FROM THIS FROM THE PZB, AND WENT BACK TO PZB AND GOT UNANIMOUS RECOMMENDATION OF APPROVAL BECAUSE THAT PEEZY B SAID WE HAD DONE ALL THE HOMEWORK THEY GAVE US.

AND SO WE FELT GREAT ABOUT THAT.

AND WE CAME TO THE CITY COMMISSION.

WE HEARD WHAT ALL FIVE OF YOU SAID THAT DAY VERY CLEARLY.

AND WE WORKED OVER SEVERAL MONTHS TO TRY TO COME TO AT LEAST I WILL SAY PUT TOGETHER A PLAN THAT MADE AT LEAST THREE OF YOU HAPPY IN THE INTERVENING TIME.

WE WORKED WITH THE CITY STAFF BECAUSE THE MARINA, WHICH I WILL SHOW YOU ON THIS PLAN, I DON'T KNOW IF YOU CAN SEE IT ON THE OVERHEAD.

THE MARINA WAS CONSTRUCTED FOLLOWING THE APPROVAL OF THE ORIGINAL PUD IN 2004.

BECAUSE THAT MARINA EXISTS, THE CITY CODE WILL NOT ALLOW IT TO BE COUNTED AS DEVELOPABLE LAND FOR THE PURPOSE OF A RESIDENTIAL DENSITY.

THAT WAS A CHANGE THAT WE WERE NOT AWARE OF.

WE WERE COUNTING ON THAT RESIDENTIAL DENSITY TO GET THE MINIMUM ONE HUNDRED AND FIFTY MULTIFAMILY UNITS THAT WERE DRIVING THE AMENDED PUD.

SO AFTER THAT RESULT OF NOT HAVING THE DEVELOPABLE LAND TO SUPPORT THE MULTIFAMILY BECAUSE THE MULTIFAMILY IS VERY EXPENSIVE TO CONSTRUCT, THIS SITE IS FILLED.

SO, ANY BUILDINGS HAVE TO BE BUILT ON PILINGS.

AND IT DOESN'T MAKE FINANCIAL SENSE TO BUILD FEWER THAN 150 MULTIFAMILY UNITS ON THIS PROPERTY.

SO WE HAD TO GET RID OF THE MULTIFAMILY COMPONENT OF THE PROJECT.

THAT WAS THE FIRST CARD THAT FELL, IF YOU WANT TO PUT IT THAT WAY.

AND SO TONIGHT I WAS GOING TO COVER IN A LITTLE BIT MORE DETAIL THE PROCESS THAT WE WENT THROUGH TO GET HERE.

JUST BRIEF REMINDERS.

SO AS A RESULT OF MANY RESIDENTS AND BUSINESSES THAT HAVE BEEN IMPACTED FROM ALL THE FLOODING THAT WE'VE EXPERIENCED CITYWIDE, THAT'S DAMAGED HOMES AND BUILDINGS AND PROPERTIES.

WE'VE REALLY GOTTEN A QUITE A BIT OF FEEDBACK FROM OUR RESIDENTS ON THE NEED AND REQUESTS FOR ASSISTANCE WHEN IT COMES TO WAYS TO ELEVATE THEIR HOMES AND THEIR STRUCTURES AND ALSO JUST HAVING ACCESS TO INFORMATION REGARDING FLOOD MITIGATION RESOURCES.

SO THE CITY'S BEEN ACTIVELY WORKING ON THIS.

WE'VE CONDUCTED A NUMBER OF OUTREACH AND EDUCATIONAL MEETINGS THROUGH VARIOUS NEIGHBORHOOD ASSOCIATIONS.

WE'VE ALSO DONE A NUMBER OF INDIVIDUAL FLOOD MITIGATION SITE VISITS.

THAT'S BEEN MYSELF AND BUDDY S.

OUR BUILDING OFFICIAL AND FLOODPLAIN MANAGER WHERE WE'VE MET ONE ON ONE WITH RESIDENTS TO LOOK AT THEIR SITUATIONS AND TRY TO HELP COME UP WITH SUGGESTIONS AND THINGS OF THAT NATURE.

AND ULTIMATELY, WHAT WE FOUND IS THE FEMA'S FLOOD MITIGATION ASSISTANCE PROGRAM IS A FUNDING MECHANISM WHERE THE CITY DOES HAVE TO BE THE APPLICANT OR THE SUB APPLICANT.

BUT IT IS A COMPETITIVE GRANT PROGRAM THAT'S OFFERED ANNUALLY.

AND THE FUNDS FROM THAT PROGRAM CAN BE USED FOR PROJECTS THAT HELP TO REDUCE OR ELIMINATE THE RISK OF REPETITIVE FLOOD DAMAGE TO BUILDINGS THAT ARE INSURED THROUGH THE NATIONAL FLOOD INSURANCE PROGRAM.

SO WE'RE EXCITED TO OFFER THIS.

I'M ACTUALLY GOING TO HAVE BUDDY TALK MORE SPECIFICALLY ABOUT THIS, BECAUSE HE HAS WORKED ONE ON ONE WITH THESE PROPERTY OWNERS AND CAN SPEAK MORE TO THIS.

OVER THE YEARS, BASICALLY SINCE HURRICANE MATTHEW, I'VE BEEN ASKED ABOUT GRANTS FOR HELPING PROPERTY OWNERS TO MITIGATE THE DAMAGES FROM THE FLOODING THAT THEY HAD.

I'VE ALWAYS TOLD THE OWNERS ABOUT THE FMA GRANT, AND I TOLD THEM THE PROS AND CONS OF THE GRANTS.

AND THE MAIN CON OF IT IS THAT THIS COULD TAKE A COUPLE OF YEARS TO COMPLETE THE PROJECT.

MANY HAVE BEEN INTERESTED, BUT THAT'S ABOUT AS FAR AS IT'S GONE WITH THEM.

THE PAST YEAR TO YEAR AND A HALF, THE INTEREST HAS GROWN AND THE PROPERTY OWNERS HAVE BEEN INQUIRING MORE OFTEN.

FOR REPETITIVE LOSS AND SEVERE REPETITIVE LOSS PROPERTIES, THEIR FLOOD INSURANCE PREMIUM HAS INCREASED SEVERE REPETITIVE LOSS PROPERTY.

THEIR PREMIUM HAS A 25 PERCENT INCREASE EACH AND EVERY YEAR.

FOR SOME, I THINK THIS IS THE DRIVING FACTOR FOR WANTING TO DO SOMETHING.

ONCE A PROPERTY IS MITIGATED, THEIR FLOOD INSURANCE PREMIUM DROPS DRASTICALLY AND IT COULD GO DOWN TO LIKE 500 DOLLARS A YEAR.

LAST YEAR, THERE WERE TWO PROPERTY OWNERS THAT CONTACTED STAFF AND SAID THAT THEY WANTED TO APPLY FOR THE GRANT SINCE THE CITY IS A SUB APPLICANT, LIKE JESSICA SAID, FOR THE GRANTS, STAFF SUBMITTED THESE TWO GRANTS ON BEHALF OF THE PROPERTY OWNERS.

THIS IS THE FIRST TIME THE STAFF HAS EVER APPLIED FOR THE FMA GRANTS.

THESE APPLICATIONS WERE SUCCESSFULLY SUBMITTED TO THE STATE, AND THE PEOPLE AT THE STATE WERE VERY HELPFUL AND VERY PATIENT WHEN WE WOULD CALL UP THERE TO ASK FOR HELP.

UNFORTUNATELY, THE STATE DID NOT RECOMMEND ONE OF THE APPLICATIONS.

IT DID NOT PASS THE BENEFIT COST ANALYSIS.

THE OTHER APPLICATION WAS RECOMMENDED BY THE STATE.

AND AT THE END OF JUNE, WE FOUND OUT THAT FEMA HAD SELECTED IT FOR FURTHER REVIEW.

WE SHOULD KNOW WITHIN THE NEXT SIX MONTHS OR SO IF FEMA WILL AWARD THE GRANT.

THIS ONE IS FOR A DEMOLITION AND RECONSTRUCTION OF THE HOUSE.

IF THE GRANT IS AWARDED, THE CITY IS REQUIRED TO MANAGE THE PROJECT AND APPROVE ALL PAYMENTS FROM THAT GRANT.

SO THERE'S AN INTEREST IN THE GRANT BY PROPERTY OWNERS.

STAFF FELT THAT IT NEEDED TO CONTRACT WITH A COMPANY THAT SPECIALIZES IN THESE GRANTS.

THIS WOULD GIVE THE BEST OPPORTUNITY FOR THE GRANTS TO BE AWARDED.

AND THIS COMPANY WOULD ALSO HANDLE THE DAY TO DAY MANAGEMENT OF THE PROJECTS, FREEING STAFF UP TO DO THEIR REGULAR JOBS.

AFTER RECOGNIZING THIS NEED, THIS LED STAFF TO COMPETITIVELY SOLICIT THROUGH THE REQUEST OF QUALIFICATIONS FOR GRANT ADMINISTRATOR SERVICES FOR FEMA'S HAZARD MITIGATION ASSISTANCE PROGRAM WITH THE FOCUS ON THE FEMA.

AND I'LL TURN THIS BACK OVER TO JESSICA FOR FURTHER.

IT'S A COMPANY BASED OUT OF LOUISIANA.

AND THEY PROBABLY HAD THE MOST EXPERIENCE WHEN IT CAME TO THE FLOOD MITIGATION ASSISTANCE PROGRAM, WHICH WAS WHY THEY WERE SELECTED.

AND THEY'VE ASSISTED NUMEROUS APPLICANTS THROUGH THE FLOOD MITIGATION ASSISTANCE PROCESS AND HAVE RECEIVED A NUMBER OF AWARDS TO HELP THOSE PROPERTY OWNERS REDUCE THAT RISK BY ELEVATING THEIR STRUCTURES.

SO JUST A BRIEF OVERVIEW OF OUR TEAM.

AND THE REASON I WANTED TO BRING THAT UP IS WE HAVEN'T MISSED ON ANY TYPE OF SERVICE DELIVERY OR SCHEDULES, AND THAT'S BY SHEER DETERMINATION.

AND SO I KNOW THAT I USED TO BE ABLE TO PRACTICALLY SET MY WATCH BY THE TIME OF THE DAY THAT MY GARBAGE CAN WOULD BE EMPTIED BY OUR SOLID WASTE CREWS.
