GENERAL PUBLIC PRESENTATIONS Eugenio Maslowski, Director, Hispanic Culture Film Festival; Maria I. Montoya-Leonard, Hispanic Culture Film Festival Marketing Director and Sonia San Juan, Honorary Vice Consul of Kingdom of Spain For St. Augustine and Jacksonville will provide the Commission with an overview of the Hispanic Culture Film Festival to be held October 3-6, 2019 and seek the City’s endorsement of the event. Mike Cullum, Director, Public Works, will provide a status report as to the improvements to be built on the property and present the Commission with the fact sheet for 91 Coquina Avenue. (J. Regan, City Manager).
Jeremy Marquis of Marquis Latimer + Halback will present a conceptual joint endeavor between the City and the Broudy Family of 5.25 acres to possibly consist of a parking facility, residential units, commercial space, police department building, pedestrian overpass, etc. at the corner of US1 and West King Street. ORDINANCES AND RESOLUTIONS – NO PUBLIC HEARING REQUIRED ORDINANCES – FIRST READING Ordinance 2019-08: Amends the Florida zoning designation for the property known as St. Augustine Shipyard from Planned Unit Development (PUD) to Residential General Office (RGO). Ordinance 2019-09: Updates the City’s foreclosure maintenance code to mirror the St. Johns County ordinance. (J. Cary, Assistant City Attorney).
Ordinance 2019-10: Dissolution of the Antigua at St. Augustine Community Development District (CDD) as requested by the State of Florida Department of Economic Opportunity (DEO). (I. Lopez, City Attorney).
RESOLUTIONS 9.B.1. Resolution 2019-08: Support for Certified Local Government Small Matching Grant: Reexamining St. Augustine’s Archaeological Zones. Planning staff is preparing a grant application to the Florida Division of Historical Resources for a $100,000 project supported with $50,000 of city matching funds to update archaeological planning resources that could inform a future update to the archaeological zones. (A. White, City Archaeologist). 9.B.2. Resolution 2019-09: Support for Certified Local Government Small Matching Grant Accessing St. Augustine’s Heritage through Digital Media. Planning staff is preparing a grant application to the Florida Division of Historical Resources for a $40,000 project with no matching funds to create and publish a series of interactive, digital media websites about St. Augustine’s heritage using GIS, multi-media content, and archival materials.
