Upchurch, Vice-Mayor Leanna Freeman, Commissioner Nancy Sikes- Kline, Commissioner Roxanne Horvath, and Commissioner John Valdes; City Manager John Regan, City Attorney Isabelle Lopez, and a Certified Court Reporter. 4. Recess to the Alcazar Conference Room for Shade Meeting.
