Ordinance 2017-24: As a result of the mediated settlement in the case of Bates, et. al. v City of St. Augustine, requiring certain revisions, this Ordinance repeals the pre-1964 ordinance requiring Peddlers and the permitting requirements. (D. May, Assistant City Attorney).
Ordinance 2017-25: As a result of the mediated settlement in the case of Bates, et. al. v City of St. Augustine, requiring certain revisions, this Ordinance repeals regulation of the West Plaza grounds now owned and controlled by the State of Florida. (D. May, Assistant City Attorney).
Ordinance 2017-26: As a result of the mediated settlement in the case of Bates, et. al. v City of St. Augustine, requiring certain revisions, this Ordinance amends the regulation of the lottery system at the Market in the Plaza, reduces fees and provides for indigence waiver of fees. Ordinance 2017-27: As a result of the mediated settlement in the case of Bates, et. al. v City of St. Augustine, requiring certain revisions, this Ordinance amends definition for street artists and provides a definition for expressive speech. (D. May, Assistant City Attorney).

Ordinance 2017-29: As a result of the mediated settlement in the case of Bates, et. al. v City of St. Augustine, requiring certain revisions, this Ordinance creates Section 22-19 of the City Code providing for a lottery for first amendment expressive activity at the Historic Downtown Parking Facility.
